CONSTRUCTION BOARD
MINUTES OF REGULAR MEETING
OCTOBER 9, 2001
Acting Chairman Louis Nicolini called the meeting to order at 7:04 P.M.
The Pledge of Allegiance was said.

MOTION by Morris/Taylor
I move that we approve the minutes of the last meeting.
A voice, vote was taken. 7 - 0, motion carried.

EXPERiOR EXAM:
HEATH, TODD I Residential Contractor

Acting Chmn. Nicolini performed a swearing in ceremony that included all of the
applicants; Todd Heath, Timothy Blowers, Joseph F, Thorpe, and Edward Mahunik at
7:07 P.M.
Todd Heath, 3128 11th St. SW, Vero Beach, FL was present and responded to questions
from Board members. There was much discussion with this applicant about the various
tests for which he was applying and the length of experience as shown in his applicatien,
Mr. Heath explained other experience and licensing he has that were not shown on this
application, A motion was made and withdrawn on the Aluminum/Concrete application.
At this point, it was determined to proceed to the next applicant until Kathy could check
Mr, Heath's file for additional information.

BLOWERS, TIMOTHY I A/C "B"
Timothy Blowers, 1455 24th Ave., S.W., Vero Beach, FL (sworn in earlier) was present
and responded to questions from the Board. There was discussion about the difference
between the "A" and "B" NC license, and the advantages of a "corporation".
MOTION by Taylor/Neuberger
I'd like to make a motion that the Board approve Timothy Paul Blowers to take
the Class "A' or Class "B" Experior test for HVAC.

The vote was 7 - 0. Motion carried.
Todd Heath returned to the podium for further action, Mr. Heath felt that he could
provide additional experience to satisfy the experience requirements and asked that only
the application for Residential Contractor be considered.
MOTION by Taylor/Fox
i'd like to make a motion that the Board approve Todd Heath to take the Experior
Exam for Residential Contractor.

THORPE, JOSEPH F. I Master Electrician
Joseph Thorpe, 645 Jana Drive, Titusville, FL was present and was previously sworn.
Additional information was provided as requested at the previous meeting including a
return receipt for a letter of request to a previous employer, which was never answered.
Mr, Thorpe explained that New Jersey does not have a journeyman classification. There
was discussion about his experience and he gave a history of his experience and
education, as requested.
MOTION by Taylor/Morris
I'd like to make a motion that the Board approve Joseph Thorpe to take the
Master Electrical Experior Exam.

Edward Mahunik, 1302 Laconia St., Sebastian, FL (previously sworn) was present.
MOTION by Taylor/AIIocco
I'd like to make a motion that the Board approve Edward Charles Mahunik to take
the Experior Exam for Painting.

BOARD MATTERS: Review/Discussion: New Contractor Application
At this point, Acting Chmn. Nicolini determined to place Public Input before Board
Matters since the application review could get lengthy,

David Parsons, 1505 39"' Ave., Vero Beach, FL, a registered Roofing Contractor who
works in Sebastian, spoke about a project he was working on for a customer at 1497
Barber St., Sebastian. He noted that it was a tile roof damaged by the wind during a
storm. He gave information about the process that he went through, and commented
that during the drying-in portion of this job, the Building Official came and asked about
the nailing process that was being used. Mr. Parsons noted that there is no inspection
for the nailing process in Indian River County or Sebastian. He then noted that one of
the Construction Board members, Andrew AIIocco, filed a complaint to the Building
Official that Mr. Parsons company was not sufficiently nailing the dry-in. He indicated
that the Building Official commented that he was told to come out to check the nailing of
the felt even though there was no inspection. He spoke of hot-mopping the
underlayment and noted that Mr. AIIocco indicated that it couldn't be done that way. He
then indicated that Mr. AIiocco was taking pictures while the men were on the job and
caused Mr. Parsons problems from the start of the job to the present. He commented

that the job has been completed but it is still causing him problems. He noted that the
Building Official appeared on this job several times at the direction of Mr, AIIocco, He
then commented that the Building Official (George) told him that Mr. AIIocco is a
Construction Board member, He continued with his narrative, He then noted that the
Building Official came out and shut his job down with a red tag, and this same thing
happened the next day,
Mr. Neuberger noted that this issue should stop, and the Building Official should be
present as well. as the City Attorney, and the other Board members agreed. Mr. AIIocco
was encouraged not to speak at this time.
Mr. Morris commented to Mr. Parsons that the Board recognizes that he has a problem
and it would like to hear this problem in the manner in which the by-laws and the code
requires, He asked Mr, Parsons to come to the next meeting, and also to put the
explanation into writing including his contractor license number.
Mr. Parsons then commented that he wasn't planning to go any further with this issue
until, upon sitting in on a meeting with Ameritrend Corporation last Thursday to sign a
contract for the large project they are building in the amount of about $450,000 worth of
work, a conversation arose about his past jobs in Sebastian. He indicated that he
mentioned his recent tile roof job, and an Ameritrend representative commented that the
Building Official told him that that job was shut down for inferior work,
Mr, Neuberger again commented that this should stop at this time,
There was discussion about the Contractor Application review and Kathy noted that she
will not be at the next meeting because of surgery.
There was discussion about Mr. Blowers verification of experience and the letter from
WIRCO.
It was determined to postpone the application review until another meeting. Kathy
requested that the Board hold off till she is able to be present and they agreed.
There were a few more brief comments.
