HomeMy WebLinkAbout10101978SEBASTIAN CONSTRUCTION BOARD MEETING, Tuesday October 10, 1978 This meeting was scheduled for 7 p.m. Ail members on th~ Board were telephoned that morning. At approximately 7:45 p.m. there were still only four members present. We had to telephone the absent members and find out if they had any intentions of coming to this meeting, as we needed a quorum to act on these applications that had been submitted. Meeting called to order at 7:50 p.m. with all members present except for HuSton Tripp and Chris Kirrie. We had several persons in the audience, land, whi~e ~hey..asked n%m~:.~uest~oRstOthe ~embers of the Board who were present. All of the questions had to do with their individual applications. Letters have been sent, from the Building Department to the surrounding areas asking to reciprocate, in writing, with all ofour people who have been issued a certificate through the grandfather law and, also all those issued a certificate by taking the Block, proctored exam. To date, no answers have been received. Motion by Ed Paluch, seconded by Jim Harris, to accept the minutes of October 2, 1978. All in favor, none opposed. Ed Paluch made the motion to: add the wor~ "specialty', after the word "aluminum" (these are on the back side of the building permit applications) strike "Asphalt Sealing & Coating; change Concrete Forming & Placing to read "Masonry; add the word "Sod" to Earthwork - Excavating, Clearing and Grading; eliminate "Fence Erection"; eliminate "Garage 'Door"; eliminate "Gunite"; eliminate "Reinforcing Steel"; eliminate "Sand- blasting"; and eliminate "Windows and Doors". Heating and Air Conditioning will now read HARV. Merle Hasson seconded this motion. All in favor, none opposed. One application, was submitted for house maintenance. The Board felt that this does not require a City of Sebastian Certificate of Com- petency. The Board did state that the persons involved may continue the cleaning. The applicant, who was present at this meeting, said that sometimes a wall may have to be painted, or a door hung. The Board informed the man that he may continue to' do the cleaning but, that he is not allowed to do the painting unless a permit is pUlled. This only.-applie~ to the City of Sebastian. The above applicant also applied for Solar Heatingand Cooling. Pres- ently, there are no permits required for this occupation so this man cannot be grandfathered a license. He did inform the Board that he is taking courses on the subject. When the s~hooling is completed, he should then come before the BOard. There was another gentleman presentat this meeting applying for an electrical contractor's license. This man had plenty of qualifica- tions, but he did not qualify under our grandfather law. He said that he is willing to take the Block exam so, we will set him up for one in January. The only other~ way he would be able to acquire our license is if the city of Veto Beach (where he took his test) reciprocates with us. An applicationSubmitted, and'the person was present at this meeting, was for a~.Residential Contractor's'license. The man'has pulled a permit, as an Owner-Builder. This does not make him a contractor, nor any other owner-builder. Art brought out that, in our Ordinance, it states that, if you have pulled a permit or have done the work in the past two years, this qualifies you under the grandfather law. · This man has been working in the City of Sebastian so, he would qualify for a grandfather certificate in this way. But, because he is asking for a Residential Contractor's license and not a carpenter sub-contractor, poses a problem. All the members on the Board, who were present at .this meeting, discussed this with the man. This went on for quite some time. This man did say that the is intending on taking the Block exam. We asked him to do so and pass it with a 75% grade, or better, and he would beLissued one of our certificates. This is aborderline situation and, we would have to investigate this man's literature before coming to a final decision, which we hope to do at next week's meeting. This meeting lasted 3% hours. It really shouldn't have as we did not accomplishmuch. We need to move things along a little faster in-the future. We still have many applicationsto review and, at the rate we're going, we are not going to finish these all before November 1. Next meeting will be at 8:30 a.m. at City Hall on Tuesday, October. 17, 1978.
