EXPLANATION OF CREDIT REPORT
HALL, MORRIS/VINYL SIDING (CARPENTRY)
IT WAS NOTED THAT ON MR. HALL'S CREDIT REPORT IT SHOWED THAT
BANKRUPTCY HAD BEEN FILED AT ONE TIME.
MR. HALL TOLD THE BOARD THAT IT WAS DONE ABOUT THREE YEARS
AGO AND THAT SINCE THEN HIS CREDIT HAD BEEN GOOD.

ATTORNEY NASH AND MR. COOPER ADVISED THE BOARD THAT
BANKRUPTCY WAS A MEANS OF HELPING A PERSON START OVER AGAIN
AND ESTABLISH GOOD CREDIT.
MOTION BY MR. NEUBERGER, SECONDED BY MR. CAPP TO ACCEPT THE
CREDIT REPORT ON THE ADVISE OF ATTORNEY NASH AND MR. COOPER.
CARRIED.
MOTION BY MR. DERNBACH, SECONDED BY MR. CAPP TO ACCEPT MR.
HALL'S APPLICATION TO BE LICENSED IN THE CITY OF SEBASTIAN.
CARRIED.
ATTORNEY MATTERS:
DISCUSSION: PROPOSED ORDINANCE FOR UNLICENSED CONTRACTORS
EACH MEMBER WAS GIVEN A DRAFT OF THE ORDINANCE TO BE USED FOR
DISCUSSION PURPOSES ONLY.
ATTORNEY NASH RECOMMENDED THE BOARD NOT SPEND A LOT OF TIME
REVIEWING THE DRAFT AT THIS TIME SINCE IT NEEDED TO BE
REVIEWED BY THE STAFF AND BOARD.
IT WAS NOTED THAT THIS ORDINANCE WOULD ALLOW THE STATE
CERTIFIED CONTRACTOR TO BE DEALT WITH.
ATTORNEY NASH SAID HE WOULD HAVE A REVISED ORDINANCE TO GiVE
THE BOARD AT THEIR NOVEMBER MEETING.
THERE WAS A BRIEF DISCUSSION CONCERNING THE BOARD REQUIRING A
CREDIT REPORT FROM ALL APPLICANTS. MR. COOPER NOTED THAT BY
LAW, ONCE A CREDIT REPORT IS RECEIVED BY THE BOARD, IT THEN
BECOMES A MATTER OF PUBLIC RECORD.
MR. COOPER TOLD THE BOARD THAT MERCEDES HOMES DID COME IN TO
SEE HIM BUT THAT THEY WOULD NOT RELEASE ANY OF THEIR
DOCUMENTS BUT THEY DID LET HIM WRITE DOWN SOME INFORMATION.
THEY DID SHOW THAT GEORGE FLETCHER DID HAVE A WORKMANS COMP
POLICY, THAT HE DID HOLD HIMSELF OUT AS A CONTRACTOR. ALSO,
IN A PREVIOUS LETTER TO MERCEDES QUESTIONING THE USE OF THREE
SUB-CONTRACTORS, MERCEDES STATED THEY WERE EMPLOYEES WHEN IN
FACT'THEY WERE NOT.

MR. COOPER ADVISED THE BOARD THAT HE WOULD BE BRINGING STEVE
PHILIPSON BEFORE THE NOVEMBER MEETING CONCERNING WORK BEING
DONE AT THE LOCATION WHERE FOUR STAR PIZZA USE TO BE. THE
WORK IS BEING DONE WITHOUT A PERMIT AND THAT MR. PHILIPSON
WAS ACTING AS AN ELECTRICAL AND PLUMBING CONTRACTOR BY
TEARING WALLS OUT. ALSO THE USE OF TWO SUB-CONTRACTORS AS
"EMPLOYEES".
DENNIS LEHTO, LOCAL PAINTING SUB-CONTRACTOR, TOLD THE BOARD
THAT HE FELT THAT ALL CONTRACTORS/SUB-CONTRACTORS SHOULD BE
REQUIRED TO TAKE A TEST BEFORE A LICENSE IS ISSUED.
MR. COOPER POINTED OUT THAT THE BOARD HAS ALREADY MADE THE
RECOMMENDATION THAT ALL SUB-CONTRACTORS BE TESTED.
BILL KELLEY, DRYWALL SUB-CONTRACTOR SPOKE TO THE BOARD
CONCERNING SOME OF THE PROBLEMS .THAT EXIST AT THE PRESENT
TIME.
