MEETING WAS CALLED TO ORDER BY VICE CHAIRMAN NEUBERGER AT 7:30 P.M. ROLL CALL: PRESENT: MR. HERBIG MR. MILLER MR. T. SMITH MR. J. SMITH VICE CHAIRMAN NEUBERGER ABSENT: MR. TOZZOLO - EXCUSED MR. MOSBY - EXCUSED ALSO PRESENT: MR. COOPER, BUILDING OFFICIAL, MR. BONACCI, CHIEF BUILDING INSPECTOR, MRS. SMITH, CODE ENFORCEMENT OFFICER. APPROVAL OF MINUTES: REGULAR MEETING - 9/13/94 MOTION BY MR. $. SMITH, SECONDED BY MR. MILLER TO APPROVE THE MINUTES AS READ. MOTION CARRIED. ~ BUSI, NESS: VICE CHAIRMAN NEUBERGER NOTED THAT THERE WERE THREE APPLICATIONS BROUGHT BACK BEFORE THE BOARD FROM THE SEPTEMBER MEETING TO TAKE THE BLOCK EXAM. GRIFFITH', KIMBERLY/GENERAL CONTRACTOR MOTION BY MR. T. SMITH, SECONDED BY MR. MILLER FOR DISCUSSION THAT WE APPROVE THE APPLICATION FOR BLOCK EXAM FOR KIMBERLY GRIFFiTH FOR GENERAL CONTRACTOR. MR. MILLER STATED THAT TIME ON THEi$OB WAS QUESTIONED AT THE SEPTEMBER MEETING. HE SAID THAT HE DID NOT SEE ANYTHING THAT CHANGED THE TIME SHOWING. THE BOARD SECRETARY NOTED THAT ADDITIONAL PAPER WORK HAD BEEN SENT, RECESS WAS TAKEN AT 7:36 P.M. TO RESET THE RECORDER AFTER POWER WAS LOST DUE TO AN ELECTRICAL STORM. MEETING REOPENED AT 7:38 P.M. MILLER FELT THAT THE PROOF OF EXPERIENCE WAS JUST TOo VAGUE. ROLL CALL: AYE: MR. HERBIG MR. T. SMITH MR. J. SMITH VICE CHAIRMAN NEUBERGER NAY: MR. MILLER MOTION CARRIED. ALFONSO, REBECCA j./PAINTING MOTION BY MR. T. SMITH, SECONDED BY MR. MILLER FOR DISCUSSION THAT WE ACCEPT APPLICATION TO TAKE THE BLOCK EXAM FOR REBECCA ALFONSO. IT WAS NOTED THAT THIS WAS HELD OVER FROM THE SEPTEMBER MEETING DUE TO QUESTIONS ON THE CREDIT REPORT. REBECCA ALFONSO WAS CALLED MICROPHONE. MRS. ALFONSO TOLD THE BOARD THAT THE MAJORITY OF THE DEBTS WERE MEDICAL. THE OAS COMPANY DEBT SHOULD NOT BE ON THE REPORT. THEY BELONGED TO THE "HEAT PROGRAM". THAT WAS ONE MONTHS BILL. SMITH, SECONDED BY MR. MILLER FOR DISCUSSION THAT WE ACCEPT HORACE ALFONSO FOR THE BLOCK EXAM FOR PAINTING. ALFONSO CAME TO THE MICROPHONE. MR. MILLER ASKED IF THE $13,000.00 CHARGE WOULD AFFECT HIS BUSINESS. MR. ALFONSO SAID NO. THAT CHARGE GOES BACK MANY YEARS AND A JUDGEMENT HAS NEVER BEEN FILED AGAINST HIM. ROLL CALL: AYE: MR. HERBIG MR. MILLER MR. T. SMITH MR. J. SMITH VICE CHAIRMAN NEUBERGER NAY: NONE MOTION CARRIED. NEW BUSINESS: BLOCK EXAMS GOOD, MARK A./PAINTING FIBS, PAUL J./PAINTING CHAPMAN, ROBERT D./ALUMINUM MOTION BY MR. MILLER, SECONDED BY MR. J. SMITH THAT WE ACCEPT FOR THE BLOCK EXAM, MARK GOOD FOR PAINTING, PAUL FIBS FOR PAINTING AND ROBERT CHAPMAN FOR ALUMINUM. MOTION CARRIED. VIOLATION ~ ROBERT CHAPMAN/ROLLIX INTERNATIONAL 1102 CROQUET AVE. DAVID MOLL/ROLLIX INTERNATIONAL 1102 CROQUET AVE. MRS. COOPER ASKED WHAT THE STATUS OF THE JOB WAS WHEN THE STOP WORK ORDER WAS PLACED ON THE JOB. MRS. SMITH SAID THE JOB WAS ALMOST DONE. MR. COOPER ASKED IF AN ELECTRICAL PERMIT HAD BEEN PULLED. MRS. SMITH SAiD NO AND THAT SHE HAD ALSO ADVISED THEM THAT THERE SHOULD ALSO BE A NOTICE OF COMMENCEMENT SINCE THE JOB WAS OVER $2,500.00. MR. CHAPMAN WAS SWORN IN BY VICE CHAIRMAN NEUBERGER. HE TOLD THE BOARD THAT IT HAPPENED JUST AS MRS. SMITH SAID. ViCE CHAIRMAN NEUBERGER ASKED IF PERMITS HAD BEEN PULLED. MR. CHAPMAN SAID ONLY WHEN NECESSARY. THERE WAS SOME CONFUSION AS TO WHO THE ELECTRICAL CONTRACTOR WAS. MR. COOPER NOTED THAT MR. CHAPMAN WAS ALSO DOING THE ELECTRICAL WORK AS AN UNLICENSED ELECTRICIAN. VICE CHAIRMAN NEUBERGER ASKED IF DAVID MOLL WAS PRESENT. MR. CHAPMAN SAID NO AND THAT HE WAS NO LONGER EMPLOYED BY ROLLIX. AFTER A BRIEF DISCUSSION IN REGARDS TO MR. MOLL, IT WAS NOTED THAT HE WAS NOT EMPLOYED BY ROLLIX AND THAT HE WAS ACTING AS A SUB-CONTRACTOR. MR. MILLER ASKED HOW WE WERE GOING TO BE ABLE TO TRACK DOWN MR. MOLL. MR. COOPER SUGGESTED THAT WE ASK MR. CHAPMAN TO PROVIDE US WiTH INFORMATION FROM THE LEASING COMPANY MR. MOLL WAS WITH, SINCE MR. CHAPMAN IMPLICATED HIMSELF AS BEING AN UNLICENSED ELECTRICIAN AND HAS NOT BEEN CHARGED AT THIS POINT, MR. COOPER ASKED IF HE WANTED TO WAIVE HIS RIGHTS TO DUE PROCESS AND DEAL WITH IT TONIGHT OR COME BACK NEXT MONTH. COOPER TOLD THE BOARD THAT WE HAVE RECEIVED OUR 1994 EDITION OF THE STANDARD CODES AND WILL NOT BE ADOPTING THEM UNTIL SOMETIME NEXT YEAR TO GIVE SUFFICIENT TIME TO HEAR PROS AND CONS AND ANY CONCERNS OF THE NEW CODE. THE HOUSING CODE WILL ALSO BE LOOKED AT. APPOINTMENT OF ~ MEMBERS THE BOARD SECRETARY TOLD THE BOARD THAT THE POSITIONS OPEN WERE REGULAR MEMBER AND ALTERNATE~CONCERNED CITIZEN. APPLICANTS - MR. NICHOLAS MESSINA MR. THOMAS CECRLE BOTH APPLICANTS CAME TO THE MICROPHONE SO THAT THEY COULD TELL A LITTLE BIT ABOUT THEIR BACKGROUND AND WHY THEY WANTED TO SERVE ON THE BOARD. MOTION BY MR. T. SMITH, SECONDED'BY MR. J. SMITH TO RECOMMEND TO CiTY COUNCIL MR. THOMAS CECRLE AS THE REGULAR MEMBER AND MR. NICHOLAS MESSINA AS THE ALTERNATE CONCERNED CITIZEN. MOTION CARRIED.
