HALLGREN MR. WALSH CHAIRMAN. BALLOUGH ABSENT: MR. RIZIO, UNEXCUSED MR. DOMINIX, UNEXCUSED MR. LAMAN, UNEXCUSED NEW BUSINESS APPLICATION TO BE LICENSED - CITY OF SEBASTIAN KNIGHT, DALE/PAINTING GALBRAITHt LEONARD E./FLOOR COVERING FEY, RICHARD R./LAWNSPRINKLERS FEY, RICHARD R./LANDSCAPING RICE, CRAIG D./ALUMINUM, NON-STRUCTURAL MONAHAN, WAYNE T./MASONRY MOTION BY MR. HALLGREN, SECONDED BY MR. APPLICATIONS. WALSH TO APPROVE CARRIED. STATUS CHANGE TO CORPORATION GREEN II, LEWIS/STUCCO/PLASTERiNG MOTION BY MR. HOFFMAN, SECONDED BY VICE CHAIRMAN CAREY TO 'APPROVE APPLICATION. CARRIED. LETTER OF RECIPROCITY THORNETT, JOHN W./COMMERCIAL SWIMMING POOL WELLS, JAMES M./ROOFING MOTION BY VICE CHAIRMAN CAREYt APPROVE APPLICATIONS. SECONDED BY MR. HOFFMAN TO CARRIED. NOTE: ON THE AGENDA, ROBERT L. RICE, JR., LIMITED WAS PUT IN THE WRONG CATEGORY - HIS APPLICATION WAS FOR THE BLOCK EXAM IN GAINESVILLE. BLOCK EXAM - GAINESVILLE JUSTICE, DALE L./FENCING MYERS, DENNIS/PAVING, COMMERCIAL, UNLIMITED- RETAKE RICE JR., ROBERT L./LIMITED ROOFING MOTION BY MR. HALLGREN, SECONDED BY VICE CHAIRMAN CAREY TO 'APPROVE APPLICATIONS. CARRIED. SEBASTIAN CONSTRUCTION BOARD- OCTOBER 14, 1986 BLOCK EXAM - JANUARY - SEBASTIAN KALDON, ROBERT E./PAViNG, COMMERCIAL, UNLIMITED CHAIRMAN BALLOUGH NOTED THAT ON THE APPLICATION IT WAS SHOWN THAT BANKRUPTCY HAD BEEN FILED AND THAT BECAUSE OF IT A CONTRACT WAS NOT COMPLETED. MR. KALDRON EXPLAINED HE HAD 'A SMALL BUSINESS FOR 8 YEARS AND IT GOT TOO BIG AND NOT EVERYTHING COULD BE HANDLED. HE HAD NO CHOICE BUT TO FILE BANKRUPTCY. THIS HAPPENED ABOUT A YEAR AND A HALF AGO AND NOW HE WANTED TO START OVER. ~ICE CHAIRMAN CAREY ASKED MR. KALDRON HOW HIS FINANCES WERE AT THE PRESENT TIME. THE REPLY WAS VERY LIMITED AND THAT HE WOULD HAVE TO BORROW MONEY TO GET STARTED. IT WAS ALSO STATED THAT THERE WAS NO EQUIPMENT AT THE PRESENT TIME. MR. KA~RON NOTED THAT HE PLANNED TO START BY DOING JUST SEALING AND PATCHING. MOTION BY MR. WALSH TO APPROVE APPLICATION. MOTION DIED FROM LACK OF A SECOND. CHAIRMAN BALLOUGH POINTED OUT THAT THERE IS NOLAW AGAINST FILING BANKRUPTCY AND THAT IT WAS D~SIGNED TO WORK IN CASES SUCH AS MR. KALDRON. SEALING AND PATCHING COULD BE DONE ALONE WITH APPROXIMATELY $50.00 WORTH"OF-~EQUIPMENT. OLD MOTION BY MR. WALSH, APPLICATION. BUSINESS SECONDED BY VICE CHAIRMAN CAREY TO APPROVE CARRIED. AT THE LAST MEETING, IT WAS DISCUSSED HAVING THE BOARD SECRETARY APPROVE THE APPLICATIONS FOR SPECIALTY CONTRACTORS, LETTER OF RECIPROCITY AND RETAKING OF TESTS. CHAIRMAN BALLOUGH CHECKED WITH ATTORNEY PALMER ABOUT THIS IN CONNECTION WITH THE CITY CODE. ATTORNEY PALMER SAID IT COULD BE DONE BUT SUGGESTED A BOARD MEMBER ALSO REVIEW TO PREVENTTHE RESPONSIBILITY FALLING ON ONE PERSON. CHAIRMAN BALLOUGH POINTED OUT THAT THiS WOULD GIVE THE BOARD MORE TIME TO TAKE CARE OF OTHER MATTERS AND PROBLEMS. MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. HALLGREN TO APPROVE THE BOARD SECREATRY ISSUING A REGISTRATION FOR A SPECIALTY CONTRACTOR, CHANGE OF STATUS, RETAKING OF TEST WITHOUT TAKING IT BEFORE THE BOARD AND THAT AT LEAST ONE MEMBER OF THE BOARD REVIEW THESE APPLICATIONS BEFORE THE REGISTRATION IS ISSUED. THIS WILL BE DONE UNTIL SUCH TIME THE BOARD DEEMS OTHERWISE. CARRIED. SEBASTIAN CONSTRUCTION BOARD - OCTOBER 14, 1986 THERE WAS A SHORT DISCUSSION ABOUT ALUMINUM SPECIALTY CONTRACTORS AS TO WHAT THEY ARE ALLOWED TO DO. THIS WILL BE AN AGENDA ITEM FOR THE NOVEMBER MEETING. CHAIRMAN BALLOUGH BROUGHT UP THE SUBJECT OF LIMITED ROOFING - SHINGLES. AT THE LAST MEETING A MOTION WAS MADE AND PASSED TO ASK THE BUILDING OFFICIAL TO LEAVE THIS CATEGORY STATUS QUO UNTIL THE OCTOBER MEETING. HE ASKED THAT THIS BE EXTENDED UNTIL THE BOARD COULD BETTER DEFINE LIMITED ROOFING - SHINGLES. MOTION BY MR. HALLGREN, SECONDED BY VICE CHAIRMAN CAREY TO LEAVE LIMITED ROOFING ASIS UNTIL THE BOARD CAN BETTER DEFINE IT AND THAT IT NEED NOT BE REGISTERED WITH THE STATE. CARRIED. AFTER A SHORT DISCUSSION CONCERNING THE ELECTRICAL CODE THE BOARD HAD REVISED, VICE CHAIRMAN CAREYSAID HE WOULD TALK TO THE BUILDING OFFICIAL AND REPORT BACK TO THE BOARD. THE BOARD SECRETARY BROUGHT UP THE SUBJECT OF MOBILE HOME SETUPS AND HOW THIS CATEGORY WOULD BE HANDLED. MR. HOFFMAN SAID HE WOULD GET SOME INFORMATION ON IT AND REPORT BACK TO THE BOARD. APPROVAL OF MINUTES MOTION BY MR. HALLGREN, SECONDED VICE CHAIRMAN CAREY TO APPROVE MINUTES OF MEETING HELD 9/4/86 AS WRITTEN. CARRIED. MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. HALLGREN TO APPROVE MINUTES OF. MEETING HELD 9/9/86 AS WRITTEN. CARRIED. CHAIRMAN BALLOUGH STATED THAT AT THE NEXT MEETING, THE FOLLOWING ITEMS WOULD BE ON THE AGENDA: ROOFING CONTRACTORS ALUMINUM SPECIALTY CONTRACTORS REVISED ELECTRICAL CODE MOBILE HOMES BLOCK EXAM SCORES WERE REGISTERED IN THE SCORE BOOK BY MR. HALLGREN AND MR. WALSH. THERE BEING NO FURTHER DISCUSSIONS, THE MEETING ADJOURNED AT 9:15 P.M. DUE TO THE REGULAR MEETING IN NOVEMBER FALLING ON A HOLIDAY, THE MEETING WILL BE HELD THE FIRST TUESDAY OF THEMONTH (4TH) AND DEADLINETO ACCEPT APPLICATIONS WILL BE OCTOBER 29, 1986.
