MOTION BY ED PALUCH, SECONDED BY JOHN CALMES, TO APPOINT LUCIEN RIZZIO AND REAPPOINT
DON LANGLOIS AND GREG PALMER TO THE SEBASTIAN CONSTRUCTION BOARD.

MR. JOHN CALMES SUBMITTED HIS RESIGNATION, AS CO-CHAIRMAN OF THE CONSTRUCTION BOARD,
SINCE HE LIVES IN VERO BEACH AND FEELS HE WOULD NOT HAVE DIRECT ACCESS TO THE SEBASTIAN
GENERAL PUBLIC.

A BRIEF DISCUSSION FOLLOWED REGARDING, THE APPLICATION OF MR. SIMMONS, MARBLE STONE,
MASONRY SUB CONTRACTOR. JIM HARRIS INDICATED THAT ALICENSE CAN BE ISSUED TO MR.
SIMMONS IN HIS NAME,ONLY UNTIL HIS/FICTITIOUS NAMEIS APPLIEDi FOR AND A COPY OF
HIS CORPORATE PAPERS ARE RECEIVED.
MOTION BY ED PALCH, SECONDED BY DON LANGLOIS, TO APPROVE MR. SIMMON'S APPLICATION
AND ISSUE A LICENSE AS A SOLE PROPRIETORSHIP AS DISCUSSED.
MOTION CARRIED.
DEBORAH KRAGES, BOARD SECRETARY, READ A LETTER FROM MRS. AGNES TALBOT, ADDRESSED TO
THE SEBASTIAN CONSTRUCTION BOARD, INDICATING THAT SHE HAD ENCOUNTERED A ROOFING
PROBLEM ABOUT 4% YEARS AGO SHORTLY AFTER MOVING INTO HER NEW HOME AND THAT AFTER
SEVERAL ATTEMPTS OF CONTACTING THE BUILDER, ROOFING~CONTRACTOR AND BUILDING OFFICIAL
SHE HAS RECEIVED NO SOLUTION. SO SHE IS WRITING TO THE CONSTRUCTION BOARD IN HOPES
THAT THEY MAY RECOMMEND A SOLUTION.

AFTER A DETAILED DISCUSSION OF EXACTLY WHATTHE ROOFING CONDITION WAS IN AND THE TiME
ELEMENT INVOLVED, IT WAS THE BOARDS OPINION THAT SINCE THE ROOF WAS PHYSICALLY INSPECTED
AND NO.SiGNSiDF. STRUCTURALORiCODE..VIOLATION..WAS~,APPARENT THAT THIS WOULDBE A CIVIL
MATTER AS OPPOSED TO A CODE OR CONSTRUCTION PROBLEM.
MOTION BY HO'USTON TRIPP, SECONDED BY GREG PALMER, THAT MRS. TALBOT BE SENT A LETTER
INFORMING HER THAT THIS WOULD BE A CIVIL MATTER.
MOTION CARRIED.
AFTER A BRIEF DISCUSSION REGARDING WHOSE NAME SHOULD APPEAR ON THE RENEWAL LICENSE
FOR EAST COAST TRENCHING, THE BOARD RECOMMENDED THAT SINCE THE ORIGINAL APPLICATION
IS A GRANDFATHER APPLICATION, APPLIED FOR AND ACCEPTED FOR MRS. EVELYN VOTROBECK,
THAT IT REMAIN THE SAME SINCE SHE IS THE QUALIFYING AUTHORIZED AGENT DEEMED THE
GRANDFATHER PRIVILEGES.
JIM HARRIS REMARKED THAT IF EAET'iTRENCHING.i'iCAN PROVIDE A CORPORATE RESOLUTION, STATING
WHO ARE PART OF THE CORPOATION, THAT THIS WOULD BE .ACCEPTABLE FOR THE PERMITTING ONLY.
MOTION BY ED PALUCH, SECONDED BY HOUSTON TRIPP, "TO LET THE LICENSE OF EVELYN VOTROBECK
EAST COA.TTfTRENCHING STAND AS IS.
MOTION CARRIED.
JIM HARRIS STATED THAT A LETTER OF NOTIFICATION BE SENT TO THE VOTROBECK'S, STATING
THAT THERE LICENSE STAND AS IS, BUT THAT IF EITHER MEMBER OF THE CORPORATION HAS
AT LEAST TWO YEAR EXPERIENCE THATiEACH OF THEM PAY A.$50.00 APPLICATION FEE AND
FILL OUT THE NECESSARY APPLICATION.
MOTION BY ED PALUCH, SECONDED BY HOUSTON TRIPP, THAT THIS BOARD REQUIRE BLOCK AND
ASSOCIATES ADMINISTRATIVE EXAM WHERE IT IS NOT INCLUDED IN THE PACKAGE TEST IN ALL
PERMITTED CA~AGORIES.
MOTION CARRIED.
A DISCUSSION FOLLOWED REGARDING ROOFING INSPECTIONS AND EXACTLY WHAT THE BUILDING
OFFICIAL INSPECTS. IT .WAS INDICATED THAT IF A ROOF INSPECTION IS ADOPTED, THAT
THE SOUTHERN STANDARD BUILDING CODE FOLLOWi'.
MOTION BY DON LANGLOIS, SECONDED BY HOUSTON TRIPP, TO TABLE TH~S~MATTER UNTIL THE
NEXT WORKSHOP MEETING, SO IT CAN BE DISCUSSED IN DEPTH.
MOTION CARRIED, .
MOTION BY ED PALUCH, SECONDED BY GREG PALMER, THAT WE INCLUDE IN OUR ORDINANCE AMEN-
DMENTS, THE DELETION OF PARAGRAPH 5-99 (c); READING AS FOLLOWS: IT IS UNLAWFUL FOR
A CONTRACTOR TO FAIL TO INCLUDE HIS CERTIFICATE OF COMPETENCY NUMBER ON ANY ADVER-
TISING TO THE PUBLIC, IN THE NEWSPAPER OR TELEPHONE DIRECTORY.
JIM HARRIS EXPLAINED THAT IF THIS MOTION IS PASSED, IT WILL NOT BE AUTOMATIC, THAT
IT WILL BE PART OF THIS ORDINANCE AND THIS MOTION IS ONLY SUGGESTING TO THE ATTORNEY
THAT IT BE BROUGHT UP FOR HIS REVIEW AND AMENDMENT.
