ROLL CALL: PRESENT: MR. HOFFMAN MR. DOMINIX VICE CHAIRMAN CAREY MR. HALLGREN MR. WALSH CHAIRMANBALLOUGH ABSENT: MR. RIZIO - UNEXCUSED MR. LAMAN - UNEXCUSED ALSO PRESENT - ROGER CLOUTIER, BUILDING OFFICIAL APPLICATIONS: KLEIN JR., FREDERICK R./JOURNEYMAN ELECTRICIAN/BLOCK EXAM-GAINESVILLE MOTION BY MR. HALLGREN, SECONDED BY MR. DOMINIX TO ACCEPT APPLICATION. CARRIED. 2~ PLANE, CHARLES G./JOURNEYMAN ELECTRICIAN/BLOCK EXAM-JANUARY-SEBASTIAN MOTION BY MR. HALLGREN, SECONDED BY MR. DOMINIX TO ACCEPT'APPLICATION. CARRIED. MR. CLOUTI~R PRESENTED A FILM ISSUED BY THE DPR ON THE USE OF UNLICENSED CONTRACTORS. APPROVAL OF MINUTES OF MEETING HELD 10/14/86 MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. HOFFMAN TO APPROVE MINUTES. CARRIED. CHAIRMAN BALLOUGH PASSED OUT A DRAFT ON "SPECIALTY CONTRACTORS DEFINED" THE BOARD. ALUMINUM SPECIALTIES: FOLLOWING A LENGTHY DISCUSSION, THE FOLLOWING MOTIONS WERE MADE: 1) MOTION BY MR. DOMINIX, SECONDED BY MR. HALLGREN TO ACCEPT THE DEFINITION OF ALUMINUM SPECIALTY LIMITED TO INCLUDE SCREEN PANELS, VINYL AND ALUMINUM SIDING TO THE EXTENT THE APPLICATION IS CONSIDERED NO N-STRUCTURAL. CARRIED. 2) MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. HALLGREN TO ACCEPT THE TITLE ALUMINUM SPECIALTY CONTRACTOR fNCLUDING CONCRETE. CARRIED. 3) MOTION BY VICE CHAIRMAN CAREY, SECONDED BY MR. DOM~NfX TO CREATE A DEFINITION FOR AN ALUMINUM SPECIALTY CONTRACTOR. CARRIED. SEBASTIAN CONSTRUCTION BOARD - NOVEMBER 4, 1986 CHAIRMAN BALLOUGH STATED THAT ALUMINUM SPECIALTY LIMITED WOULD BE A NON TESTED TRADE AND ALUMINUM SPECIAL~Y CONTRACTOR INCLUDING CONCRETE AND ALUMINUM SPECIALTY CONTRACTOR WOULD BE TESTED TRADES. CHAIRMAN BALLOUGH TOLD THE BOARD HE WOULD WRITE UP DFINiTIONS FOR EACH USING THE GUIDELINES THAT BLOCK AND ASSOCIATES HAS. ROOFING CONTRACTORS: ON THE DRAFT THAT CHAIRMAN BALLOUGH PRESENTED TO THE BOARD THERE WAS A LIMITED ROOFING SPECIALTY CATEGORY, BASICALLY LIMITED TO SHINGLES ONLY. MOTION BY MR. HALLGREN, SECONDED BY MR, WALSH TO ACCEPT THEDEFINITION OF A LIMITED ROOFING CLASSIFICATION. CARRIED. CHAIRMAN BALLOUGH STATED THAT ANY OTHER' ROOFER WILL FALL UNDER THE CLASSIFICATION OF ROOFING CONTRACTOR WHO MUST REGISTER WITH THE STATE. PAVING CONTRACTORS: MOTION BY MR. DOMINIX, SECONDED BY MR. HALLGREN TO ADD BOTH PAVING CONTRACTORS AS DESCRIBED BY BLOCK AND ASSOCIATES UNDER TESTED SPECIALTIES. CARRIED. STATUS OF THE REVISED ELECTRICAL CODE: BOTH VICE CHAIRMAN CAREY AND MR. DOMINIX TALKED TO MR. CLOUTIER WHO STARTED HE COULD NOT APPROVE THE REVISED ELECTRICAL CODE. CHAIRMAN BALLOUGH TOLD THE BOARD HE WAS GOING TO APPROACH THE CITY ATTORNEY AND ASK HIM TO FORWARD IT TO THE CITY COUNCIL AS PER THE SEBASTIAN CODE. MOBILE HOMES: MR. HOFFMAN CHECKED WITH THREE DEALERS. THEY ALL STRESSED THAT DEALERS. MUST BE LICENSED THROUGH THE DEPARTMENT OF HIGHWAY SAFETY AND MOTOR VEHICLES AND THEY MUST POST A $25,000 BOND TO OBTAIN THE LICENSE. PERMITS CAN BE PULLED WITH THIS LICENSE. GENERAL, BUILDING AND RESIDENTIAL CONTRACTORS CAN ALSO PULL PERMITS TO SET UP MOBILE HOMES. SCORES WERE REGISTERED IN THE SCORE BOOK BY VICE CHAIRMAN CAREY AND MR. DOMINIX. ON THE~!DECEMBER AGENDA, THE BOARD WILL REFINE WHAT THE BOARD DID IN REGARDS TO SPECIALTY CONTRACTORS WHICH WERE DISCUSSED AT THIS MEETING. THE BOARD SECRETARY WAS REQUESTED TO CONTACT THE BOARD MEMBERS WHEN THE REVISED ELECTRICAL CODE GOES TO CITY COUNCIL. THERE BEING NO FURTHER DISCUSSION, MEETING ADJOURNED AT 10:30 P.M.
