Dear Jim~
On 8-4-83, Richard Mick pulled a permit for a pre-fab home to be constructed
on ~ot 3, Block 41, Unit %1, Sebastian Highlands, 465 Columbus Street. He
paid a double fee because work had c~amenced before the permit was pulled.
The check written for the permit was returned for insufficient fun4e. Mr.
Mick came in and payed cash plus penalty for the check. The house had many
problems from the first. The rough plumbing was turned down, there was no
sleeve on t_he trunk line. The workmanship overall was deplorable~ The job
was finally abandoned by R.M. Construction.
It is my recommendation that Mr. Mick not be allowed to obtain any further
permits in the City of Sebastian.

For the record this has been our experience
in ~ealtng with Richard Nick of the R, N. Oo~struction
Service,
We contracted with him to build a house on
Lot 8, Block 41, Unit 1, Seb. Highlands.
He started construction without pulling a build-
ing ~ermit. When the plumber started his work and went to call
for an Inspection he found no building ~ermit had been ~ulled.
This resulted in a charge for double ~ermits.
He was ~aid $9,600 but ~rovided no ~artial re-
leases from liens and no progress re~orts. The ~lans called
for King trusses. He ordered the trusses a~d set them on a
non bearing wall. This caused considerable expense to correct
for we h~ to dig footers~ put steel in and put back with co~-
crete to support loa~ bearing walls. He was in the pro~ess of
putting stucco on wire mesh not suitable for stuccotng~ and the
job had to be stop~ed. He would not clean up the place. He
abandoned the job with trucks and trailers left at the jobsite.

Dear Jim~
On 12-30-83, Mr. Fisher obtained an owner-builder permit for £inishing an
A-1 Builders* home located at Lot 5~ Block 250, Unit 10, Sebastian High-
lands, 757 Periwinkle Drive. At that _same time he tried to obtain an
owner-builder pera~Lt to complete another A-1 Builders* home located at
Lot 13, Block 131, Unit 4, Sebastian Highlands, 825 Vocelle Avenue and
was told he could not do two owner-builder homes at ~he same time. He
would have to live in the one for a year, and then start on the second
one. On 1-18-83, Boyview Builders' Joh~ (Pat) Finnegan cazae in and obtained
the permit for the Vocelle job.
This last month, the vocelle home was sold, and there were complaints
about the electric, and the septic system. Upon closer study, it was found
the electric was done by an unlicenced electrician. Checking closer, we
found that all the checks for the home and apparently the overseeing of
the cculstruction of the home was done by Mr. Fisher and his son, Chuck
Fisher. We do not know who is liable on this home, the owner-builder Who
was not supposed to be building two homes, or the General Contractor who
signed his name, was paid $500.00 to *'oversee", and did not take responsi-
bility for the financial end of the transactions.
Your input is needed to clear up this matter.

This is to advise that my name appears on the permit application and card
for the above referenced job, which I have .tnadvertenetly signed the job
off.
Approximately three (3) months ago I receiveda call and submitteU a proposal
on this job but I was not awarded the contract. 1 have now begu~ to receive
complaints abo~t the electrical work and I am hereby advising you I did not
wire this single family residence.
I would ~p~reciate the City of Sebastian taking the necessary acti.on.to find
who did this' electrical work,
