SEBASTIAN CONSTRUCTION BOARD MEETING CALLED TO ORDER By JIM HARRIS,

PRESENT: DON LANGLOIS, HOUSTON TRIPP, ED PALUCH, JOHN CALMES,

ABSENT:
LUCIEN RIZZIO (DEATH IN FAMILY)

SINCE THERE HAS NOT BEEN A RESPONSE FROM OTHER LOCAL BUILDING DEPARTMENTS
REGARDING ROOFING INSPECTION PROCEDURES, CHAIRMAN HARRIS REQUESTED THAT A
FOLLOW UP BE MADE AND THAT IT BE DISCUSSED FURTHER AT THE NEXT WORKSHOP
MEETING.
A DISCUSSION FOLLOWED REGARDING THE UP COMMING BLOCK EXAM AND THERE ONLY
BEING ONE APPLICANT QUALIFIED TO BE TESTED. SINCE IT WILL BE VERY COSTLY
TO ADMINISTER ONE PROCTORED TEST, CHAIRMAN HARRIS RECOMMENDED THAT BLOCK
AND ASSOCIATES BE CONTACTED AS TO THE PROPER PROCEDURE IN MAKING ARRANGEMENTS
WITH OTHER TESTING AGENTS WITHIN THE AREA SO OUR SPONSORED APPLICANT CAN BE
TESTED. HE ALSO SUGGESTED THAT THE BREVARD COUNTY AND ST. LUCIE COUNTY BUILDING
DEPARTMENT BE CONTACTED AS TO THE POSSIBILITY OF AN APPLICANT SITTING IN ON
THEIR TESTING.
MOTION BY DON LANGLOIS, SECONDED BY ED PALUCH, TO AUTHORIZE JIM HARRIS,
CHAIRMAN, TO SEND APPLICANTS TO OTHER DESIGNATED AREAS FOR THE PROPER TESTING.
MOTION CARRIED.
MOTION BY ED PALUCH, SECONDED BY HOUSTON TRIPP, THAT THE BOARD ADOPT~ A RULE
STATING THAT WE DO NOT LOOSE MONEY IN .T~E PROCESS OF ADMINISTERING THE
BLOCK EXAMINATIONS . BUT _IF._ THE~.APPLICANT DESIRES TO PICK UP THE DIFFERENCE
THEN THE EXAM BE GIVEN OR HE WILL HAVE TO WAIT UNTIL SUCH TIME ARRANGEMENTS
CAN BE MADE.

ARTHUR MAYER, BUILDING OFFICIAL, RECOMMENDED THAT THE BLOCK AND ASSOCIATES TESTING
DATE BE ADVERTISED IN THE LOCAL NEWSPAPER A FEW WEEKS PRIOR TO THE TESTING
DATE.
THE APPLICATION OF JOHN LUKE, PLUMBING CONTRACTOR, WAS REVIEWED AND REJECTED
SINCE HIS APPLICATION WAS INCOMPLETE.
MR. MAZZIO, CONTRACTOR, EXPLAINED THAT HE HAS BEEN TESTED IN VERO BEACH AND
WORKING IN VERO FOR A LONG TIME AND THAT HE IS REQUESTING THAT HE BELLICENSED
IN SEBASTIAN THROUGH THE RECIPROCAL AGREEMENT.
JIM HARRIS EXPLAINED THAT MR. MAZZIO'S REQUEST COULD NOT BE GRANTED, SINCE
THE RECIPROCAL AGREEMENT HE IS REQUESTING IS NOT IN ACCORDANCE WITH OUR
ORDINANCE. HE STATED THAT MR. MAZZIO CAN BE RETESTED BY BLOCK AND ASSOCIATES
IN SEBASTIAN OR HE CAN APPEAL THIS~4ATTER.TO THE SEBASTIAN CITY COUNCIL.

WITH REGARD TO THE CONSTRUCTION BOARD REQUEST, ARTHUR MAYER, BUILDING
OFFICIAL REPORTED THAT HE WOULD PREPARE A SPECIAL REPORT FOR THE BOARD
BREAKING DOWN THE NUMBER OF PERMITSPULLED FOR CONTRACTOR~BUILDERS AND
OWNER BUILDERS FOR THE PREVIOUS MONTH.
A DISCUSSION FOLLOWED REGARDING THE PROPER LICENSING OF NEW WOR~.D BUILDERS/
DRYWALL DIVISION AND THEIR CORPORATE OFFICERS, SINCE MR. STEVE NAGLE,I~S2~ACTING
AS AN AGENT FOR NEW WORLD.
JIM HARRIS RECOMMENDED THAT THIS MATTER BE INVESTIGATED FURTHER AND IF
THE ORDINANCE IS NOT COMPLIED WITH THAT THE BUILDING DEPARTMENT BE
NOTIFIED BY A LETTER AND A STOP BE PUT ON HIS CURRENT JOB UNTIL THE OR-
DINANCE IS COMPLIED WITH.
AFTER SOME RESEARCH, HOUSTON TRIPP, REPORTED THAT THE GRANDFATHER CLAUSE
HAD ALREADY BEEN CLOSED WHEN MR. COOPER'S APPLICATION WAS FILLED OUT.
JIM HARRIS, CHAIRMAN INDICATED THAT MR. COOPER/JOHNNY'S POOL SERVICE
CANNOT BE GRANFATHERED SINCE HIS APPLICATION HAS NOT FALLEN WITHIN THE
PROPER TIME FRAME AND THAT HE WOULD BE REQUIRED TO TAKE A BLOCK EXAMINATION
OR HE CAN APPEAL THIS DECISION TO THE SEBASTIAN CITY COUNCIL.
THE BOARD DECIDED TO SUSPEND THE WORKSHOP MEETING SCHEDULED FOR DECEMBER
1982, AND THAT THE NEXT REGULAR MEETING WOULD BE HELD JANUARY 4, 1983.
THERE BEING NO FURTHER BUSINESS, MEETING ADJOURNED.
