DOMINIX TO ACCEPT APPLICATION. CARRIED. JULIN, PAUL/RESIDENTIAL CONTRACTOR MR. JULIN AND HIS ATTORNEY, MR. CARTER W~RE PRESENT AT THE MEETING. MR. JULIN STATED THAT HE HAD BEEN~SP~NSDRED?~BY SEBASTIAN,.~Qi~KEATHE EXAM_IN GAINESVILLE,~iZN..19Bi BUT.,'HAD NEVER HAD A LICENSE HERE. HE GOT A LICENSE FROM VERO BEACH WHICH HAS BEEN ACTIVE SINCE 1981. CHAIRMAN BALLOUGH ASKED MR. JULIN TO SHOW THE BOARD THE LICENSES HE HAS HELD O~ER THE PAST THREE YEARS. MQ ION SECONDED BY MR. OMINIX TO POST ONS ~,~- APPLICATION UNTIL ADDITIONAL INFORMATION IS SHOWN TO THE BOARD. CARRIED. MOTION BY.MR. DOMINIX, SECONDED BY VICE CHAIRMAN CAREY TO SET A MEETING FOR DECEMBER 16, 1985 at 7:00 P..M. CARRIED. CHAIRMAN BALLOUGH CALLED~FOR A 5 MINUTE RECESS. RECESSED 8:55 P.M. REOPENED 9:02 MR. CLOUTIER, BUILDING OFFICIAL, WENT OVER INFORMATION CONCERNING ACTION THAT IS BEING TAKEN AGAINST MR. GUMMEREROUS, MR. JULIN AND JULIN CONSTRUCTION COMPANY. CHAIRMAN BALLOUGH ASKED MR. GUMMEROUS WHAT HIS RELATIONSHIP WAS TO MR. JULIN. MR. GUMMEROUS STATED THEY WERE FRIENDS AND THAT MR. JULIN KNEW CONTRACTORS IN THE AREA. VICE CHAIRMAN CAREY ASKED WHERE THE FINANCING WAS BEING DONE. MR. GUMMEROUS SAID BARNETT BANK. MR. JULIN STATED THAT HE AT FIRST WAS GOING TO CONTRACT THE HOUSE, BUT THEN IT WAS DECIDED THAT IT WOULD BE DONE BY MR. GUMMEROUS AS OWNER-BUILDER. HE SAID THAT BARNETT..,BANK APPARENTLY DID NOT CHANGE THE NOTICE OF COMMENCEMENT WHEN IT WAS FILED AND THAT WAS WHY IT WAS IN THE COMPANY NAME. MR. JULIN ALSO STATED THAT HE WROTE OUT A CHECK FOR THE APBLICATION FEE SINCE HE ARRIVED AT THE BUILDING DEPARTMENT AFTER MR. GUMMEROUS HAD LEFT AND IT WAS THE ONLY THING LACKING. EARLIER HE STATED HE WAS ACTING AS. A FRIEND, NOT AS A CONTRACTOR. SEBASTIAN CONSTRUCTION~BOARD - REGULAR MEETING - DECEMBER kO, 1985 MR. DOMINIX, IN HIS OPINION WAS ACTINGAS A CONTRACTOR. MR. LAMAN ALSO SAID THAT THE COURSE THAT MR. JULIN TAKING WAS THE ONE HE WOULD TAKE IF HE WERE ACTING AS A CONTRACTOR. CHAIRMAN BALLOUGH FELT THAT IF IT WAS THE OPINION OF THE BOARD, PERHAPS THEY SHOULD ASK ATTORNEY PALMER TO JOIN US AND ASK MR. JULIN TO COME BACK AT A DATE AND TIME WHICH WILL BE SET LATER. THE BOARD WAS IN FULL AGREEMENT. AN APPLICATION FOR JAMES BECKER, CARPENTRY SUB-CONTRACTOR WAS BROUGHT BEFORE THE BOARD TOBE ADDED TO THE AGENDA. MOTION BY MR. DOMINIX, SECONDED BY MR. HALLGREN TO ADD MR. BECKER'S APPLICATION TO THE AGENDA. CARRIED. MOTION BY MR. DOMINIX, SECONDED BY MR. HOFFMAN TO ACCEPT THE MINUTES OF 11/12/85 AS READ. CARRIED. MOTION BY MR. LAMAN, SECONDED BY VICE CHAIRMAN CAREY TO ACCEPT THE MINUTES OF 11/25/85 AS READ. CARRIED. CHAIRMAN BALLOUGH READ AN INVITATION TO THE BOARD FOR AN OPEN HOUSE TO BE HELD AT CITY HALL ON 12/23/85. MR. HOFFMAN VOLUNTEERED TO BE AT THE COMMUNITY CENTER ON J~JVUARY il, 1985 TO REGISTERED APPLICANTS FOR THE BLOCK EXAM. CHAIRMAN BALLOUGH WILL ALSO BE THERE.
