~11 members present.
The minutes of November 14, 1978 were read. Huston Tripp made themOtion,
Chris Kirrie seconded it, to accept them. All infavor, none opposed.
This meeting was scheduled in order to hear from Mt. Wakefield, in regards
to the complaint that was referred to us bythe State Licensing B~ard. Mr.
Vocelle was present at this meeting and he informed the .Board that he had
not received the return receipt from the certified letter that was Sent to
Mr. Wakefield. Mr.'Terry Verner, also present at thismeeting, was asked
to hand-deliver this letter to Mr, Wakefield (letter written bythe
attorney) and the hearing has been rescheduled for January 9, 1979 at
10 a.m.
Applications were reviewed by the Board for certification. Those approved
at this meeting were:
Lawrence Ramsey, Ms Ana's Plumbing, Vero Beach- grandfathered
Robert DeSilva, AAA insulation of Palm Beach County, Inc., West Palm Beach,
certificate issued thrqUgh ~eciproc~ty. Mr. DeSiiva has.
taken the Block, proctored~exam.
Mr. John S. Pollak, Suncoast Heating & Cooling Inc had submitted his
application, for the second time. He was turned d~wn for.a grandfather
certificate, as he did not qualify under this law'. We wrote him a letter
stating that, if he did not qualify as' a grandfather, he'Would have to
take a Block, proctored exam. He did, indeed, takea Block, proctored
exam. Grace has. written to Brevard County asking forthegrade he obtained
on this test. His application will be held until a reply to the letter we
sent is received w~th his.grade report. He w~ll be written a letter telling
him this and, also, that his application was. incompletei', and whatthe missing
items' were.
An 'application was submitted by Billy Ja~es McCullers, Jr. for well drilling
certificate, Mr. Terry Verner, from the State Licensing Boar~ will check
out, for us, if the State issues well drilling certificates by being tested
or not. Grace will write to the Dept. of Environmental RegulatiOn and ask
them if this license was issued to Billy J. McCullers, Jr. or Sr. This
application will be tabled until such time as we receive a letter from
the State, with our request.
Two letters, from former Board members, were read at thiS.meeting, They
were letters of resignation and they were from James c. Hale, who'wss, the
Plumber Contractor on the Board and Merle Hasson, who'representedaConcerned
Citizen. Both persons will be sent a letterthanking them'for their time
that they put in to this Board.
Ed Paluch brought up the insurance requirements, we,d:require of all persons, who
are licensed bythis Board. Our requirements far exceed the'State's require-
ments, we will have an amendment to our present LicenSing Ordinance concerning
the subject of insurance, for sub-contractors only. The.general, building and
residential contractors will be required to carry a higher amount than the
sub-contractors but, they will not have to carry more than what the State
requires, A motion by Ed Paluch, seconded by Jim Harris, that an amendment to
our Ordinance 9-78-4 be ~ade requireing sub-cOntractors to carry $100,000
Liability~'~~i0,000 Property Damage coverage. All in favor, none
opposed.
ApplicatiOns submitted for the Block exam were reviewed. Of the eight appli-
cations submitted, two were found to contain all the necessary, required
information asked of all applicants. At this point, a motion was made by
'Ed Paluch, seconded by Huston Tripp, that all applications being received
by the Building Dept be reviewed, by Grace or Art, strictly on the eight
items, on page 1 of the application form. Ail in favor, none opposed.
Thlswill save much time when reviewing applications in the future.
Three applications will be reviewed by the City Council on December 14, 1978.
These are the three persons seeking an appeal to the Council the ruling of the
Board.member's on their applications..
A list of all expenses the Board has accrued, to date, will'be presented at
the next meeting.
It was decided that Ed Schmucker an~.Ed. Paluch meet on the 22nd .of December, I978
to review the ~appli~&t~Ons~i-~he~..B~ock~t, that were incomplete, at this
time. Letters~ill be sent to ail'those lacking information. They w~ll be
told what the items missing are and the date they have to have this information
back to us by.
Next meeting, which will be the hearing on Mr~ Wakefield, will be January 9,
1979 at City Hall. This meeting will commence at 10 a.m.
