NOTE: MEETING WAS A HALF HOUR LATE IN STARTING DUE TO THE ABSENCE OF
ATTORNEY GORE AND ATTORNEY PALMER.
MEETING WAS CALLED TO ORDER BY VICE CHAIRMAN O'CONNOR AT 2:30 P.M.

ALSO PRESENT: MR. CLOUTIER, CODE ENFORCEMENT OFFICER, MR. RAY THOMPSON,
CODE ENFORCEMENT OFFICER, MR. PALMER, CITY ATTORNEY.
APPROVAL OF MINUTES:
MOTION BY MR. MCCLEARY, SECONDED BY MR. BLOME TO APPROVE MINUTES OF
8/6/86 AS WRITTEN.

OLD BUSINESS:
CASE NO. 85-5 - KEPLER & CASE NO. 85-12 - TAYLOR
DUE TO THE ABSENCE OF MR. GORE, BOARD ATTORNEY, THESE CASES WILL BE
DEFERRED TO THE NEXT REGULAR MEETING TO BE HELD 11/12/86.

MR. CLOUTIER ASKED TO POSTPONE THIS CASE UNTIL THE NOVEMBER MEETING.
HE EXPLAINED THAT THERE WAS A COMMUNICATION PROBLEM BETWEEN HIMSELF
AND MR. FRANCO, CITY ENGINEER.
MR. MORRISON HAS AGREED TO COMPLY BUT FIRST THE CITY ENGINEER MUST
COME UP WITH A SET OF STANDARDS.
MR. CLOUTIER INTRODUCED MR. RAY THOMPSON, CODE ENFORCEMENT OFFICER TO
THE BOARD AND EXPLAINED THAT MR. THOMPSON WOULD BE HANDLING ALL THE
CASES WHILE HE WAS OUT OF TOWN.

CASE NO. 86-089 - KIGHT, JR.
MR. THOMPSON TOLD THE BOARD THAT HE HAD BEEN WORKING ON THIS CASE SINCE
JUNE, 1986. HE EXPLAINED THAT MR. KIGHT WOULD START TO COMPLY AND THEN
STOP AWD BEGIN TO ACCUMULATE MORE JUNK. PHOTOS TAKEN 9/17/86 WERE
PRESENTED TO THE BOARD.
MR. THOMPSON RECOMMENDED MR. KIGHT BE GIVEN, IN WRITING, 10 DAYS TO
COMPLY AND IF NOT DONE, INVOKE A FINE.
MOTION BY MR. BLOME, SECONDED BY MR. MCCLEARY TO SEND A NOTICE GIVING
10 DAYS TO CLEAR UP PROPERTY AFTER WHICH A $25.00 A DAY FINE BE INVOKED.
ATTORNEY PALMER RECOMMENDED THE LETTER BE VERY EXPLICIT AS TO WHAT HAS
TO BE DONE IN ORDER TO COMPLY AND THAT IT WAS MR. KIGHT'S RESPONSIBILITY
TO NOTIFY CODE ENFORCEMENT THAT HE HAS COMPLIED.
ATTORNEY PALMER ALSO SUGGESTED THAT IF NOT DONE IN l0 DAYS, TO GO TO
CITY COUNCIL AND ASK FOR A COURT ORDER TO MAKE MR. KIGHT COMPLY.

ATTORNEY PALMER ASKED EXACTLY WHAT CODE MR. MCLAIN WAS IN VIOLATION OF.
MR. THOMPSON CITED THE "JUNK CODE".

MRS. O'CONNOR WILL REMAIN VICE CHAIRMAN.
MR. GEORGE VORRATH, CASE NO. 86-7, REQUESTED TO SPEAK TO THE BOARD
IN REGARDS TO A $950.00 FINE IMPOSED FOR THE KEEPING OF TURKEYS AT
HIS RESIDENCE. HE ASKED THAT THE FINE BE WAIVED DUE TO NOT BEING
NOTIFIED AT THE TIME THE FINE WAS INVOKED.

ATTORNEY PALMER INFORMED MR. VORRATH THAT HE HAD NO RECOURSE, THAT THE
FINE MUST BE PAID. HE STATED THAT IT WAS HIS PLACE TO NOTIFY CODE
ENFORCEMENT THAT THE TURKEYS HAD BEEN REMOVED FROM THE PREMISES. IT
WAS NOT UP TO CODE ENFORCEMENT TO KEEP CHECKING.
GENERAL BOARD DISCUSSION
MR. CLOUTIER INFORMED THE BOARD THAT THE BOARD SECRETARY NOW HAS A
COMPUTOR IN HER OFFICE. THAT IT IS NOT FUNCTIONAL AT THE PRESENT
TIME, BUT AFTER THE FIRST OF THE YEAR ALL COMPLAINTS WILL BE PUT INTO
THE COMPUTOR AND FORMS PRINTED TO BE GIVEN TO THE BOARD.
THERE BEING NO FURTHER DISCUSSION, MEETING ADJOURNED AT 3:45 P.M.
NEXT REGULAR MEETING WILL BE HELD NOVEMBER 12, 1986.
