MEETING WAS CALLED TO ORDER BY CHAIRMAN BLOME AT 2:00 P.M.

CODE ENFORCEMENT, ATTORNEY PALMER, CITY ATTORNEY.
APPROVAL OF MINUTES - SEPTEMBER 16, 1987
MOTION BY MR. MCCOOL, SECONDED BY VICE CHAIRMAN O'CONNOR TO APPROVE THE
MINUTES OF MEETING HELD 9/16/87 AS READ.
CARRIED.
OLD BUSINESS:
CASE NO. 87-391 - RAZZANO
RAZZANOS WERE NOT PRESENT AT THE MEETING.
ATTORNEY LULICH SWORE IN JOHN EMRICK, CODE ENFORCEMENT OFFICER.
ATTORNEY PALMER ASKED MR. EMRICK TO TELL THE BOARD THE LASTEST INFORMATION
IN THIS CASE.
MR. EMRICK TOLD THE BOARD THAT HE AND MR. COOPER HAVE BEEN CHECKING IT
ALMOST EVERY DAY AND THAT PHOTOGRAPHS WERE TAKEN OF THE FRONT AND BACK
WHICH ARE ON FILE.
HE ALSO TOLD THE BOARD THAT THE PROGRESS AS OF THIS MORNING SHOWS THAT A
FEW MORE SHEETS OF PLYWOOD HAVE BEEN ADDED TO'THE ROOF ON THE FRONT OF
THE HOUSE WITH SOME TAR PAPER APPLIED TO THAT. OTHER THAN THAT, THERE
HAS BEEN NO FURTHER PROGRESS.
CHAIRMAN BLOME NOTED THAT WHEN THE RAZZANOS APPEARED BEFORE THE BOARD TWO
MONTHS AGO, MR. RAZZANO TOLD THE BOARD THAT IF THERE WERE ANY PROBLEMS THAT
HE WOULD HIRE SOMEONE TO DO THE WORK.
IT WAS NOTED THAT THE DEADLINE IS UP AND THAT THEY HAVE NOT COMPLIED.
MR. COOPER STATED THAT THE ONLY THING COMPLIED WITH WAS THE CUTTING OF
THE GRASS.
IT WAS NOTED THAT THE RAZZANOS WERE NOTIFIED OF THE MEETING. MRS. RAZZANO
CALLED AND SAID THAT HER HUSBAND HAD TO WORK AND THAT THEY HAD ONLY ONE
CAR AND THEREFORE WERE NOT ABLE TO ATTEND THE MEETING.

IT WAS NOTED THAT THEY ARE IN VIOLATION OF BOTH THE 30 & 60 DAY PERIOD.
ATTORNEY LULICH SAID IT WAS THE BOARDS PLEASURE IF THE~WANTED TO CERTIFY
THE ORDER AND THEN RECORD A LIEN RETROACTIVE TO THE 30 DAY AND 60 DAY TIME
PERIOD. HE ALSO SAID IT WAS AN ON GOING FINE NOW RUNNING SINCE 9/19/87.
MOTION BY VICE CHAIRMAN O'CONNOR, SECONDED BY MR. FISCHER TO CERTIFY THE
FINE ON CASE NO. 87-391, RAZZANO, COMMENCING ON 9/19/87 AT $25.00 A DAY
AS THE ORDER HAS BEEN WRITTEN WITH A REVIEW AT THE NEXT MEETING.

CASE NO. 87-528 - BREVARD ROOFING,
CARRIED.
INC.
MR. EMRICK TOLD THE BOARD A REROOFING JOB HAD BEEN DONE BY BREVARD ROOFING,
INC. AT 534 SW LAKE DR. AND NO PERMIT HAD BEEN ACQUIRED FOR THIS JOB.
HE ALSO SAID THAT HE AND MR. THOMPSON CONFIRMED THIS WITH THE OWNERS. THE
PAPERWORK WAS BROUGHT INTO THE BUILDING DEPT.
A LETTER WAS SENT TO BREVARD ROOFING, INC. INFORMING THEM THAT THE JOB
WAS DONE WITHOUT REQUIRED PERMITS AND WERE REQUESTED TO COME IN AND PULL
THOSE PERMITS WHI~.HAS NEVER BEEN DONE.
IT WAS NOTED THAT THE LETTER HAD BEEN SENT CERTIFIED MAiL BUT THAT THEY HAD
BEEN REFUSED BECAUSE THEY HAD BEEN RETURNED TO CITY HALL.
MR. COOPER TOLD THE BOARD THAT HE HAD MADE NUMEROUS TELEPHONE CALLS TO THIS
COMPANY AND THAT HIS CALLS WERE NEVER RETURNED.
IT WAS ALSO NOTED THAT THIS COMPANY IS NOT LICENSED TO DO BUSINESS IN THE
CITY OF SEBASTIAN.
IT WAS SUGGESTED THAT SINCE THE CERTIFIED MAIL WAS BEING REFUSED TO HAVE
THE SHERIFF DEPT. IN BREVARD COUNTY DELIVER THE NEXT LETTER.
MOTION BY VICE CHAIRMAN O'CONNOR, SECONDED BY MR. LINDSEY THAT IN THE CASE
OF 87-528, BREVARD ROOFING, INC. THAT WE HAVE THE SHERIFF SERVE THEM WITH A
NOTICE TO APPEAR AT THE NOVEMBER MEETING OR COMPLY IN THE MEANTIME.
ATTORNEY LULICH SUGGESTED THAT INSTEAD OF THE SHERIFF SERVING THE NOTIC~ TO
HAVE SERVICE DONE BY A PRIVATE PROCESS SERVER.

BOARD ATTORNEY REQUESTS AND REPORTS:
ATTORNEY LULICH TOLD THE BOARD THAT HE HAD MET WITH MR. COOPER AND MR. EMRICK
THIS PAST MONTH TO GO OVER SOME OF THE PROCEDURES. HE SAID HE WOULD BE DRAFT-
ING SHORTLY A STANDARD TYPE FORM WHERE THEY CAN PRESENT TO THE BOARD SOME
PROPOSED ORDERS AND MOTIONS TO HELP PROCESS CASES QUICKER.
BUILDING OFFICIAL'S MATTERS:
MR. COOPER TOLD THE BOARD THAT HE HAD STARTED A NEW PROCESS, NOTICE OF VIOLA-
TION SLIP TO HELP CLEAN UP SOME OF THE PROBLEMS THAT COME UP IN THE COURSE OF
A DAY.
HE ALSO TOLD THE BOARD THAT UNDER THE NUISANCE CLAUSE, 30 DAYS ARE GIVEN IN
WHICH TO COMPLY WHICH HE FEELS IS TOO LONG IN SOME CASES. HE WANTS TO GO
THROUGH THE PROCESS OF GETTING THAT ORDINANCE AMENDED.
MR. COOPER TOLD THE BOARD THAT MR. THOMPSON HAD SUBMITTED HIS LETER OF
RESIGNATION AND THAT HIS LAST DAY WOULD NOVEMBER 25, 1987.
HE INFORMED THE BOARD THAT A PLAQUE WOULD BE GIVEN TO HIM AND THAT THE
BOARD WOULD BE NOTIFIED AS TO THE DATE THAT IT WOULD BE DONE.
THERE BEING NO FURTHER DISCUSSION, MEETING ADJOURNED AT 2:45 P.M.
