By the signature affixed below, the City and the Contractor agree to the changes stipulated herein. Upon proper execution
of this document, the Contractor is hereby notified to commence work. All changes stated below are hereby incorporated
and made a part of the Contract identified above, and all the terms and conditions of said Contract are enjoined and in full
force while executing the change(s) stipulated as follows:
DESCRIPTION:
This Change Order is being issued to accomplish the following:
1. Contract Amount Increase: Add $57,118.00 to address unsuitable subbase material encountered at the Phase 2
Taxiway G/B tie-in. Excavation revealed 8–12 inches of gray sand and an undetermined layer of decomposed
organics (“muck”), creating unstable ground conditions. Work was halted pending the Engineer of Record's direction
(see Exhibit A: RFI 0004 and Cost Breakdown).
2. Contract Time Extension: Extend the contract by fourteen (14) calendar days. Seven (7) days for City of
Sebastian’s scheduled closures (Nov 2025–Jan 2026, Exhibit B) and seven (7) days for additional work required at
the Taxiway G/B tie-in.
3. Liquidated Damages Revision: Revise the schedule to combine Phases 1 and 2 and reflect the added calendar
days (Exhibit C).

and Subgrade”, P-152; “Excavation, Subgrade and Embankment”, and P-
154; “Subbase Course”.
INFORMATION REQUESTED: Requesting ICE-Engineer to address and advise how to proceed ASAP.
Reference: Approved for Construction (AFC) Plans: Sheet C2.3. Specifications: S-140; “Site Demolition”,
section 140-2.5 “Compaction of Existing Base and Subgrade”, P-152; “Excavation, Subgrade and
Embankment”, and P-154; “Subbase Course”.
Requesting the following Information:
During Phase 2 construction (demolition activities, 12/8/25) base rock was removed, revealing subbase.
(Location is the Northwest radius at the Taxiway G and Taxiway B tie-in area.) Contractor encountered
existing conditions of subbase different than expected, causing a STOP in WORK (questioning attitude
prompted by contractor). Existing conditions as follows: Subbase of 8-12 inches of gray sand with
(undetermined amount; 1-3 feet possible) sub-layer of “muck” (decomposed organics/spongy peatmoss
layer at water table). Ground unstable, “pumping and moving” under equipment load.
RFI 0004 was prompted by ICE-Engineers to begin the process of determination regarding how to proceed
with demolition and construction activities for Phase 2.
We appreciate your prompt response/acknowledgement of this RFI, as this clarification/correction is
essential for maintaining construction alignment with project specifications.

To re-establish the required pavement support section, proceed as follows:
1. Excavation of Unsuitable Materials;
Excavate all unsuitable subbase and underlying muck to a depth of 2.75 feet below the proposed
finished grade to remove all unstable, pumping material.
2. Placement of Replacement P-219 Material (Subbase Replacement);
Backfill the excavation with P-219 crushed aggregate base material placed in two (2) compacted lifts
of 12 inches each. Each lift shall be moisture-conditioned, compacted, and proofrolled in accordance
with the specifications. Field density acceptance is required on each lift to achieve in place dry
density at least 100% of the standard proctor ASTM D698) max. dry density.
3. Placement of Final 6-Inch Base Layer:
After acceptance of the two 12-inch lifts, place the final 6-inch P-219 base course per project plans
and specifications. Compact and test to meet all specified requirements.
4. Measurement of Repair Area;
The RPR will measure and quantify the limits of excavation and replacement for documentation and
payment purposes.
5. Time Considerations;
As the unsuitable subbase prevented proofrolling and halted construction activities, the Contractor
may request additional contract time as needed, in accordance with the procedures outlined in the
contract documents. Any requested time extension shall include supporting justification and requires
owner's approval.
