An Ordinance Designating .the City Marshal of the City of
Sebastian, Florida, as Sanitary Inspector'of said City; Pre-
scribing his Duties as such Sanitary Inspector, and Promoting
the Public Health, Comfort and Safety of the Inhabitants of the City
of Sebastian; Providing Penalties for the Violation of th~s
Ordinance; and for Other Purposes.
Be It Ordained 'by the Mayor and City Council of' the City of
Sebastian, Florida:
Sec 1. The City Marshal-of the City of Sebastian, Florida,
shall also be Sanitary Inspector of said City, and shall make
inspection as often as may be necessary of all premises and shall
call the attention of the owners and tenants o£ the premises to any
violation of this ordinance, and if any person so notified shall
fail, neglect or refuse to comply with the orders of the Sanitary
Inspector in regard thereto, said Sanitary inspector shall cause the
offenders to be prosecuted as provided by this ordinance.
Sec. ~. All premises within the City limits shall be kept
free from garbage, swill or other refuse, except that such garbage,
swill or other refuse may be temporarily placed in water-tight
galvanized iron cans equipped with close-fitting tops or covers.
The owner or p~rson in control of the premises shall cause all
garbage, swill or other refuse to 'be hauled away to some suitable
place and disposed of in a sanitary manner.
Sec. 3. All premises in the City shall be kept in a sanitary
state, and free from cans, bones, offals, refuse, trash, weeds,
standing water or other noxious, deleterious or unsanitary sub-
stances... The persons living upon or in control of such premises
shall be held responsible for its condition under the provisions
of this ordinance.
Sec. 4. The owners or managers or persons in control of
staOles within the City shall keep said stables in a clean and
sanitary condition, and shall not permit manure or unclean bed-
ding or other filth to accumulate so as to Oe offensive to the
senses or injurious to the public health.
Sec. 5. Each stall in said stables shall be thoroughly
cleaned of all manure and used bedding at least once each day, and
such manure and sweepings shall be placed in a covered, dry, ven-
tilated bin of suitable size, which shall be screened to prevent
ingress and egress of flies. The contents of such bins shall be
conveyed beyond the Cityl limits when necessary.
Sec. 6. All places where meats, ~egetables, fruit or other
food products are sold, exposed or o£~e~d for sale, shall be kept
in a olean and sanitary condition, and protected from flies, roaches
or other vermin by means of screens.
Sec. 7. No decayed fruit, vegetables, offal of any kind,
manure, dirt, shavings, trash, slop, glass, rubbish, crockery,
cans, nails, tacks, wire, boards, brick or unclean, deleterious,
offensive or dangerous material shall be thrown, spilled or deposited
upon any public street;~ park, alley, sidewalk or other public place
or within 25 feet of any surface well, hot permitted to remain or stamd
upon any premises within the City of Sebastian, Floricb~.
Sec. 8. Any person who shall interfere, obstruct, prevent
or delay the Sani.tary Inspector in the discharge of his duties
under this ordinance shall be punished as hereinafter provided for.
Sec. 9. Where not otherwise stated in this ordinance, the
penalty for violating any of its provisions shall be by fine not
eding $500.00, or by lmpr~o.nmen~ ?ct ~x~eeding six~ty~_~ays~
Sec. lC. All ordinances and parts of ordinances in cbnflict
herewith are hereby repealed.
Sec. ll. This ordinance shall be in fu~ll force and effect
immediately upon its passage and approval by the Mayor.
