SCOPE OF WORK
DESIGN GOLF APRON PHASE 1
SEBASTIAN MUNICIPAL AIRPORT
PROJECT DESCRIPTION
The City of Sebastian and the Sebastian Municipal Airport (CITY) intend to construct a new Apron
known as “Golf Apron” on the north side of the Taxiway “G” to increase airport capacity and provide additional aircraft parking. The proposed apron will support future hangar development on the northwest side of the airport. The new Golf Apron will be 115 feet wide and 705 feet long, constructed
as a flexible pavement apron. The Apron will encompass the decommissioned Runway 13-31, which is 150 feet wide. The existing runway pavement exhibits significant distress, including potholes, longitudinal cracks with raveling, fatigue cracking, depressed areas, localized rutting, and oil deposits. The surface is oxidized and heavily raveled, resulting in a rough and unsafe condition with foreign object debris (FOD) from loose aggregates. The new pavement will correct
deficiencies in the apron grade and provide a durable surface free of rutting and loose aggregate, creating designated aircraft parking positions for future hangar development on the north side of Taxiway “G.” This project will extend the useful life of the existing pavement while providing a surface that meets or exceeds FAA grading requirements. The apron/ramp grade will be sloped at a minimum of 1% for 50 feet toward Taxiway “G,” in compliance with NFPA 415. The estimated construction cost is $1,300,000.
This scope and fee for services provided by Infrastructure Consulting & Engineering (ICE) will be for Design efforts, Permitting, and Bidding Services for said project.

Phase 1 – 30% Plans:
ICE proposes to perform a structural and functional evaluation of the old runway pavement to
assess the condition of the pavement and determine if it requires additional structural overlay. ICE
proposes to perform a combination of nondestructive testing (NDT) and coring for a cost-effective
and comprehensive evaluation of the pavement.
This preliminary engineering phase is intended to identify the cause of the pavement structure
deficiencies and provide different engineering & construction alternatives for the Taxiway
construction and includes various studies which generally will include Existing Pavement
Structure strength evaluation, evaluation of pavement failures, determination of rehabilitation
alternatives and cost analysis for the rehabilitation alternatives.
Preliminary Engineering activities include:
1. Perform Site Visits in order to assess existing pavement and subgrade conditions including
the identification of all surface and subsurface deficiencies contributing to the pavement’s
poor performance.
a. Ground Penetrating Radar (GPR). GPR provides continuous measurement of
pavement thickness at highway speed (ASTM D6087). The thickness of the surface
course and also be determined from the GPR data to select an appropriate milling
depth. GPR testing is proposed to perform at 6’ offset lines along the old runway
to obtain a full coverage of the pavement thickness.
b. Coring. Core samples are proposed to be extracted from the pavement at selected
areas to examine the condition of the pavement layers as well as debonding between
the layers. Core results will also be used to verify the GPR data.
c. Borings shall be to approximately 10-20’ depth. Cores shall be only to the bottom
of pavement in order to define existing pavement section, with a frequency of one
bore per 10,000 sf per FAA’s “AC 15/5320-6G, Airport Pavement Design and
Evaluation”. A report will be generated in order to analyze and describe all
materials encountered, with identification of pavement failures and pavement
recommendations.
d. Survey elevation grid will be maximum of 50’x50’, except pavement areas and at
all grade breaks and elevation changes, including top of bank and toe of slope of
both sides of all ditches and swales to be 20’x20’ or as necessary.
2. Develop an AutoCAD drawing from DTM survey for use in modeling the old Runway
(New Golf Apron) Reconstruction.
3. Obtain and review any available historical documents: construction documents, as-builts
from previous projects to determine existing pavement structure.

4. Analyze the existing pavement section.
5. Evaluation of the old runway 13-31 pavement based on geotechnical investigation above.
6. Incorporate results into the Preliminary Engineering Report.
7. Complete Preliminary Engineering Report including the various study elements:
a. Project Narrative
b. Topographical survey
c. Geotechnical investigation.
d. Existing Pavement Strength Evaluation:
e. Engineering judgment for probable cause of pavement failures
f. Design alternatives for pavement rehabilitation.
g. Conduct a construction cost estimates for each rehabilitation alternative.
h. Provide recommendation for preferred rehabilitation method.
8. Conduct in-house Quality Review for acceptable design practices and constructability.
9. Attend Pre-design Conference and review findings and discuss recommendations with
airport personnel and FDOT/FAA as required.
10. Coordinate with the Airport Staff to optimize available construction monies and minimize
the impacts in day-to-day operations of the airport.
11. Develop Projected Project Budgets
Phase 1 services will involve preliminary design and the production of 30% Plans. The design
considerations shall include:
• Geotechnical Investigation,
• Field Survey,
• General Coordination with Airport Staff,
• Pavement Design/Analysis,
• Horizontal and Vertical Geometrics,
• Preliminary Cost Estimates,
• Engineer’s Report,
The Consultant will prepare a revised Construction Cost Estimate, a 30% Engineer’s Report, and
the Preliminary Plans, which will include:
Cover Sheet Project Layout Plan
Typical Sections Demolition Plan
Profile Sheets
Deliverables: Three (3) copies of the Preliminary Plans in 11”x17” format and 30% Engineer’s
Report will be submitted to the CITY for distribution to airport staff.

Phase 2 – 60% Plans
The Consultant shall address any changes requested by the airport at the 30% Review Meeting in
this Phase. Upon issuance of the Notice to Proceed, the Consultant will proceed with the 60%
Plans to include the following:
• General Coordination,
• Grading,
• OE/AAA submittal (including CSPP)
• Construction Safety and Phasing Plan,
• Coordination with SJRWMD.
• Updated Cost Estimates,
• Engineer’s Report
• Marking
• Signing
The Consultant will prepare a revised Construction Cost Estimate, a 60% Engineer’s Report, and
the 60% Plans, which will include:
Cover Sheet Project Layout Plan
Typical Sections Demolition Plan
Safety Plan Staking Plan
Preliminary Grading Plans General Notes
Preliminary Cross-Sections Marking Plan
Preliminary SWPP plans
The Consultant will meet with the City to review the Plans, Specifications, and the Engineer’s
Report to verify that all concerns, issues, and potential conflicts are addressed prior to proceeding
with 90% of the Construction Documents.

The Consultant will meet with the CITY to review the Plans, Specifications, and the Engineer’s
report to verify that all concerns, issues, and potential conflicts are addressed prior to proceeding
with Final Construction Documents.
Deliverables: Three (3) copies of the 90% Plans in 11”x17” format, a draft set of specifications
and front end documents, and 90% Engineer’s Report will be submitted to the CITY for distribution
to airport staff. A copy will also be sent to the FAA, and FDOT for review and comment.

Phase 4 – Final Contract Documents
The Consultant shall address minor changes to the plans and any comments from City Procurement
for the bidding documents, and then proceed with the 100% Plans to include the following:
• Incorporate City Comments,
• Final Plans,
• Final Technical Specifications,
• Final Quantities.
• Final Front End Bidding Documents
The Consultant will prepare a Final Construction Cost Estimate, a 100% Engineer’s Report,
Bidding Documents and the Final Plans.
Deliverables): Three (3) copies of the 100% Plans in 11”x17”format, the final Engineer’s Report
and Contract Documents will be submitted to the CITY for distribution to airport staff, A copy will
also be sent to the FAA, and FDOT for their files. Two full sized sets (22”x34”) of signed and
sealed plans will be submitted for CITY records.
Grant Services
The consultant will coordinate during the project to provide and submit design and bidding status
reports to the FDOT and perform necessary coordination with the FDOT district office. Upon
design and bidding completion, ICE will submit all required project documentation to agencies.
Phase 5 - Bidding Services
The Consultant shall perform general coordination with the City and Bidders and will:
• Prepare for and attend the Pre-Bid Conference.
• Prepare and distribute addenda as necessary.
• Attend the bid opening.
• Assist the City in tabulating and evaluating bids; and
• Assist the City with the re-bid of the project if the City rejects the bids for any reason. This
work will be performed as an additional service requiring a negotiated contract, and
• Assist in the contract.
Other Provisions
a) The CITY will pay all costs associated with any permit application and/or impact fees.
b) Any mitigation of wetlands, impacts to threatened and endangered species, or other
environmental efforts beyond the scope of the Focused EA will be performed under a
separate agreement.

RE: Proposal for Topographic Surveying Services at Sebastian Municipal Airport,
Golf Apron Phase 1, City of Sebastian, FL
Dear Hamed:
Thank you for the Request for Proposal. R.M. Barrineau and Associates, Inc has
prepared the following Scope of Surveying Services and timeline for the referenced
project.
Scope of Services: Fee: $ 6,700.00
Topographic Surveying Services:
The services will be completed in accordance with the Standards of Practice for
Professional Surveyors and Mappers, as set forth in the Florida Administrative Code and
City of Sebastian Land Development Code Standards.
1. Elevation grid maximum of 50’x50’, except pavement areas and at all grade
breaks and elevation changes, including top of bank and toe of slope of both
sides of all ditches and swales to be 20’x20’ or as necessary.
2. All above-ground site features with descriptions including but not limited to
pavement edges (PC, PT, and approx. midpoint on curves), driveways,
sidewalks, walls, fences, signs (include sign message), buildings, pavement
markings, and any other visible physical improvement.
3. All underground site features and utilities with descriptions including but not
limited to water, sewer, storm sewer, power, communications/cable, and gas.
Obtain utility locate from Sunshine State One Call and survey painted locate
lines. Obtain data from any valve, clean out, manhole, junction box, meter, etc.
encountered on site. Include pipe inverts /conduit size and type for all
underground utilities or drainage. Include upstream and downstream locations
and inverts of storm or sanitary sewer pipes coming into or out of the site,

regardless of location.
4. Sufficient Control points. (Min. 3) within the Site Limits.
5. NAD 83 State Plane, Florida East Zone (1990 adjustment) for Horizontal
control datum.
6. NAVD 88 for vertical control datum.
7. Provide deliverables:
a. In AutoCAD 2020 format complete with contours, breaklines,
features, callouts, spot elevations, symbols, and control points.
b. Signed and sealed hard copy matching the provided cad file.
c. ASCII point file in .txt or .csv format including Northing, Easting,
Elevation, and Description. Include a text or pdf file with a list of the
meaning of all abbreviations used.
Schedule for Surveying Services:
Estimated timeline for Survey to is four weeks from notice to proceed.
Terms of this proposal are valid for 30 days from date of proposal. If you have any
questions regarding the proposal, please do not hesitate to contact our office. If the
terms are acceptable, please email authorization to proceed and we will schedule the
project. An invoice will be submitted upon completion of the project, with payment due in
