RESOLUTION NO. R-2026-016
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OAKLAND PARK, FLORIDA, APPROVING AND AUTHORIZING
THE FIRST THREE-YEAR RENEWAL OF RFP #012623 FOR
GRANT MANAGEMENT SERVICES WITH RMPK FUNDING,
FOR THE PERIOD MARCH 15, 2026, THROUGH MARCH 14,
2029, AND AUTHORIZING EXPENDITURES EXCEEDING
25,000.00 PER CONTRACT YEAR FOR GRANT APPLICATION
SERVICES, AS NEEDED; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission deems it to be in the best interests of the City
to approve and authorize the first three-year renewal of RFP #012623 for Grant
Management Services with RMPK Funding, for the period March 15, 2026, through
March 14, 2029, and authorizing expenditures exceeding $25,000.00 per contract year for
grant application services, as needed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OAKLAND PARK, FLORIDA THAT:
SECTION 1. The foregoing "WHEREAS" clause is true and correct and hereby
ratified and confirmed by the City Commission. All exhibits attached hereto are hereby
incorporated herein.
SECTION 2. In accepting the recommendation of City staff, the City
Commission of the City of Oakland Park, Florida, hereby approves and authorizes the
first three-year renewal of RFP #012623 for Grant Management Services with RMPK
Funding, for the period March 15, 2026, through March 14, 2029, and authorizing
expenditures exceeding $25,000.00 per contract year for grant application services, as
needed.
SECTION 3. The appropriate City officials are authorized and directed to
execute the necessary documents to comply with this Resolution.
SECTION 4. All Resolutions or parts of Resolutions in conflict herewith, be and
the same are repealed to the extent of such conflict.
SECTION 5. If any clause, section or other part of this Resolution shall be held
by any court of competent jurisdiction to be unconstitutional or invalid, such

unconstitutional or invalid part shall be considered eliminated and will in no way affect
the validity of the other provisions of this Resolution.
SECTION 6. This Resolution shall become effective immediately upon its
passage and adoption.
ADOPTED by the City Commission of the City of Oakland Park, Florida this 4th
day of February 2026.

FIRST RENEWAL OF AGREEMENT FOR
GRANT MANAGEMENT SERVICES
WHEREAS, the City of Oakland Park, a Florida municipal corporation
the "City") and RMPK FUNDING, INC. ("the Contractor") entered into an
Agreement for Grant Management Services (RFP) #012623 dated March 15,
2023, Resolution R-2023-050 (the "Original Agreement"), and
WHEREAS, the Original Agreement expires on March 14, 2026; and
WHEREAS, the Original Agreement provides two (2) additional three (3)
year renewal periods; and
WHEREAS, the parties agree to renew the Original Agreement for the
first three (3) year period through March 14, 2029; and
NOW THEREFORE, in consideration of the mutual covenants, the City
and (RMPK Funding, Inc.) do agree to enter into this first three (3) year renewal
to original agreement to provide that:
1. The Contractor will continue to provide Grant Management Services to the City
of Oakland Park within the stipulations of the existing contract
2. The term of this Agreement shall be from March 15, 2026, through March 14,
2029, for a period of three (3) years after which one (1) three (3) year renewal
option remains.
3. All terms, conditions, and provisions of the Request for Proposal #012623 are
incorporated herein by reference and made specific part hereof.

CONTRACTING WITH FOREIGN ENTITIES OF CONCERN
BEFORE ME, the undersigned authority, personally appeared (Name of affiant) Ryan Ruskay
who, after being first duly sworn, deposes and states as follows:
1. Affiant Identity: Affiant is the (Title) President of (Business Name)
RMPK Funding, Inc. which does business in the State of Florida, hereinafter called the "Contractor."
2. Contract Purpose: This affidavit is submitted in connection with the contract titled [Insert Contract Title or
Description], between the Contractor and the City of Oakland Park, Florida ("City"), and is intended to comply with
the requirements of Section 287.138, Florida Statutes, as amended.
3. Statutory Background: Section 287.138, Florida Statutes, prohibits governmental entities from entering into,
extending, or renewing certain contracts with entities of concern, including:
Entities owned or controlled by the government of a foreign country of concern,
Entities organized under the laws of a foreign country of concern, or
Entities that are subsidiaries or affiliates of such entities,
where such contracts would provide access to personal identifying information (PII) of individuals.
4. Certification of Compliance:
a. Contractor is not owned or controlled by the government of a foreign country of concern, as defined in
Section 287.138(1), Florida Statutes.
b. Contractor is not organized under the laws of a foreign country of concern.
C. Contractor is not a subsidiary or affiliate of an entity described in paragraphs (a) or (b) above.
d. Contractor will not subcontract with, delegate to, or otherwise provide access to any entity that would
violate the restrictions set forth in Section 287.138(3), Florida Statutes, in connection with this contract.
S. Accuracy and Updates: Contractor affirms that the representations in this affidavit are true and accurate as of
the date of execution. Contractor agrees to notify the City immediately in writing if any representation becomes
inaccurate during the term of the contract.
