MINUTES OF FEBRUARY 23, 2026
1. Call to Order--Chairperson Drumheller called the meeting to order at 6:00 p.m.

4. Announcements and Agenda Modifications
Ms. Drumheller announced that the City of Sebastian is holding workshops on the
potential impact of the property tax proposed legislation. She said for anyone
interested in seeing how your tax dollars are spent, come and listen. This is
something that would obviously impact our parks, green spaces and park
maintenance in the city.
5. Approval of Minutes
A MOTION by Mr. Mauro and SECOND by Mr. Halleran to approve the Minutes of
January 26, 2026 was made by unanimously voice vote.

7. Unfinished Business
A. Current Project(s) Update
1. Riverview Park Planning
a. Concept review and selection -- Concept C (update on Council
choice)
b. Work order issued to begin Phase One design
Mr. Blankenship stated the City received a grant from the State for 3 million dollars.
Phase One is being planned. This must be completed by September, then we can
move on with the Phase One elements.
2. Main Street Boat Ramp -- awarded FHIP grant for construction

3. Swing and Bench Park -- received permit and grant for construction

Mr. Blankenship said because of the funding agency the Main Street Boat Ramp and the
Swing and Park Bench Park have been combined. Both projects have shoreline
stabilization issues. The City is putting together the bid package for the project.
4. Urban Forestry Grant Awards
a. Filbert Street Park exotic removal and native replanting --
complete
b. Tree Canopy Survey -- filed work complete, awaiting final report
5. Hurricane Harbor
a. Design concepts
b. Review renderings -- two-story concept selected
c. Demo
Mr. Blankenship said these projects will be part of the 2027 budget process.
B. Committee member park updates
Ms. Webster said the baseball field held opening day this past weekend.
Mr. Blankenship said the new equipment was installed.
Mr. Halleran said he was at Bryant Street Park today, and the palm trees were trimmed.
He said at George Street Park, one neighbor continues to park their vehicle on the Park
side, but everything else looks good there. He went to the Pickleball Courts on Sunday,
and he saw nothing that was needed there.
Mr. Moore said he noticed at Riverview Park a volleyball net was missing.
Mr. Mauro said he had nothing to report.
Ms. McClellan said all her parks look good.
Ms. Drumheller said Garden Street Park really look rough after the freeze.
Mr. Blankenship said he would encourage everyone be patient with the shrubs and
plantings at all the parks. Staff is not going to take things out yet.
Ms. Drumheller said the beautiful new tree plantings at Filbert Park do not look that bad.
C. Upcoming Events at Riverview Park
1. Star Party February 21, 2026
Mr. Blankenship said according to the Treasure Coast Astrological Society, since they
have been holding this event at Twin Piers this past Saturday, they saw their largest
crowd. This has turned out to be a great event for the city.

Mr. Blankenship said staff has been working with Michael Sears, who is one of the
second-generation Highwaymen. Mr. Sears said Sebastian played a big role in
their history. There will be 12 to 15 exhibitors. It will be a smaller festival that will
showcase Highwaymen artwork.
8. New Business
A. Kildare Park tree and table
Mr. Blankenship said this project will have to wait until the weather warms up.
B. FCT Grant, Sembler property
Mr. Blankenship said the City received a grant to purchase the Sembler property.
This property is south of the old Hurricane Harbor was well as vacant lot south of
Hurricane Harbor. There is discussion of possibly building an event center.
C. Hardee Park Playground
Mr. Blankenship said all staff has left to do is put in the benches and some mulch.
He said the playground is twice the size of the old one and has some new
amenities.

There being no further business, MOTION to Adjourn was made by Ms. Webster,
SECOND by Mr. Halleran, and approved via voice vote. The m eeting was
adjourned at 6:25 p.m.
