AN ORDINANCE PROVIDING FOR THE HOLDING OF A SPECIAL ELECTION IN THE CITY OF SEBASTIAN, FLORIDA, ON NOVF34BER 6, 1984, FOR A REFERENDUM ON A PROPOSED AMENIIVlENT TO SUB-SECTION (1) (A) OF SECTION 2.05 OF THE CITY CHARTER RELATING TO A PROPOSED INCREASE IN THE SALARY OF THE, MAYOR AND DESIGNATING THE OFFICE OF THE MAYOR TO BE A FULL-TIME POSITION: DESIGNATING THE POLLING PLACE: THE FORM OF THE BALLOT: THE MANNER OF CONDUCTING THE ELECTION: THE MANNER OF BALLOTING: PROVIDING FOR THE RETURN AND CANVASSING THE ELECTION: PROVIDING AN EFFECTIVE DATE. THE COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA, HEREBY ORDAINS: SECTION I A special election shall be held in the City of Sebastian, Florida on November 6, 1984, for the following purpose: To vote on a proposed amendment to sub-section (1) (a) of Section 2.05 of the City Charter related to a proposed increase in the annual salary of the Mayor and designating the Office of the Mayor to be a full-time position. SECTION II The CCIqvk~ITY CENTER at 703 North Central Avenue is hereby designated as the 'polling place for the holding of said election, and the poll shall be open on Tuesday, November 6, 1984, from 7~00 a.m. through 7;00 p.m., SECTION III The form of the official ballot shall be as follows: OFFICIAL BALLOT SPECIAL ELECTION Tuesday, November 6, 1984 City of Sebastian, Florida PROPOSED CHARTER AMENBMENT Place an (X) in the blank space at the RIGHT for the amendment or against the amendment. Should paragraph (a) of sub-section (1) of Section 2.0S of the Charter of the City of Sebastian, now reading as follows: "Sec. 2.05. Cempensation; expenses. (1) Compensation. The salary of the mayor, vice-mayor and councilmen shall be paid monthly as follows: a. Mayor: Eight hundred dollars ($800.00);" BE AMENDED TO READAS FOLLOWS: "Sec. 2.05. Compensation; expenses. (1) Compensation. The salary of the mayor, vice-mayor and councilmen shall be paid monthly as follows: a. Mayor:Oae Thousand Five Hundred dollars ($1,500.00); The Office of the Mayor shall be a full-time position." If you FAVOR increasing the Mayor's salary and making the Office a full-time' position, VOTE ..................... FOR AMENDMENT If you are AGAINST increasing the Mayor's salary and making the Office a full-time position, VOTE ............... AGAINST AMENIlV[ENT SECTION IV The City Clerk is hereby instructed to cause a notice of such election to be published and to cause to be prepared the ballot form, and shall cause to be prepared the necessary ballots for the holding of such election in the form and manner specified herein and to provide the voting machines, ballot boxes and other items required for such election, and shall request the Registration Offical to deliver the registration books to the election inspectors appointed to conduct such election, and to receive the returns and canvass from said election officials, and immediately publish the results of said election. The City Clerk shall also provide instructions for the guidance of electors in preparing their ballots and to perform any other acts necessary in order to conduct such election. SECTION V The manner of balloting in said election shall be by the use of voting machines or absentee ballots and the City Clerk is hereby directed to secure the use of such voting machines as are necessary to conduct said election from the Board of County Commissioners of Indian River County, Florida, and further authorized to receive the necessary services from the Supervisor of Elections of Indian River County, Florida, for the purpose of preparing and supervising 'the voting machines prior to and during the election, including necessary deputies, deputy custodians and officers to properly and legally conduct such election and certify the results thereof and to furnish and provide all necessary supplies, machines and forms for the holding of said general election. SECTION VI This Ordinance shall be effective immediately upon final passage. I HEREBY CERTIFY that the foregoing Ordinance for the holding of a Special Election in the City of Sebastian, Florida, on November 6, 1984 was finally passed by the Council of the City of Sebastian, Florida, on the ~ day of ~~ ,1984.
