AMENDING SECTIONS 7-135, 7-136, 7-137, and 7-139
IN ARTICLE IX OF CHAPTER 7 OF THE CODE OF ORDINANCES
AND THEREBY DELETING FROM SAID ARTICLE IX REFERENCES
TO MODULAR HOMES, AND THEREBY DELETING CERTAIN EXISTING
PROVISIONS WHICH ARE CONTAINED IN APPENDIX H TO THE
STANDARD BUILDING CODE~ PROVIDING AN EFFECTIVE DATE.
WHEREAS, by Ordinance Number 0-80-10, adopted on April 9,
1980, the City of Sebastian adopted certain local requirements
for the anchorage of Mobile Homes, Modular Homes, and House
Trailers, which local requirements were in addition to the ~equire-
ments then specified in the Standard Building Code; and,
WHEREAS, The City Council, realizing that modular (manufactured)
homes (and other'manufactured buildings, excluding mobile homes and
house trailers) are permenant construction and should be treated the
same as conventional construction in regards to foundations; and,
WHEREAS, the current provisions in Article IX of Chapter 7 of
the Code of Ordinances should be revised and clarified;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF SEBASTIAN, FLORIDA, AS FOLLOWS:
SECTION I
That the Title to Article IX of Chapter 7 of the Code of
Ordinances of the City of Sebastian, Florida, now reading as follows:
"ARTICLE IX. ANCHORAGE FOR MOBILE HOMES, MODULAR HOMES AND
HOUSE TRAILERS"
IS HEREBY AMENDED TO READ AS FOLLOWS=
"ARTICLE IX.
LOCAL REQUIREMENTS FOR MOBILE HOMES AND
HOUSE TRAILERS."
SECTION II
That Sec. 7-135 of the Code of Ordinances of the City of
Sebastian, Flo=ida, now reading as follows:
"Sec. 7-135. Minimum blocking standards.
(a) Pier foundations shall be installed directly under the
main frame, or chassis, of the mobile home, modular home or house
trailer. The piers shall not be further apart then ten (10) feet
on centers and the main frame, front or back, shall not extend
farther than one foot beyond the center line of the end piers.
(b) Ail grass and organic material shall be removed and the
pier foundation placed on stable soil. The pier foundation shall be
sixteen-inch by (x) four-inch concrete pad, precast or poured in place.
(c) Piers may be constructed or regular eight (8) inch by
(x) eight inch by (x) sixteen inch concrete block, with open cells
vertical, placed above the foundation block. A two-inch by (x) eight-
inch pressure treated wood plate shall be placed on top of the pier
with hardwood one inch maximum shims fitted and drived tight between
the wood plate and the main frame."
IS HEREBY AMENDED TO READ AS FOLLOWS:
"Sec. 7-135. Local Pi~.r Requirements.
(a) Double wide mobile homes are mobile homes with a width
of sixteen (16) feet or wider.
(b) In addition to the requirements of Appendix H of the
Standard Building Code, the following Pier requirements shall apply
to Mobile Homes and House Trailers~
(1) Pier foundations shall be installed directly under
the main frame, or chassis, of the mobile home or house trailer. The
piers shall not be farther apart then ten (10) feet on centers and
the main frame, front or back, shall not extend farther then one foot
beyond the center line of the end piers.
(2) Have had the towing hitch or running gear, which
includes tongues, axles, brakes, wheels, lights and other parts of
the chassis that operate only during transportation, removed.
(3) Ail grass and organic material shall be removed and
the pier footings placed on stable soil.
(4) A two-inch by (x) eight inch pressure treated wood
plate shall be placed on top of the pier with hardwood one inch max-
imum shims fitted and driven tight between the wood plate and the
main frame and other frames."
SECTION III
That Sec. 7-136 of the Code of Ordinances, now reading as follows,
"Sec. 7-136. Minimum groung anchor standards.
(a) Anchors shall be installed on both sides of the unit for
every twelve (12) feet of its length. There shall be a minimum of
three (3), regardless of length, with the further requirement that
one set shall be on each end.
(b) Anchors shall be the screw auger type of the deadman type.
(c) if screw augers are used., they shall be of no less than
five-eights inch hot dipped galvanized steel. Penetration to a depth
of no less than three (3) feet with a welded eye on one end and no
less than a four-inch auger cap on the other.
(d) if the deadman type is used, they shall be of poured-
in-place concrete, no less than eight (8) inches in diameter and a
depth of no less than then two (2) feet in rock or four (4) feet in
soil. In this deadman there shall be cast to a minimum depth of
twenty-four (24) inches a five-eights-inch hot galvanized steel
rod with welded eye.
(e) Any of the patented or expansion type bolts with a
minimum of five-eights-inch diameter and inserted in solid rock
formation to a minimum dapth of twelve (12) inches may be used for
ground anchors.
(f) Ail anchors shall be capable of withstanding a vertical
stress component of four thousand eight hundred (4,800) pounds."
IS HEREBY AMENDED TO READ AS FOLLOWS:
"Sec. 7-136. Minimum Ground Anchor Standards.
in addition to the requirements specified in Appendix H of
the Standard Building Code, the followim§ local requirements shall
apply to all mobile homes and house trailers:

(a) Anchors shall be the screw auger type or the deadman type.
(b) Screw augers shall be no less that five-eights inch hot
dipped galvanized steel with penetration to a depth of not less then
three (3) feet with a welded eye on one end and not less than a
four-inch auger cap on the other end.
(c) The deadman type shall be of poured-in-place concrete,
no less than eight (8) inches in diameter and a depth of no less
than two (2) feet in rock or four feet in soil. The deadman type
shall be cast to a minimum depth of twenty-four (24) inches a five-
eights-inch hot galvanized steel rod with welded eye~'
(d) Any of the patented or expansion type bolts with a
minimum of five-eights-inch diameter and inserted in solid rock
foundation to a minimum of twelve (12) inches may be used for
ground anchors.
(e) Ail anchors shall be capable of withstanding a vertical
stress component of four thousand eight hundred (4,800) pounds."
SECTION IV
That Sec. 7-137 of the Code of Ordinances, now reading as follows:
"Sec. 7-137. Minimum tie-down standards.
(a) Each mobile home, modular home or house trailer shall be
provided with a minimum of three (3) sets of tie downs as described
herein.
(b) Ties shall be made of no less than one-half-inch galvanized
steel turnbuckles connected to ground anchors, with no less than three-
eights-inch galvanized wire rope, or equal. Ties will be placed as
near adjacent to the front and rgar piers as possible with no less
than one tie down for each twelve (12) feet of length, with a min-
imum of three (3), regardless of length.
(c) No less than three (3) of the required tie downs shall
pass over the mobile home, modular home or house trailer. If only
three (3) are used, two (2) of them will be at the front and year
of the unit. Tie-downs passing over the unit shall be reinforced at
points of contact with the unit so the cable cannot cause cutting
damages thereto. Other required tie-downs may be fastened to the
frame of the unit."
IS HEREBY AMENDED TO READ AS FOLLOWS:
"Sec. 7-137. Minimum Tie-Down Standards.
(a) Each mobile home or house trailer shall have the minimum
tiedowns as specified in Appendix H of the Standard Building Code.
Multiple-wide (double-wide) mobile homes are those with a width of
sixteen (16) feet or wider.
(b) Ties shall be made of no less than one-half-inch galvanized
steel turnbuckles connected to ground anchors, with no less than three-
eights galvanized wire rope, or others that are at least equal thereto,
and listed in Section H-5.2.1 of Appendix H of the Standard Building
Code. One tie down shall be placed as near adjacent to the front and
as near adjacent to the rear piles as possible.
(c) Over-the roof ties, required on single wides only, shall
be reinforced at points of contact with the mobile home or trailer
unit so the cable cannot cause cutting damage thereto."

SECTION V
That Sec. 7-139 of the Code of Ordinances, now reading as follows:
"Sec. 7-139. Enforcement.
(a) The enforcement of the provisions of this article shall
be the responsibility of the city building department.
(b) Ail owners or occupants of mobile homes, modular homes
or house trailers located within the city limits at the time of the
adoption of this article shall be allowed a reasonable time within
which to comply with the provisions of this article but such mobile
homes, modular homes or house trailers located or to be located
within the city limits after the adoption of this article shall be
immediately subject to its provisions."
IS HEREBY AMENDED TO READ AS FOLLOWS:
"Sec. 7-139. Enforcement and Applicability.
(a) The enforcement of this article shall be the respon-
sibility of the Building Official as specified in Chapter one of
the Standard Building Code.
(b) The provisions of this Article IX shall apply immediately
to all mobile homes or house trailers installed within the City
limits after the effective date hereof.
(c) In the event that land.on..which'mobile, homes are installed
is annexed into the City limits, such mobile homes shall be required
to meet the standards contained herein, as well as the other standards
contained in Appendix H of the Standard Building Code, within sixty (60)
days after any such annexation.
SECTION VI
This Ordinance shall be effective immediately upon its final
passage and passage of this Ordinance shall repeal any emergency
Ordinance in effect on the date of adoption of this Ordinance.
I HEREBY CERTIFY that the foregoing Ordinance was finally
passed by the' City Council of the City of Sebastian, Florida, on
