AN ORDINANCE OF Ti'{E CITY OF SEBASTIAN, FLORIDA, AMENDING
PARAGRAPI{ (B) OF SECTION 7-47.1 (INSPECTIONS); AME~ING
PARAGRAPH (A) OF SECTION 7-47.2 (CERTIFICATE OF APPROVAL);
DELETING OLD SECTION 7-47.4 (A) THRU (P) AND ADDING A NEW
SECTION '7-47..4 (A) THRU (J) (SERVICE ENTRANCE STANDARDS);
DELETING OLD SECTION 7-47.5 (A) THRU (G) (COMMERCIAL CON-
STRUCTION) AND ADDING A NEW SECTION 7--47.5 (A) THRU (C)
(COMMERCIAL CONSTRUCTION); DELETING OLD SECTION 7-47.6 (A)
THRU (Y) (GENERAl, REQUIREMENTS) AND ADDLING A NEW SECTION
7-47.6 (A) THRU ([[) (GENERAL REQUIREMENTS) AND THEREBY AMENDING
LOCAL MODIFICATIONS TO THE NATIONAl, ELECTRICAL CODE; PROVIDING
AN EFFECTIVE DATE.
WHEREAS, The City of Sebastian Construction Board has made
several recommendations to the City Council to make local modifications
to the National Electrical Code. and,
WHEREAS, The City Council agrees with the recommendations of the
Construction Board,
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF SEBASTIAN, FLORIDA, AS FOLLOWS:
SECTION I
That paragraph (b) of Section 7-47.1 (Inspections) is hereby
deleted and a new paragraph (b) to Section 7-47.1 (inspections) is
hereby enacted, which new .paragraph (b) reads as follows:
"(b) All raceways, wire, and cable shall be in place and all
joints made with approved mechanical connectors. Service switch,
distribution panel, and metering center shall be set and wired.
If due to structural conditions, panels or meters, or both,
cannot be set, inspections may be given at a later time with
special permission of the City Building Inspector, but such devices
shall be in place before tile system is energized with electric
power. No such wiring or installation shall be considered ready
for inspection until completed as specified herein. Circuit
breakers shall be installed for finai inspection."
SECTION II
That paragraph (a) of Section 7-47.2 (Certificate of Approval)
is hereby deleted and a new .paragraph (a) to Section 7-47.2 (Cer-
tificate of Approval) is hereby enacted, which new paragraph (a)
.reads as follows:
"(a) Upon the satisfactory completion of the slab inspection
(required when conduit is -~.nstal'l. ed in or under the slab) or the
rough-in inspection, approval shall be noted on the electrical
permit card. This approval shall give the date of each inspection
and the initials of the inspector making each inspection."

SECTION III
That old Section 7-47.4 (Service entrance standards) paragraphs
(a) thru (p) is hereby deleted and a new Section 7-47.4 (Service
entrance standards) paragraphs (a) thru (j) is hereby enacted, which
new section reads as foll. ows:
"Sec. 7-47.4. Service entrance standards.
(a) Ail service masts shall be run in approved threaded
steel conduit, minimum size two (2) inch, that must be properly
secured and have a minimum clearance thirty (30) inches above the
roof unless written approval is obtained from the Building Official.
(b) Underground services may be run with approved cable at
a minimum depth of thirty (30) inches, from which point it shall
be sleeved for mechanical protection.
(c) Ail underslab service entrance conductors or sub-feeds
shall be in rigid conduit or PVC No. 40 or IMC.
(d) Temporary services shall have a minimum of ten (10)
feet clearance, be of approved material, and be properly braced
and supported.
(e) Ail service entrance conductors shall be in conduit.
(f) Only threaded metal conduit will be accepted when
exposed to the weather and must be galvanized or equivalent.
(g) Service disconnect shall be located at the nearest
point of any service entry not to exceed five (5) feet unless
preceeded by main disconnect and shall not be installed in any
bathroom, bedroom, closet, or kitchen cabinet.
(h) Ail service grounds shall be equipped with ground rods
not less than eight (8) feet in length. Water pipe systems
will not be allowed as grounds.
(i) The service and equipment ground shall be taken from
the nearest possible point of the system service after the service
is attached to the building and shall start at the meter socket,
main swith, or C.T. carl. Point of attachment of ground clamps
or approved ground connectors shall be readily accessible and
shall not be in any attic, under any floor, or behind any equipment.
(j) Bondin9 to the main service to the metalic tubin9 piping
of the water system shall have an equal size ground wire as that
going to the grounding electrode. The minimum wire shall be No. 4
continous from the meter ground bar 'to the grounding electrode,
then to a ½ inch minimum metal, lc cold water stubout, .if available.
A jumper is required between the hot and cold water pipes above
the hot water tank before the shut-off valves, or from the panel
ground bar to the hot water tank, cold water line. The followin§
shall also be required: All connectors shall be readily visible;
Grounding electrode conductors shall be sleeved. If PVC is used
as such sleeve, tear drop style clamps shall be used as the
grounding electrode.
SECTION iV
That old Section 7-47.5 (Commercial Construction) paragraphs (a)
thru (g) is hereby deleted and a new Section 7-47.5 (Co~lercial.
Construction) paragraphs (a) thru (g) is hereby enacted, which new
Section reads as follows:

"Sec. 7-47.5. Co~nmercial Const:ruction.
(a) The service or sub-feed in any commercial installation
shall not be less than one hundred (100) ampere capacity and
shall be a minimum raceway size of one and one half inch (1½")
trade size.
(b) Convenience Outlets per circuit:
Beauty Parlors

Barber Shop
2 max imum
Maximum number of receptacles per circuit in a commercial.
building shall be four(4).
(c) Single outlets or taps for signaling transformers,
bell-ringin9 transformers, clocks and similar low current con-
sumin9 appliances or equipment need not be counted when the
location of the tap or outlet precludes the use of the 'tap or
outlet for other purposes than for which it was installed."
SECTION V
That old Section 7-47.6 (General Requirements) consisting of
paragraphs (a) thru (y) is hereby deleted and a new Secti. on 7-47.6
(General Requirements) consisting of paragraphs (a) thru (i) is
hereby enacted, which new Secti. on reads as follows: ~

(a) Approved rigid metal conduit surface metal raceways
or electrical-metallic tubing shall be required, for light', heat,
and power in the wiring of multi-family dwellings for three(3)
families or more, and in churches, schools, hotels, theatres,
other public buildings, commercial buildings, manufacturing
establishments, private clubs, and all similar occupancies.
(b) All electrical range circuits shall not be less than
No. 6 conductor for ranges of 10 kilowatt capacity or less with
a maximJ.m current protection of fifty (50) ampere capacity. When
the oven unit is seperate from surface unit, each unit shall be
installed on a seperate circuit. Oven circuits shall not be less
than No. ten (].0) conductor with a maximum of circuit protection
of thirty (30) amperes and the cook top shall, not be less than
No. eight (8) conductor with a maximum of forty (40) ampere pro-
tection. (A "range" as referred to herein is a complete cooki, ng
unit with both oven and surface burner.-s).
(c) The wiring for all water heater's shall be in a minimum
wire capacity of twenty (20) amperes. Water heaters of one
thousand (1,000) watts or more shall operate on not less than
two hundred and eight (208) volt circuit. Non-automatic water
heaters shall be equipped with a pilot light and indicating
switch that shall be in a conspi, cious place inside the building,
preferably in the kitchen or hall. Points of electrical con-
necti, ons for heaters and replacement of elements shall be easily
accessible. Ali. leads to equipment shall be protected wi. th
Greenfield or equivalent material.
(d) For the small appliance load in kitchens~'~, laundry
areas, pantries, dini,19 areas and breakfast areas of dwell, lng
occupancies, one or more branch circuits shall be provided for
all receptacle outlets (other then outl. et for c.lock) .i~ ti~e~e
rooms and such circuits shall have no other outlets thereon.
The co~]ductors for such circu.its shall not be smaller than
twenty (20) ampere capacity. The number of outlets per circuit
for lights and receptacles in residences are:

Kitchen, breakfast room, nooks, and dining rooms - two receptacles
per circuit. Kitchen may have one receptacle and one fixed
app].iance, i.e., dishwasher or disposal.
(e) No. 14 wire ,lay be used throughout a residence except
in the areas listed in (d) above. Only No. 2 aluminum wire or
larger shall be approved when proper connectors, terminals, and
corrosion inhibitors are also used.
(f) Portable cords attached to music boxes, marble machines,
floor lamps, table lamps, and other similar equipment shall not
exceed s'i.x (6) feet in length when measured from the equipment
to the outlet supplying the electric current. Cords shall not be
nailed down° tacked, or held with strings or other supports; They
sl~a].l be free and clear.
(g) All stairways and parts of buildings under demolition,
construction, or repair sba].] be adequately lighted while any
persol] is engaged in a~]y work on tile premises.
(h) Seperate].y metered conductors shall not be installed
in the same raceway except in load gut. ret in meter room.
(i) ir'] the wiring of a cold storage plant and rooms or
buJ..ldings of similar character, all wires used for light heat, or
power shall be .installed in rigid galvanized or rigid sherardized
metal tl]readed conduit or rigid aluminum conduit. Outlet boxes

fittings and outlet boxes are acceptable within their temperature
l. imJtations and when approved by the Building Department. Con-
duits shall be il~sta.lled so that they will. drain toward the
outlets and cabinets; Conductors install_ed in conduit shall
comply with the National Electrical Code Standards for damp or
wet locations. All conduits entering or leaving refrigeration
boxes shall be seal.ed ()ff."
SECTION VI
Except as modified herein, no part of Article Iii of Chapter
7 of the Code of the City of Sebastian sha.ll be construed to be
modified by t:l'],is Ordinance.
SECTION VII
This Ordinance shall be effective immediately upon final passage
by the City Council.
I HEREBY CERTIFY that Notice of Public Hearing on this Ordinance
was duly published in the Veto Beach PRESS JOURNAL,, a newspaper of
general circulation in the City of Sebastian; that a public hearing
hereon was held on the ~-qP~ day of ~ty~/,¢ at 7:00 P.M.
at City Hall, and that immediately following said public hearing
this ordinance was passed by the City Council by a vote of
for passage and 0 votes against passage.
