RESOLUTION NO. R-00-19
A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA, ADVOCA TING REDISTRICTING FOR
COUNTY COMMISSION AND SCHOOL BOARD TO REFLECT
POPULATION INCREASES IN NORTH COUNTY AND PROVIDE
MORE DIRECT REPRESENTATION TO SAME; PROVIDING FOR
CONFLICTS HEREWITH; PROVIDING FOR EFFECTIVE DATE.
WHEREAS, the northern section of Indian River County, particularly the City of
Sebastian, has sustained dynamic growth since districts for the County Commission and School
Board were last formulated; and
WHEREAS, based upon building permit and other records, it is estimated by officials of
the City that year 2000 census figures will demonstrate that Sebastian and its immediate
surrounding area will have a sufficient population to justify a representative district in and of
itself; and
WHEREAS, the remainder of the North County, being that area north of 45th Street, in
combination with the areas of the County west of Interstate 95, should have a sufficient
population to support another representative district without extending the boundaries thereof
into the metropolitan Vero Beach area.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCn.. OF THE CITY
OF SEBASTIAN, as follows:
Section 1.
The City Council of the City of Sebastian does hereby call for redistricting
of Indian River County for both the Board of County Commissioners and the School Board to
create two districts from the North and West County that do not encompass any of the population
of metropolitan Vero Beach, so as to genuinely reflect the northward shift in population over the
last decade.
Section 2.
TRANSMITTAL. The City Clerk is hereby directed to transmit a
certified copy hereof to the offices of the Board of County Commissioners and the School Board,
the mayors ofFellsmere, Orchid and Indian River Shores, and the local media.
Section 3.
CONFLICT. All resolutions or parts of resolutions in conflict
herewith, are hereby repealed.
Section 4.
EFFECTIVE DATE. This resolution shall take effect immediately
upon its adoption.
The foregoing Resolution was moved for adoption by Councilmember ~
The motion was seconded by Councibnember ~ and, upon being put into a
vote, the vote was as follows:

Councilmember Edward 1. Majcher, Jr.
The Mayor thereupon declared this Resolution duly passed and adopted this 26th day
of April, 2000.
