RESOLUTION NO. R-Ol-37
A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA,
REQUESTING FAIR-SHARE COUNTY FUNDING FOR THE
BARBER STREET SPORTS COMPLEX; PROVIDING FOR
CONFLICT; PROVIDING FOR EFFECTIVE DATE.
WHEREAS, the City of Sebastian provides facilities for youth sports leagues at
the Barber Street Sports Complex, and funds the maintenance and operating costs of said
facilities; and
WHEREAS, the City of Sebastian is in essence bearing the responsibility of
providing these opportunities to its citizens, as well as citizens of Roseland, Vero Lake
Estates and other areas of the unincorporated North County; and
WHEREAS, the City of Sebastian has surveyed the presidents of the various
leagues, and has received the following estimates of non-resident participation:
Baseball/softball 25% non-residents
Football 20% non-residents
Soccer 20% non-residents
of which the greatest degree of use, as well as highest cost factor, are related to
baseball/softball activities; and
WHEREAS, the City of Sebastian incurred an annual cost of approximately
$126,000 in maintenance and operating expenses attributable to these youth sports league
activities in the prior budget year; and
WHEREAS, it is the established policy of Indian River County to appropriate
contributions to the area municipalities toward the fair-share usage of recreational
facilities by residents of the unincorporated County;
Section 1.
REQUEST FOR FAIR-SHARE FUNDING.
The City of
Sebastian respectfully requests that the Board of County Commissioners of Indian River
County budget and appropriate a fair-share (22.5%) contribution of $28,350 to the City
for Fiscal Year 2001/2002 for maintenance and operating costs at the Barber Street Sports
Complex.
Section 2.
CONFLICTS.
All resolutions or parts of resolutions 1D
conflict herewith are hereby repealed.
Section 3.
EFFECTIVE DATE.
This resolution shall take effect
immediately upon its adoption.
