A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA, AUTHORIZING THE CITY MANAGER TO
APPLY FOR A ENVIRONMENTAL PROTECTION AGENCY 319
GRANT, VIA PARTNERSHIP WITH THE ST. JOHN'S RIVER
WATER MANAGEMENT DISTRICT, FROM THE FLORIDA
DEPARTMENT OF ENVIRONMENTAL PROTECTION;
PROVIDING FOR CONFLICT; PROVIDING FOR EFFECTIVE
DATE.
WHEREAS, the City of Sebastian wishes to proceed, in conjunction with the St.
John's River Water Management District, with plans to attain and maintain water quality
of sufficient quality in order to support a healthy, macrophyte-based, estuarine ecosystem;
and
WHEREAS, the Mayor and City Council desire that the City of Sebastian, in
conjunction with the St. John's River Water Management District, manage excessive
freshwater inflows from point and non-point sources to minimize their impacts on salinity,
decrease inputs of suspended materials from point and non-point sources, decrease inputs
of excessive amounts of nutrient inflows from point and non-point sources, as well as
eliminate or reduce the release of toxic substances from point and non-point sources; and
WHEREAS, the Mayor and City Council of the City of Sebastian wishes to
authorize the City Manager to apply for an Environmental Protection Agency 319 Grant,
in conjunction with the St. John's River Water Management District.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF SEBASTIAN, as follows:
Section 1. AUTHORIZATION. The Mayor and City Council of the
City of Sebastian hereby authorize the City Manager to apply for an Environmental
Protection Agency 319 Grant, in conjunction with the St. Johns' River Water
Management District, from the Florida Department of Environmental Protection.
Section 2. The City Manager's Office of the City of Sebastian is hereby
directed to send copies of this Resolution to the Florida Department of Environm.ental
Protection and other persons as directed by the Mayor and City Council.
Section 3. CONFLICTS. All resolutions or parts of resolutions in
conflict herewith are hereby repealed.
Section 4. EFFECTIVE DATE. This resolution shall take effect
immediately upon its adoption.
A motion to adopt the foregoing Resolution was made by Councilmember
Majcher . The motion was seconded by Councilmember Barczyk
and, upon being put to a vote, the vote was as follows:
