R-79-24 A RESOLUTION SUPPORTING GOVERNOR BOB GRAHAM'$ VETO OF THE CABLE TV DEREGULATION BILL AND FURq/TER VOICING OPPOSITION TO ANY LEGiSLATiVE ACTION TC~ARDS AN OVERRIDE OF SAID VETO. WHEREAS, the City of Sebastian desires to assist in the campaign to convince the Governor of the inequity and unconstitutionality of HB 892, conmonly known as the Cable TV Deregulation Bill, and WHEREAS, the City of Sebastian feels that Governor Graham has rightfully vetoed HB 892, and WHEREAS, the Florida Legislature is now being pressured by the Florida Cable Television Association, Inc. for the purpose of over- riding the Governor's veto, and WHEREAS, the Florida Cable Television Association, Inc., who supported HB 892, is now repeating tb.e same false, misleading, and specious arguments that led to the adoption of this legislation, and WHEREAS, the Governor listed as one of the major arguments against the bill the fact that it violated Article I, Section 10, of the State Constitution, which provides that no law may impair the obligation of contract, and WHEREAS, neither conditions nor circumstances in the cable TV industry have changed, except to POint to higher profitability in that industry, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA: Section 1. That the City of Sebastian herein goes on record supporting the action of Governor Bob Graham in vetoing HB 892, known as the Cable TV Deregulation Bill. Section 2. That the City of Sebastian, along with other cities, and/or organizations, affirmatively and actively supports the Governor's veto of the Cable TV Deregulation Bill and shall actively oppose any legislative action towards overriding said veto. Section 3. Copies of this Resolution shall be forwarded to the Florida League of cities and all members of the Florida Senate and the House of Representatives. Section 4. This Resolution shall take effect immediately upon its passage.
