OPERATION OF THE CITY OF SEBASTIAN

WHE~, the City Council and the Fourth of July
Conmittee endeavor to work harnn~eously in order to produce a ccmntmity
event that honors our national heritage and fosters cc~nunity spirit; and
WHEREAS, the Council and the Comnittee desire that general
guidelines be established in order to have a continuously active ccramittee.
NOW, THEREFORE, BE IT RESOLVED BY 1ME COUNCIL OF THE
CITY OF SEBASTIAN, FLORIDA, AS FO~:
The Guidelines for the Fourth of July Ccranittee, attached
hereto is hereby adopted as the official working rules for the Fourth of
July Ccrm~ttee of the City of Sebastian.

GUIDELINES FOR THE FOURTH OF JULY COMMITTEE:
1. The Fourth of July Committee is a strictly
voluntary committee. Members shall elect annually a
Chairman, a Vice Chairman and such other officers as
the Committee shall deem expedient. The Committee may
adopt such other regulations for the conduct of its
meetings it deems necessary.
No member shall receive remuneration for his ser-
vices relating to the Committee.
2. The Fourth of July Committee should be permitted
by the City of Sebastian to function as an independent
committee as long as it does not incur any debts in the
City's name; nor shall the City incur any debts in the
name of the committee.
3. This Committee should keep the City advised as to
any action that is being taken to promote this annual func-
tion in the name of the City of Sebastian.
4. Ail meetings of the Committee shall be open to the
public. The Clerk shall be advised of the time, date and
place of all meetings at least 72 hours in advance.
5. A copy of the minutes of each meeting should be
given to the City Clerk for her permanent files, as well
as correspondence received and sent in reply.
6. A City Council member should be appointed as liaison
to the Committee by motion of the Council for coordination of
any action which may be requested by the Committee.
7. If the Committee has an on-going bank account which
can successfully support the expenses (stamps, letter writing,
telephone calls, etc.) they should be expected to pay these
bills.
8. The City of Sebastian shall annually budget an amount
to pay for the fireworks. This phase of the 4th of July fes-
tivities is dedicated as the City's responsibility.
