IN COOPERATION WITH GENERAL DEVELOPMENT
UTILITIES CORPORATION TO APPLY FOR THE FLORID~
FLUORIDATION PROJECT GRANT AND TO IMPLEMENT
AND MAINTAIN FLUORIDATION OF THE GENERAL
DEVELOPMENT UTILITY WATER SYSTEM WITHIN THE
CORPORATE CITY LIMITS OF SEBASTIAN UPON RECEIVING
GRANT FUNDING.
WHEREAS, the General Development Utilities, Inc.
deep potable water wells at the Manly Avenue water treatment
plant site in the City of Sebastian naturally contain the
optimal amount of fluoride of 1.0 mg per liter;and
WHEREAS, the consumers of the water from the General
Development Utilities Sebastian Highlands Water System have
had naturally fluoridated water at the~pt~ma] level since
1959; and
WHEREAS, the General Development Utilities, Inc.
shallow potable water wells at the new Filbert St~e~ water
treatment plant site will contain an average fluoride content
of only 0.27 mg. per liter; and
WHEREAS, the American Dental Association and the
Florida Department of Health and Rehabilitative Services
recognize 0.7 mg per liter as the minimum··.~09tima] amount of
fluoride necessary for protection against dental decay and
other prevalent chronic diseases; and ~
%~EREAS, the Public Health Department Program of the
Department of Health and Rehabilitative Services of
Florida administers the Florida Fluoridation Project Grant
to assist communities throughout Florida in implementing and
maintaining Fluoridation of their water systems;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
CITY OF SEBASTIAN, FLORIDA, as follows:
1. The City of Sebastian apply for the Florida
Fluoridation Project Grant to assist General Development
Utilities, Inc. to increase fluoride levels to an optimal
range of 0~7 to 1.0 mg per liter in General Development
Utilities' finished water.
2. That the aforesaid Grant will provide funding
for reasonable engineering and permit fees, installation and
equipment fees, and chemical costs of 2 years from the date
of startup.
3. That General Development Utilities, Inc., upon
guarantees of reimbursement from the Florida Fluoridation
Project Grant, provide funds for the engineering, purchase
and installation of fluoridation equipment.
4. Upon expiration of the Grant monies for chemicals
and maintenance, that General Development Utilities, ~inc. be'
allowed to adjust water rates to offset any increased chemical
and maintenance costs associated with the operation of the
Fluoridation system. These rate increases will be implemented
upon approval by the City of Sebastian.
5. The City Clerk is directed to forward this
Resolution to the Department of Health and Rehabilitative
Services of Florida within two weeks of its' adoption.
This Resolution was duly passed and adopted by the
Council of the City of Sebastian, Florida, this ~
