A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA ADOPTING
ROBERT'S RULES OF ORDER REVISED AS RULES FOR THE CONDUCT
OF CITY BUSINESS AT CITY COUNCIL MEETINGS AND WORKSHOPS/
PROVIDING AN EFFECTIVE DATE.
WHEREAS, Subsection (b) of Section 2.15 of the Charter of
the City of Sebastian provides that the City Council shall determine
its own rules and Order of Business, and,
WHEREAS, the City Administration has not discovered any
document, resolution, or other evidence of any detailed procedural
rules having been adopted by the City Council for the conduct of the
City Council Meetings and Workshops, and,
WHEREAS, the City Council has generally been following
Robert's Rules of Order for the conduct of said city business as if
those Rules had been adopted, and
WHEREAS, the City Council desires to formally adopt Robert's
Rules of Order for the conduct of business before the City Council
meetings and workshops,
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF SEBASTIAN, FLORIDA, AS FOLLOWS:
1. Robert's Rules of Order, Revised, by General Henry M. Robert,
with a forward by Henry M. Robert, III, published by Morrow Quill
Paperbacks, New York 1979, consisting of 323 pages, is hereby adopted
as the Robert's Rules of Order for the conduct of City Council Meetings
and City Council Workshops.
2. If there is any conflict between Robert's Rules of Order, as
adopted hereby, and any now existing or later adopted Resolution,
Charter provision, City Ordinance, State or Federal Law, the Robert's
Rules of Order shall be superceded by the conflicting provision.
3. The Robert's Rules of Order hereby adopted shall be a guide
for the City Council to follow and the City Council shall make a
good faith effort to abide by said Rules; however, failure to follow
said Rules will not affect the validity of any action that might be
taken by the City Council without following said Rules.
4. This Resolution shall be effective immediately upon final
passage of this Resolution by the City Council of the City of Sebastian,
Florida.
I HEREBY CERTIFY THAT the foregoing Resolution adopting Robert's
Rules of Order was finally passed by the City Council of the City of
Sebastian, Florida by a vote of ~'-- votes in favor of passage and
D votes against passage on the ~.~ day of 7~C/~ ,1985.
