M H E R E A S, The Florida League of Cities, since its organ-
ization and throughout its existence, has developed consensus policy
positions on issues directly related to the operation and conduct
of municipal governments; And
~ H E R E A S, Such policy positions are adopted by the member-
ship at a duly called meeting after intensive committee preparation
and with ample opportunity for full discussion and full access to
the amendatory process; And
~ H E R E A S, On some occasions, alternative positions may be
developed by well intentioned individuals representing departmental
organizations of municipal officials and such positions may conflict
with the duly adopted policies of the Florida League of Cities; And
~ H E R E A S, It is in the best interest of the citizens,
officials and employees of cities to present a united front on major
issues of the day to properly advise and inform our federal and state
legislative representatives and their departmental agencies; And
~ H E R E A S, It is municipally appropriated funds that are
used to support such municipal departmental organizations.
N 0 ~ T H E R E F 0 R E, BE IT RESOLVED BY THE CITY OF SEBASTIAN
Section 1. That the elected officials of the cities of
Florida, through the Florida League of Cities does hereby proclaim
that it should be the official policy of each city not to provide
funding for departmental organizations which develop policy positions
that are not fully compatible with similar policy positions adopted
by the Florida League of Cities.
Section 2. That it should be the official policy of each
city that departmental organizations financed in whole or in part
by appropriated city funds should not use such funds to hire indi-
viduals or promote positions through any form of federal or state
lobbying process to promote positions contrary to or not compatible
with the adopted policies of the Florida League of Cities.
Section 3. That all municipal governing bodies are hereby
encouraged to adopt this policy and implement it through their budget-
ing process which provides funds for such departmental memberships.
