HomeMy WebLinkAboutR-86-19 RESOLUTION A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, EXPRESSING THE CONCERN OF THE CITY ADMINISTRATION FOL' THE WELFARE OF '£HE iNDIAN RIVER, THE SEDAS%?IAN RIVER, THE AQUAFERS, AND ALL OTHER SOURCES OF WATER; AND EXPRESSING THE RESOLVE OF THE CITY OF SEBASTIAN TO COOPERATE WITH INDIVIDUALS AND PUBLIC AND PRIVATE ENTITIES TO PRESERVE, PROTECT AND DEFEND SOURCES OF WATER FROM ENVIRONMENTAL DEGREDATION AND HARM. WHEREAS, Mr. CHARLES HOTCAVEG, the Founder of Indian River Clamming Co-op, has recently notified the Administration of the City of Sebastian, Florida, that, as an experienced shell fisherman, he is seeing clear signs that the Indian River in the Area of Indian River County is being harmed by misuse and pollution, and WHEREAS, recent news reports indicate that shell fish and other forms of aquatic and bird life in the Indian River are slowly being harmed by pollution, and WHEREAS, recent news reports prove that plant life in the Indian River is slowly being damaged by pollution, and WHEREAS, the above mentioned cumulative environmental damage has occurred in spite of the laws, rules, and regulations that exist to protect water from harm, and WHEREAS, the Administration of the City of Sebastian realizes that water is a most precious natural resource that must be protected for the general welfare and the mutual benefit of all, and, in fact, life itself depends on water, and WHEREAS, industry, the economy, land values, recreation, and the health of persons and all wildlife depend on clean water, and it is the responsibility and duty of all of us, including the City of Sebastian, to protect water from harm, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA, AS FOLLOWS: 1. It is imperative that all persons act in a responsible manner to protect the Indian River, the Sebastian River, other bodies of water, and all sources of water from environmental degredation. 2. It is imperative that all governmental agencies having jurisdiction, power, and authority to enforce the laws, rules and regulations that have been enacted to protect water resources from harm, do enforce such laws, rules and regulations to insure the protection of water resources from environmental degredation. 3. It is imperative that all governments allocate the funds necessary to facilitate the enforcement.~ of laws to protect water resources from harm. 4. It is imperative that laws be enacted or amended to facilitate greater local enforcement of laws that protect our water resources. 5. It is imperative that private organizations and persons renew their concerns and efforts to protect our water resources from harm. 6. It is imperative that those persons who are not yet concerned about the environmental protection of our water resources become concerned, educated, and motivated to do their part in pro- tecting our water resources. 7. The City of Sebastian hereby resolves its intent to cooperate with all other governmental agencies, private entities, and individuals in a mutual effort to protect our water resources. 8. The City of Sebastian hereby requests that all persons and groups renew their resolve, energy, concern, and actions to insure ourselves and future generations that our water resources shall be fully protected from harm and environmental degredation. 9. The City of Sebastian hereby asks all individuals to act in a responsible manner and not do any act which will pollute of harm any of our precious water resources; and to remenber that any act which pollutes water slowly and surely harms each and every person, shell fish, fishes, birds, and all other wildlife. 10. The City of Sebastian hereby wishes to remind all people that if harm and degredation of our water resources is not stopped to the greatest extent possible, that water pollution will surely become a very serious worldwide problem. 11. The City of Sebastian wishes to remind all persons that if we do not do everything within our power to protect our water sources from harm and evvironmental degredation, we may cause irreversable damage to our water resources, and that irreversable damage will, in turn, harm or even kill untold amounts of persons, fishes, shell fishes, and other forms of wildlife. 12. Failure to protect our water resources from harm and environmental degredation to the greatest extent possible is in- excusable, unjust, and breaking a sacred trust. 13. The City Clerk is hereby instructed to mail a copy of this resolution to all municipalities in Indian River County, to the Chairman of the County Commission of Indian River County, to the Section of Environmental Health in Indian River County, to the Department of Natural Resources of the State of Florida, to 'the Department of Environmental Regulation in Orlando, to the local representative of the United States Army Corps of Engineers, to Governor Bob Graham, to the Marine Resources Council of East Central Florida, to the Marine Patrol, to the Audubon Society, to U.S. Senators Paula Hawkins and Layton Childes, th Dale Patchett, and to other ._nau are appropriate governmental and private agencies ~' ~ invq!ved and concerned about protecting our water resources from harm, for the purpose of advising each and every person of the resolve of the City of Sebastian as herein expressed. 14. The City Clerk is also hereby instructed to prepare a Certificate of Appreciation for presentation to the Indian River Clamming Co-op in thanks for advising the City Administration of the immediate need to act and to act now with more resolve to insure the protection of our water resources from harm.
