A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, PROVIDING
FOR THE HOLDING OF A REFERENDUM IN THE CITY OF SEBASTIAN
ON THE~DAY OF 5~?~~1986, ON A PROPOSED AMENDMENT TO
SUB-SECTION (1)(A) OF SECTION 2.05 OF THE CITY CHARTER TO
RAISE THE ANNUAL SALARY OF THE MAYOR AND TO ESTABLISH IN THE
CHARTER THE FORMULA AND THE METHOD FOR MAKING ADJUSTMENTS TO
THE SALARY OF THE MAYOR EVERY TWO (2) YEARS; DESIGNATING THE
POLLING PLACES, THE FORM OF THE OFFICIAL BALLOT, THE MANNER
OF CONDUCTING THE ELECTION; PROVIDING FOR THE RETURN AND CAN-
VASSING THE ELECTION: PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN,
FLORIDA, AS FOLLOWS:
SECTION I
A Referendum shall be held in the City of Sebastian, Florida,
on Tuesday, the ~¢[day of $~r~B£~,1986, to vote on a proposed
amendment to sub-section (1)(a) of Section 2.05 of the City Charter
relating to a proposed increase in the annual salary of the Mayor
and a formula and method of making adjustments to the salary every
two (2) years.
SECTION II
The form of the Official Ballot shall be as follows:

REFERENDUM (MAYOR'S SALARY)
"Shall Section 2.05 of the City Charter be changed to increase
the salary of the Mayor to $25,000 per year and to provide for
adjusting the Mayor's salary every other year ( Mayoral election
year) based on the average percentage adjustment to the base
wage of all employees who are represented by any labor union?"
If you FAVOR increasing the Mayor's salary ..........
VOTE ............. FOR AMENDMENT
If you are AGAINST increasing the Mayor's salary...
VOTE .......... AGAINST AMENDMENT
SECTION IIi
The polling places, which shall be open from 7;00 a.m. to
7:00 p.m. on the date of the election, are as follows:
1. COMMUNITY CENTER. 703 North Central Avenue
2. CALVARY BAPTIST CHURCH. 123 Thunderbird Drive
3. SEBASTIAN LAKES CLUBHOUSE. 1101 Fellsmere Road.

SECTION IV
If a majority of the electors voting on this referendum vote
for the proposed amendment, the City Clerk shall file the ne\dy
amended sub-section (1) (a) to Section 2.05 of the City Charter with
the Florida Department of State and the Charter shall become effective
as amended herein; otherwise, no part of this Resolution shall become
law and the Charter shall not be amended as a result of this election.
SECTION V
The full text of the proposed Charter Amendment is as follows:
"Sec. 2.05. Compensation; expenses.
(1) Compensation. The salary of the mayor, vice-mayor and
councilmen shall be paid monthly as follows:
a. Mayor. Eight hundred dollars ($800.00);"

"Sec. 2.05. Compensation; expenses.
(1) Compensation. The salary of the mayor, vice-mayor and
councilmen shall be paid monthly as follows:
a. Mayor. Two thousand eighty-three dollars and thirty-three
cents ($2,083.33). Effective on the installation date of the
Mayor in March of 1988 and every installation date every other
March thereafter, the salary of the Mayor shall be adjusted by
the same percentage as the average percentage base wage adjust-
ment to the salaries of all city employees represented by any
labor union( s) for the fiscal year of the Mayoral election . and
the preceding fiscal year. Each adjustment in the Mayor's sal-
ary shall be established with the approval of the city's budget
for each fiscal year that is a Mayoral elect ion year."
SEC'rION VI
The City Clerk is hereby instructed to cause two notices of
such election to be published pursuant to Section 100.342, Florida
Statutes; to cause the ballot to be printed; to acquire the needed
ballots for the voting machines and absentee ballots; to request the
Registration Officer to deliver the registration books to the election
inspectors appointed to conduct the election; to receive the returns
and canvass from the election officials and immediately publish the
result of said election.
The City Clerk shall also provide instruc-
tions for the guidance of voters in preparing their ballots and to
perform any other acts necessary in order to conduct the said election.

SECTION VII
The manner of balloting in this election shall be by the use of
voting machines and absentee ballots. The City Clerk is hereby directed
to secure the use of such voting machines as are necessary to conduct
this election from the Board of County Commissioners of Indian River
County, Florida, and is further authorized to acquire the services of
the Supervisior of Elections of Indian River County, Florida, for the
purpose of preparing and supervising the voting machines prior to and
during the election, including necessary deputies, deputy custodians
and officers to properly and legally conduct such election and to
certify the results thereof, and to furnish and provide all needed
supplies, machines and forms for the holding of said referendum.
SECTION VII I
This RESOLUTION shall be effective on the 1 fl day of
