HOLDING OF A NON-BINDING (STRAW BALLOT) REFERENDUM IN THE CITY OF
SEBASTIAN ON THE 4TH DAY OF NOVEMBER, 1986, ON THE QUESTION OF
WHETHER THE CITY OF SEBASTIAN SHOULD BORROW UP TO ONE MILLION
DOLLARS TO PURCHASE 3.32 ACRES OF UNIMPROVED REAL PROPERTY NORTH
OF RIVERVIEW PARK, EAST OF U.S. HIGHWAY NO. 1, AND WEST OF INDIAN
RIVER DRIVE, FOR FIVE HUNDRED THOUSAND DOLLARS, TO CONSTRUCT A NEW
POLICE STATION FOR APPROXIMATELY TWO HUNDRED THOUSAND DOLLARS OR
MORE, AND TO PURCHASE APPROXIMATELY THREE HUNDRED THOUSAND DOLLARS
OF EQUIPMENT FOR THE PUBLIC WORKS DEPARTMENT; PROVIDING AN EFFECTIVE
DATE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA,
AS FOLLOWS:
SECTION I
A non-binding (straw ballot) .referendum shall be held .in the City of'
Sebastian, Florida, on Tuesday, the 4th day of November, 1986, to vote on
whether the City Council should apply for and acquire up to one million dollars
from the Florida League of Cities First Municipal Loan Program at a variable
interest rate of approximately six percent. The City Council desires to get
formal public input on this issue. The City Council proposes to purchase
3.32 acres of unimproved real estate that is situate North of Riverview Park,
East of U.S. Highway No. 1, and West of Indian River Drive; also to construct
a new police station for a cost of two hundred thousand dollars or more, and
to purchase approximately three hundred thousand dollars of equipment for the
Public Works Department.
SECTION II
The Form of the Official Ballot shall be as follows:

Should the City Council borrow up to one million dollars to purchase
3.326 acres of land North of River View Park for five hundred thousand dollars;
also to~'~,construct a new police station for approximately two hundred thousand
dollars; also to purchase equipment for the Public Works Department at a total
cost of approximately three hundred thousand dollars?
If you FAVOR the City acquiring this loan ........
VOTE ........ FOR LOAN
If you are AGAINST acquiring this loan .........
VOTE ..... AGAINST LOAN
SECTION III
The City Clerk is hereby instructed to cause two notices of
such election to be published pursuant to Section 100.342, Florida
Statues; to cause the ballot to be printed; to acquire the needed
ballots for the voting machines and absentee ballots; to request the
Rigistration Officer to deliver the registration books to the election
inspectorS' appointed to conduct the election; to receive the returns
and canvass from the election officials and immediately publish the
result of said election. The City Clerk shall also provide instruc-
tions for the guidance of voters in preparing their ballots and to
perform any other acts necessary in order to conduct the said election.
SECTION IV
The manner of balloting in this election shall be by the use
of voting machines and absentee ballots. The City Clerk is hereby
directed to secure the use of such voting machines as are necessary
to conduct this election from the Board of County Commissioners of
Indian River County, Florida, and is further authorized to acquire
the services of the Supervisor of Elections of Indian River County,
Florida, for the purpose of preparing and supervising the voting
machines prior to and during the election, including necessary
deputies, deputy custodians and officers to properly and legally
conduct such election and to certify the results thereof, and to
furnish and provide all needed supplies, machines and forms for
the holding of said referendum.
SECTION V
This RESOLUTION shall be effective on the ...~~.~,v
