HomeMy WebLinkAboutR-87-10RESOLUTION NO. ~' ~'7-/d A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, ADOPTING NEW RULES AND REGULATIONS FOR THE CITY OF SEBASTIAN MUNICIPAL GOLF COURSE ; PROVIDING AN EFFECTIVE DATE. WHEREAS, the Golf Course Business Manager, Mr. Vincent, has proposed to the City Council revised rules for the Municipal Golf Course, and WHEREAS, the City Council has reviewed and considered the Rules proposed by Mr. Vincent, and approves of such Rules as submitted, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA, AS FOLLOWS: 1. The "Sebastian Municipal Golf Course Rules and Regulations" attached hereto as Exhibit "A", consisting of 13 pages plus a cover page and a one page index, are hereby approved and adopted as the applicable rules for the Municipal Golf Course. 2. The adoption of these Rules shall result in old rules being cancelled and superceded in their entirety. 3. This Resolution shall be effective upon final passage. OPERATING HOURS: The hours of operation of the golf course facilities will be posted seasonly and may be changed from time to time without notice at the sole discretion of the Business Manager. CONDUCT':' Patrons of the golf course and its facilities shall not engage in unbecoming behavior including but not limited to: 1. Loud or boisterous conduct, 2. Vulgar language or actions, 3. Disturbance or harrassment of employees, 4. Intoxication, 5. Conduct detrimental to the safety or. tranquility of either service personnel or other patrons, ~ 6. Any behavior which is not, at the discretion of the Business Manager or Golf Director, as being sports- manly or gracious. MEMBERSHIP: Membership in the Sebastian Municipal Golf Course is available to the general public. There are two types of Memberships available, tna~ is Resident, ~on-Resioent. Resident and Non-Resident MemberShips are classified as Single and Family. Single membership is' for a single person. Family membership is limited to a person, his or her spouse and dependent children under eighteen years of age who are living at home. Membership (1) privileges are limited to those persons specified on the membership application, are not transferable, and do not include ownership instrest in the golf course or its facilities. A member shall not loan or give his membership card to anyone to play golf at this course. MEMBERSHIP PRIVILEGES: The membership fee allows any member to play golf without payment of daily greens fees. Membership permits the purchase of alcoholic beverages in the clubhouse for themselves and their guests. Membership privileges are granted to those non-members' who have played golf and show receipt for same on the date played. Membership privileges may be suspended or revoked at the sole discretion of the Business Manager for breach of rules or otherwise, with the right to appeal to City Council within ten (lC) working days from date of supenston. SPECI~E'~PRIVILEGES:i Any PGA' recognized Golf Professional or any member of the Florida Golf Course Superintendents Association upon presentation of sufficient proof of membership to the Business Manager shall be entitled to one round of golf during the year with payment for use of golf cart at prevailing rates. The greens fee shall be waived and membership privileges granted for the day played. ALCOHOLIC BEVERAGES: The bringing to the golf course facilities of privately owned alcoholic beverages is strictly prohibited. Small coolers allowed, except on weekends and holidays. CLOSED COURSE: No person is allowed on the golf course or its facilities when the golf course is closed by orders of the Business Manager because of weather or certain maintenance pro- cedures or during the time that the entire facility is closed. PROPERTY LOSS: The golf course management or employees are not responsible for the loss of or damage to personal property of patrons or their guests. RULES POSTING: The rules of the Sebastian Municipal Golf Course shall be posted in the Clubhouse. RULES ENFORCEMENT: The Business Manager, his designee or the Golf Director shall have the authority to enforce all rules and regulations pertaining to the use of the golf course, its facilities and golf play. USGA RULES: The USGA rules are attached herewith. (3) OPERATIONS MANUAL RULES OF GOLF' PGA RULES OF GOLF: SECTION 1, ETIQUETTE COURTESY ON THE COURSE CONSIOERSTION FOR OTHER PLAYERS: In the interest of all, players should play without undue delay. No player shouldplay until the players in front are out of range. Rlayers searching for a ball should signal the players behind them to pass as soon as it becomes apparent that the ball will not easily be found: they should not search for five minutes before doing so. They should not continue play until the players following them have passed and are out of range. ~ When the play of a hole has been completed, players should immediately leave the putting green. BEHAVIOR DURING RLAY: No one should move, talk or stand close to or directly behind the ball or hole when a player is addressing the ball or making a stroke. The player who has the honor should be allowed to play before his opponent or fellow-competitor tees his ball. PRIORITY ON THE COURSE In the absence of special rules, two-ball matches should have precedence of and be entitled to pass any three- or four- ball match. A single player has no standing and should give way to a match of any kind. Any match playing a whole round is entitled to pass a match playing a shorter round. If a match fails to keep its place on the course and loses more than one clear hole on the players in front, it should allow the match following to pass. (4) CARE OF THE COURSE HOLES IN BUNKERS: Before leaving a bunker, a player should carefully fill up and smooth over all holes and footprints made by him. i RESTORE DIVOTS, REPAIR 8ALL-MARKS AND DAMAGE BY SPIKES: Through the green, a player should ensure that any turf cut or displaced by him is replaced at once and pressed down. and that any damage to the putting green made by the ball is carefully repaired. Damage to the putting green caused by golf shoe spikes should be repaired ON COMRLETION OF THE HOLE. DAMAGE TO GREENS---FLAGSTICKS, BAGS, ETC.: Players should insure that, when putting down bags, or the flagstfck, no damage is done to the putting green, and that neither they nor their caddies damage the hole by standing close to it, in handling the flagstick or in removing the ball from the hole. The flagstick should be properly replaced in the hole before the players leave the putting green. Players should not damage the putting green by leaning on their putters, particularly when removing the ball from the hole. GOLF CARTS: Local notices regulating the movement of golf carts should be strictly observed. DAMAGE THROUGH PRACTICE SWINGS: In taking practice swings, players should avoid causing damage to the course, particularly the tees, by removing divots. (5) GOLF RULES REGISTRATION: All players must register in the Pro Shop in order to be permitted to play on the golf course and to obtain a tee time. Members must present their membership card when registering. Members who are unable to present their membership card shall obtain authorization from the Business Manager. GREENS FEES: The general public, that is non-members, with the exception of members, shall pay a greens fee at the established pre- vailing rates for either 9 or 18 hole play. Those players who have signed up for a 9 hole play and desire to play an additional ~ holes shall apply for and pay an additional greens fee for the additional play. Those players who have paid for 18 hole play will pay for use of the golf cart. TEE TIMES': ':'"" Tee times for~the general public (non-members) shall be on a time available basis. Non-member tee times may be claimed by member after ?:00 A.M. on day of play. Members shall be allowed to obtain a tee time 3 days in advance at 3:00 The Men's and LADIES Associations will have tee times blocked for their events. From time to time other events (tournaments) for members and outside groups will take precedence over regular play. Advance notice will be posted and/or announced in by the Business Manager. Members not participating in these special events will be given tee times either before or after the special event, if possible. (6) PLAYING PERMIT: Players will be issued a receipt authorizing them to play on the course and/or use of golf cart. This receipt shall be presented to the starter prior to play for further instructions. DRESS CODE: Golf attire and dress code shall be as follows: MEN: Shirts with sleeves must be worn at all times. Sport shirts, sweaters, jackets, together with slacks, are always acceptabl~. If you desire to wear shorts, they must be Bermuda walking shorts. Cut-off jeans are not permitted. Bathing suits or swimming attire is not permitted. ~ LADIES: Abbreviated forms of attire are restricted, such as two piece sun suits and halters. Shirts with sleeves, blouses, sweaters, skirts, slacks and Bermuda shorts are always acceptable. SHOES: When on the course, golf shoes or flat heeled shoes are allowed. No shoes are permitted which will do damage to the putting greens. The Business Manager, his designee or Golf Director will enforce the dress code. Individuals not dressed appropriately will not be allowed on the golf course, driving range, or practice areas. GOLFi CARTS: Privately owned gol,~ carts are not permitted on the golf course. The use of golf carts at posted rates shall be required at all times other than those times when pull carts are per- mitted or when walkers without pull carts are authorized by the Business Manager to play the course. (7) GOLF CARTS:(continued) Golf carts are rented for 18 holes and 9 holes only. Carts are rented to golfers who agree to operate the carts in a safe manner. Reckless driving will result in the suspension of cart privileges. The driver and /or renter shall be liable for any damage resulting from the operation of the golf cart. The cart and key must be returned to the proper place promptly upon completion of play. When notified of wet conditions, cart drivers must keep the golf cart on the cart paths or in the rough for the entire round. Carts may cross fairways to be driven to the ball, but under no circumstances shall a cart be driven entirely on the fairway. GOLF CART REGULATIONS: 1. 2. All Carts must be signed for at the Pro Shop. No one under the age of 16 will be allowed to operate any golf cart. Only two persons will be permitted to ride in a golf cart at any time. Only two sets of clubs are permitted on one cart. All carts must be kept off aprons of green and slopes of tees. Carts are to be returned to the designated area after play is completed. Golf carts are not to be used in the parklng lot to pick up passengers or golf clubs. On the straightway, carts should be driven with the accelerator fully depressed. To do otherwise causes excessive drain on the cart batteries. Only persons with valid driver's licenses may operate golf carts. (8) CART PATHS: Cart paths must be used at all times. Carts must be kept at least 30 feet from all tees and putting greens. GOLF CLUBS: Each player must have his or her own set of golf clubs. Two or more players using the same set of golf clubs is not per- mitred. Rental clubs are available at the Rro Shop: WALKERS: Those players desiring to walk in lieu of using golf carts may do so upon registering at the Pro Shop and obtain a tee time. Walking shall be at the discretion of the Business Manager according to the season, time of day, and program act~ivities. Walkers shall either carry their clubs, use their own pull cart, or rent a caddy cart at the Pro Shop when registering to play. PRACTICE SHOTS: Rracticing golf shots is limited to designated pra6tice areas and is not allowed on any hole or green on the course. Only members and players paying greens fee, buying range balls and junior golfers may use facilities of course for practice. RANGERS: The ranger is on the course to enforce the rules of play. It should be remembered that this recommedations and suggestions should be taken as affecting the benefits for all players and not as a restriction against a few. Failure to respond to requests of the ranger may result in the loss of the privileges of playing golf. (9) STARTER: The starter has the responsibility and authority to require tow-somes to join together or to place a one-some with a two-some or three-some. If a two-some is not willing to join another two-some or one-some they may lose their assigned starting time and be required to accept a starting time following all four-some play. There will be no one-sones or five-sones. SEASON PLAY: During the peak season, weekends holidays, and busy weekends, as determined by the Business Manager, players should play in groups of four (four-somes) or as assigned by the starter, Business Manager er his designee. ~ CANCELLATION OF TEE TIMES: Failure to notify the Pro Shop of a cancellation of tee time at least 24 hours in advance may result in the loss of starting time privileges. SLOW PLAY: Slower players with one or more "open holes" in front of them must speed up Play at request of ranger or allow faster players behind them to "play through" them. PLAY INTERUPTION: Players stopping after nine holes for refreshments forfeit their place and must receive the starter's permission to continue and must alternate on 10th tee with other groups. RAIN CHECKS: A player scheduled to play 9 holes is given a rain check for his cart and greens fee if he has completed less than 4 holes. A player scheduled to play 18 holes will be given a rain check for 9 holes if he as completed less than 12 holes. Requests for rain checks must be made the day of play. Rain checks will not be issued when weather is threatening, or rain is falling at the time pf purchase of greens fee and cart if (lO) RAIN CHECKS:(Continued) the ranger ejects players for non-compliance with weather conditions. HANDICAPS: Players will be allowed to establish handicaps. The handicap system is handled by a computer company recognized by the Florida System of the PGA. JUNIOR PLAY: Although Sunior play is encouraged, juniors and those under 16 years of age must be accompanied by an adult unless their knowledge of golf etiquette and gol~ abi~it~ have been certified by the Directo.r. Juniors will be allowed to play free if walking after, 3:00 if using cart they must pay cart fee. Ail Juniors must present certified Junior Golf Card. RULES CHANGE: Any rule may be suspended or changed by the Business Manager, at any time without prior notice by posting such change or changes in a conspicous place in the Clubhouse. (11) CLUBHOUSE RULES CLUBHOUSE RULES: 1, No person under 21 years of age will be permitted to sit at the bar. 2. Open accounts or tabs are not maintained in the Club- House bar or restaurant. All services must be paid for prior to leaving the facility. This rule must be followed so employee can account for daily receipts. Personal checks will be accepted only for the amount of purchase and with proper identification. 4. Clubhouse phones are not available for private use. Public phone is available in the Clubhouse hall. 5. Proper attire is required (shirts and shoes) to be worn in the Clubhouse and Pro Shop. (12) LOCAL RULES LOCAL RULES: 1. Keep the golf course and related facilities clean and free of any debris. Place papers, bottles, cans, cigarette packages, etc. in waste containers. 2. Range balls are to be use only on the driving range or practice sand traps. Range balls are not to be used by any player for playing purposes on the golf course. Violation of this rule shall be cause for removal from the golf course and forfeiture of all fees paid. 3. Mark your ball position on the putting greens with a coin or an appropriate marker rather than scratching the greens turf. 4. All vehicles shall be parked only in the designated parking areas. 5. No vehicles of any kind are permitted on the golf course except regulation golf carts, or city owned maintenance vehicles. 6. Unattended children under the age of 16 are not permitted anywhere on the golf course except with special permission of the Business Manager. 7. No person shall submit false information for the purpose ' of securing facility privileges. 8. Solicitation of any kind by any individual or group on the golf course or its facilities is strictly prohibited. 9. No player shall cross boundaries of the golf course onto Airport Property for any reason. The boundaries are fences, signs and out of bounds markers on the perimeter of the golf course. (13)
