A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, ADOPTING NEW
RULES FOR "STARTERS" AND "RANGERS" AT THE MUNICIPAL GOLF
COURSE; PROVIDING AN EFFECTIVE DATE.
WHEREAS~ the Golf Course Business Manager, Mr. William Vincent,
has proposed that the City Council adopt new Rules for "Starters" and
"Rangers" at the Sebastian Municipal Golf Course, and
WHEREAS, the City Council has considered Mr. Vincent's proposal
and agrees with the proposal,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEBASTIAN, FLORIDA, AS FOLLOWS:
1. The new Rules for "Starters" and "Rangers" attached hereto
as Exhibit "A", consisting of three (3) pages, are hereby adopted as
the applicable rules.
2. The adoption of these rules results in any old rules being
cancelled and superceded.
3. This Resolution shall be effective upon final passage by
the City Council.

APPOINTMENTS:
The following appointments wtll be made by the Golf Course Business
Manaager and wtll serve at his decretlon.
I Head ranger, 6 Rangers, } Alternates.
1 Head Starter, 6 Starters, } Alternates.
QUALIFICATIONS: Applicants for Ranger and Starter positions must be
members ~ good standing of the Sebastian Municipal Golf Course. All
applicants must have knowledge of golf rules and golf etiquette.
Applicants for these positions shall have pleasant personality traits,
good physical conditioning and a willingness to cooperate with the Golf
Course Business Manager, his staff, Members and all players. They
should assist and encourage participation of play by Members and guest.
PROMOTE BY KEEPING A POSITIVE ATTITUDE:
DUTIES: Rangers and Starters must accept work day assigned and the
following responsibilities: ~
Encourage all players to keep pace to overcome slow pl .
Max. 4 Hours 15 Minutes for 18 Holes
Max. 2 Hours 7 Minutes for 9 Holes
RANGERS:
1. Always identify yourself when calling attention to slow play.
2. Restake and tie up any knocked down boundary ropes in the greens
and tee areas.
Assist any player or players looking for a lost ball. (Enforce
5 minute lost ball rule when necessary.
4. Remind all players to keep electric, gas and pull carts proper
distance away from greens and tees. (When wet - Ail carts will
be kelt on htg~ ground.)
5. Be vis. able, keep play moving and watch for carts with problems.
Sweep, clean and supply rest areas with supplies needed.
7. Pick up any loose debri, bottles, cans, etc, on the course.
8. Rake sand traps when needed and if time permits. Fix ball marks.
9.. The Ranger should be able to cover both nines twice every four
hours, e.g., a golfer starting at the first hole should see or
greet the Ranger four (4) times before finishing the 18th hole.
10. No ball hawking. NO WARNING, first offense you will forfeit your
job as Ranger.
11. Check walkers on back nine after 2:00PM. (Ask for pink sli~, check
time and date.)
12. Never argue with another member or guest. In the event of a serious
infraction of rules, request players name or take cart number if
uncooperative. Report to Head Ranger, Golf Course Manager or Pro
Shop Clerk. Keep a good attitude, be honest, correct, keep cool
and use proper language.

· .' STARTERS:
1. Starters will pick up carbon copy of tee times from Pro Shop every
morning.
2. Pick up sheets for keeping number of players in storeroom, return to
folder in storeroom at end of shift.
3. All Starters will write cart numbers on yellow slip and turn in to
Pro Shop Clerk.
4. Call players to tee 3 or 4 minutes prior to tee times (Bull Horn).
Anyone not ready for tee time will give way to next group and fill
in their tee time. Do not leave starter area to find any group that
is not available at the proper time.
5. Write tee time on scorecard with black marker to m~ke players aware
of time to complete round.
6. Starters will keep all players from using area in vicinity of No. 1
tee and starters post as a driving range.
7. Starters will be responsible for cleanliness of Starters Shack and
control all range balls for fellow workers.
8. Starters are not to use golf carts as seats. Chairs are available
in building.
9. Check players for proper dress attire - No tank tops, Short shorts,
etc.
10. After 2:00PM Starter and/or Pro Shop shall inform Ranger of players
who have only paid for nine (9) holes. After 2:00PM check only
players who paid for 9 holes.
11. Never argue with another member or guest. In the event of a serious
Infraction of rules, request players name or take cart number if
uncooperative. Report to Head Starter, Golf Course Manager or Pro
Shop Clerk. Keep a good attitude, be honest, correct, keep cool
and use proper language.
RANGERS AND STARTERS:
Should a~y Ranger or Starter be unable to work on day assigned, it will
· be their responsibility to contact a .replacement and notify Head Ranger
or Starter to be sure assignment is covered.
Any problems that may arise report to Head Ranger or Head Starter, if
they are unable to resolve with persons involved they will contact Golf
Course Business Manager for final decision.

COMPENSATION:
In return for their contribution to the Sebastian Municipal Golf Course
the following is proposed as compensation at the discretion of the Golf
Course Business Manager.
January - June:
4 (One half) Cart usage per week
4 Buckets of balls per week
July - December:
(One half) Cart usage per week
Buckets of balls per week
Allowance of carts will be used in one week work period.

Rangers, Starters and their guest only, i.e., any guest play usage
will be counted against their allowed number of carts per week. Guest
must be accompanied by Ranger or Starter.
Any abuse of the above will be reason for dismissal.
