R,87-54 A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, ADDING A NEW JOB DESCRIPTION TITLED "ADMINISTRATIVE SECRETARY - CITY CLERK'S OFFICE" TO PART V OF THE CITY OF SEBASTIAN STANDARD OPERATING PROCEDURES; PROVIDING AN EFFECTIVE DATE. WHEREAS, The City Council hereby approves a new job description entitled, "Administrative Secretary - City Clerk's Office" as submitted by the Mayor in accordance with City Ordinance 0-84-16. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA, AS FOLLOWS: 1. The Job Description for "Adminstrative Secretary - City Clerk's Office" attached hereto and made a part hereof is hereby approved and adopted by the City Council for the City of Sebastian. 2. The City Clerk is hereby directed to add to the bottom of the said Job Descripton the following; "Adopted by Resolution No. R-87-54, effective August 12, 1987" and to distribute copies of the Job Description to the Mayor, City Council members, and Department Heads for inclusion in their copies of the Standard Operating Procedures. 3. Ci~y Clerk Appr0V'ed as to Form and Content: City Attorney ADMINISTRATIVE SECRETARY CITY CLERK'S OFFICE This employee performs a variety of highly responsible secretarial duties for the City Clerk's office; performs related work as required. other This is a confidential secretarial position in a City Clerk's department involving administrative duties of wide and varied scope. The main responsibility of this position is the performance of difficult and varied clerical and public contact work. The employee is required to be an efficient stenographer and must be familiar with all phases of the department's activities. The employee frequently works with considerable independence in preparing routine correspondence, giving information, receiving complaints and performing other public contact work. The employee is normally under the supervision of the City Clerk but may also provide secretarial work for upper management personnel and various boards and committees. ILLUSTRATIVE T2~SKS: Takes and transcribes dictation; prepares correspondence, inter- office forms, requisitions, and related papers; maintains the appointment calendar; takes telephone messages for departmental employees. Meets the public and callers from other departments and offices; ascertains the purpose of their visit or call and personally disposes of the matter, refers the caller to the proper department, or if necessary, arranges an interview with the appropriate official. Serves as Secretary to various boards and committees, including fullfillment of advertising requirements, preparing informational folders for members, and recording and transcribing of minutes. Organizes and files office correspondence records determining proper file designation to be used; assures that the proper distribution of notices, memoranda, directives and related material is made. Maintains office accounts and expenditure records; performs research for the department. Performs related work as required. Thorough knowledge of modern office practices and procedures, business English, spelling and arithmetic; thorough knowledge of the operations, functions and scope of authority of department to which assigned; ability to maintain effective working ~elationships with other employees and the general public; skill in taking and transcribing of dictation preferred, and in the operation and care of typewriter, tape recorder and other office machines. 1 EJ~J~LC~ AND ~ Graduation from high school or completion of GED, including or supplemented by courses in shorthand, typing and business practices; three (3) years experience in performing stenographic and clerical work of a progressively responsible nature; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
