A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, ADDING
A NEW JOB DESCRIPTION TITLED "CHIEF BUILDING INSPECTOR"
TO PART V OF THE CITY OF SEBASTIAN STANDARD OPERATING
PROCEDURES; PROVIDING AN EFFECTIVE DATE.
WHEREAS, The City Council hereby approves a new job
description entitled, "Chief Building Inspector" as submitted by
the Mayor in accordance with City Ordinance 0-84-16.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEBASTIAN, FLORIDA, AS FOLLOWS:
1. The Job Description for "Chief Building Inspector"
attached hereto and made a part hereof is hereby approved and
adopted by the City Council for the City of Sebastian.
2. The City Clerk is hereby directed to add to the bottom
of the said Job Descripton the following; "Adopted by Resolution
No. R-87-69, effective~,~F3M~X~ , 1987" and to distribute copies
of the Job Description to the Mayor, City Council members, and
Department Heads for inclusion in their copies of the Standard
Operating Procedures.
3. This Resolution shall be effective on~~ , 1987.

CHIEF BUILDING INSPECTOR
MAJOR FUNCTION
This is a supervisory and participating inspectional and enforcement work
in securing and maintaining regulatory compliance with established Codes,
Laws and Regulations including construction, alteration and repair of
buildings and signs. Supervision is exercised over subordinate Building
Inspectors to instruct and delegate inspections and procedures set by
the Building Official.
iLLUSTRATIVE DUTIES
Plans, organizes, assigns, reviews and supervises the work of a Staff of
assigned inspectors engaged in the review of certain construction plans
and the inspection of buildings and sign construction and alteration pro-
jects to ensure that the material and design conforms to the Standards
established by the City, State and Federal Codes, Ordinances and Regulations.
May issue "Stop Work" orders on a project until specified corrections are
made.
Prepares cases for legal action against violations of City Building Codes
and Ordinances.
Performs assigned special Department administration and Staff tasks.
Answers inquiries concerning code requirements and assumes duties as a Code
Enforcement Officer when assigned by the Building Official.
Performs related work as required and as directed by the Building Official.
MINIMUM QUALIFICATIONS
Knowledge, Abilities & Skills
Knowledge of all types of building construction materials and methods and of
stages in construction when possible violations and defects may be most
easily observed and corrected.
Knowledge of Building, Electrical, Plumbing and Zoning Codes and related
Laws. Ability to read and interpret blueprints and specifications quickly
and accurately and to compare them with construction in progress. Ability to
supervise subordinate inspectors. Ability to consult with general public,
building owners, contractors and ability to enforce regulations with firmness
and tact. Ability to establish and maintain effective working relationships
with employees, other agencies and the public as necessitated by the work.
TRAINING & EXPERIENCE
Graduation from High School or equivalent. Certification as a Building
Inspector by S.B.C.C.I. within one year. Considerable experience in Building
construction and related fields.
