HomeMy WebLinkAboutR-88-12RESOLUTION NO. R-88-12 A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, ADOPTING THE JOB DESCRIPTION OF THE OFFICE OF CITY MANAGER; PROVIDING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA, AS FOLLOWS: The Job Description for the Office of City Manager, attached hereto as Exhibit "A" IS HEREBY ADOPTED. ~ II The City Clerk is hereby directed to supply a copy of this new Job Description to City Council members and all department heads for inclusion in Part V of the Standard Operating Procedures of the City. The City Clerk shall note the number and date of this Resolution on the said Job Description. ~ECTIQN III This Resolution shall become effective upon installation of the City Manager and installation of the Mayor following the election of March 8, 1988. O'Halloran, CMC/AAE City Clerk Approved as to Form and Content: C~ty Attorney' ~AJOR FUNCTIQNS: The City Manager is the Chief Executive Officer of the City, responsible for coordinating all phases of the general administration of the City. This Officer supervises all activities related to the City Administration in accordance with the poicies established by the City Council, City Charter, Ordinances, and Resolutions that may be applicable. The City Manager functions as the City's Personnel Director until such time as the City Council hires a Personnel Director. The City Manager supervises all Department Heads except the City Clerk and the City Attorney. The City Manager is the "Officer" noted in Sec. 2.08 of the City Charter. ILLUSTRATIVE DUTIES: Directs the overall efforts of the City Govern- ment; appoints and removes all Department Heads except the Finance Director, City Attorney, and City Clerk, subject to the termination rights of all vested officers, which includes all police officers who have become vested, and subject to the termination rights of other employees as may be established by law or collective bargaining agree- ment; generally supervises the enforcement of all laws and ordinances except as to matters under the jurisdiction of quasi-independent agencies such as the Code Enforcement Board, the Board of Adjustments, and the Construction Board, which boards have a measure of independence; monitors all franchises and continuing contracts; attends all meetings of the City Council unless excused, but has no vote therein; makes recommendations to the City Council for adopting or implementing measures deemed to be in the best interests of the City; keeps the City council advised as to the financial condition of the City pre- pares and submits annual budgets and annual budget message; coordi- nates with County, State, and Federal agencies as required; meets with Citizens and Citizen groups at discretion. Performs other duties as may now or from time-to-time be prescribed by City Ordinances or Resolutions, or other applicable laws, rules or regulations, which may include employee position audits, classification specifications in- cluding abolishment, consolidation, or amendment. Analyzes salary and benefits for employees; and performs the duties of Personnel Director until such time as the City employs a Personal Director. KNOWLEDGE, ABILITIES ~ SKILLS: Extensive knowledge of the laws and rules as to administrative policies governing municipal activities. Extensive knowledge of operations of municipal government. Consider- able knowledge of municipal government budgeting and finance and management policies. Ability to delegate authority and responsibility to Department Heads to maintain effective organization. Superior ability to express self in writing or orally. Ability to relate well with City Officials and citizens. Knowledge of personnel administra- tion, research methods and objectives. ~RED EDUCATIQN AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's degree in Business Administra- tion or Public Administration. A Master's Degree in Public Admini- stration or Business Administration is preferred. At least three years experience as a City Manager, Assistant City Manager, or other highly responsible general (Broad Scope) management position in local government. Experience in personnel management policy and practice is preferred, whether in the public or private sectors. Membership in the International City Management Assocation is preferred.
