A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA,
REPEALING RESOLUTION NO. R-86-64 AND PROVIDING THAT
THE CITY MANAGER SHALL HIRE ALL DEPARTMENT HEADS EXCEPT
AS OTHERWISE SPECIFIED IN THE CITY CHARTER; PROVIDING
AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN,
FLORIDA, AS FOLLOWS:

That Resolution No. R-86-64 IS HEREBY REPEALED.
SECTION Ii
That Section II of Part V of the Standard Operating Procedures
is hereby amended to read as follows:
"II. Unlimited Time Status Employees (High Paid
Executives).
A. Employees classified in the following highly paid executive
positions are not to be paid overtime pay, but may receive
special compensation if approved by the City Council by
special action, and in the case of Police Lieutenants, as
may be approved in a collective bargaining agreement.
1. Police Chief.
2. Police Captains.
3. Police Lieutenants.
4. City Clerk.
5. City Attorney.
6. Building Official.
7. City Engineer.
8. Finance Director.
9. Director of Public Works.
10. Golf Course Business Manager.
11. Golf Course Superintendent.
B. All of the above listed positions shall be appointed by the
City Manager with the following exceptions:
The City Clerk is appointed by the City Council pursuant to
Section 2.12 of the City Charter.
The City Treasurer (Finance Director) is appointed by the
City Council pursuant to Section 2.13 of the City Charter.
The Chief of Police and all police officers shall be
appointed pursuant to Section 3.02 of the City Charter in
conjunction with the City Manager.
The City Attorney shall be appointed pursuant to Section
3.05 (a) of the City Charter.
C. Ail of the above listed postions shall work under the
general supervision of the City Manager except as follows;
1. The City Clerk and the City Attorney work under the
direction of the City Council.
2. Police Captains and Police Lieutenants work under the
direction of the Chief of Police.
SECTION III
The City Clerk is hereby directed to revise Section II of Part
V of the City of Sebastian Standard Operating Procedures and to
provide the Mayor, City Manager, and all Departments with a revised
copy of said Section as provided herein.
SECTION IV
This Resolution shall be effective upon installation of the
Mayor following the election on March 8, 1988.
