R-88-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, STATING THE POSITION OF THE CITY COUNCIL OPPOSING THE PROPOSED GLEN AND LUCY FRIEDT FOUNDATION DEVELOPMENT IN THE INDIAN RIVER WEST OF STATE ROAD A-1-A APPROXIMATELY 1.6 MILES SOUTH OF THE SEBASTIAN INLET IN INDIAN RIVER COUNTY, FLORIDA, PROVIDING AN EFFECTIVE DATE. WHEREAS, the Environmental Protection AGency is interested in fundinG implementation programs for estuarine protection on the Indian River lagoon as a national model; and WHEREAS, the Pelican Island National Wildlife RefuGe was established by the United States Government in 1903 to designate and reserve a natural habitat for the pelican under the protection of the Federal Government; and WHEREAS, the Indian River lagoon provides critical habitat for 36 endangered species includinG the largest manatee population in the State of Florida; and WHEREAS, the preservation of the Indian River lagoon is of major significant environmental, scenic, commercial, and recreational importance to the City of Sebastian and surrounding communities; and WHEREAS, the City Council of the City of Sebastian has adopted a Resolution on April 13, 1988, supportinG the nomination by Governor Martinez of Florida to designate the Indian River lagoon as an Estuary of National SiGnificance. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN that we are adamantly opposed to any permits beinG Granted to the Glen and Lucy Friedt Foundation of Lauderdale-by-the-Sea, Florida, to construct a 16.73 acre residential subdivision in the Indian River at Latitude 27° 50'11" North, LonGitude 80° 26'09" West in Indian River County, Florida. Furthermore, we condemn any action which would allow this development or future developments similar in nature to be constructed in the Indian River lagoon and in or adjacent to the Pelican Island National Wildlife RefuGe whereby the existinG vegetative and benthic environment would be destroyed on a Grand scale. This Resolution shall be effective upon final passage by the City Council. City CIerk Richard B.
