A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA, ADOPTING THE JOB DESCRIPTION OF THE
OFFICE OF DIRECTOR OF COMMUNITY DEVELOPMENT; PROVIDING
FOR INCLUSION OF SUCH JOB DESCRIPTION IN THE CITY'S
STANDARD OPERATING PROCEDURES; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, The City Council has adopted a budget for the
fiscal year commencing October 1, 1988; and
WHEREAS, The budget so adopted provides that a job
description shall be established for the Office of Director of
Community Development.
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Sebastian, Indian River County, Florida, as follows:
SECTION I
The Job Description for the classification of Director of
Community Development attached hereto as Exhibit "A" IS HEREBY
ADOPTED.
SECTION II
The City Clerk is hereby directed to supply a copy of this
new Job Description to City Council members and all department
heads for inclusion in Part V of the Standard Operating Procedures
of the City. The City Clerk shall note the number and date of
this Resolution on the said Job Description.
SECTION III
This Resolution shall take effect immediately upon its
adoption.

DIRECTOR OF COMMUNITY DEVELOPMENT/BUILDING OFFICIAL
MAJOR FUNCTION
Supervises and coordinates the activities, personnel and
functions of community development which includes the Building
Department, Planning and Zoning, Code Enforcement and
Construction/Licensing Board.
ILLUSTRATIVE DUTIES
Directs and supervises the overall activities of the Department
of Community Development. Prepares and administrates the
department budget. As Director, this position also functions as
the Building Official as required by Code. Interprets and
enforces the adopted construction codes, Code of Ordinances and
Land Development Code. Prepares written recommendations on
variances and appeals to the Board of Adjustment. Attends, as
needed, City Council, Planning and Zoning, Code Enforcement and
Construction Board meetings. Review and make recommendations on
site plans, subdivisions, P.U.D.'s, annexations, zoning and land
use amendments, grants and other urban projects.
MINIMUM QUALIFICATIONS
Knowledge, Abilities and Skills:
Knowledge of modern construction methods, materials and equipment
as applied to approval of plans and specifications and the
inspection of building and structures. Knowledge of building
electrical, plumbing and H.V.A.C. Codes. Required thorough
knowledge of land use management, plan review principles,
practices and standards applied to locations design and
construction, organization of work flow; technical judgment and
individual initiative.
Ability to establish and maintain cooperative relationships with
contractors, architects/engineers, general public, public
officials and to enforce building and zoning regulations with
firmness and tact. Ability to apply the principals and practices
of organization, personnel and financial management of the
operation of a municipal department.
TRAINING AND EXPERIENCE
Graduation from High School or equivalent. Four year college
degree or equivalent combination of education and experience.
Certification as a Building Inspector from Southern Building Code
congress and Certification as Building Official from either
C.A.B.O. or B.O.A.F. within one year from date of hire.
