R-92-39 , A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, ADOPTING NEW JOB DESCRIPTIONS FOR THE POSITIONS OF BUILDING INSPECTOR I AND BUILDING INSPECTOR II; PROVIDING FOR INCLUSION OF SUCH JOB DESCRIPTIONS IN THE CITY OF SEBASTIAN STANDARD OPERATING PROCEDURES; PROVIDING FOR REPEAL OF RESOLUTIONS OR PART OF RESOLUTIONS IN CONFLICT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE. W H E R E A S, The current job descriptions for the Building Inspector I classification does not adequately require sufficient experience; and W H E R E A S, The City Council hereby approves the new job descriptions entitled Building Inspector I and Building Inspector II, as recommended by the City Manager. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA, AS FOLLOWS: SECTION I. The job descriptions for the classifications of Building Inspector I and hereto as Exhibit "A" and hereby adopted. Building Inspector Ii, attached Exhibit "B" respectively, are SECTION ii. The City Clerk is hereby directed to supply copies of the new job descriptions to the Mayor and members the City Council and all department heads for inclusion in the Standard Operating Procedures for the City. The City Clerk shall note the number and date of this Resolution on said job descriptions. SECTION III. All Resolutions or parts of Resolutions in conflict herewith are repealed. SECTION IV. This resolution shall take effective immediately upon its adoption. The foregoing Resolution was moved for adoption by Councilman~)_~~/~.~ ....... Inspects sites before construction for practicability of plans. Checks construction in process for compliance with the building, plumbing, electrical and mechanical codes and ordinances. Checks new construction to ascertain if permits been secured. Inspects alteration and repair jobs. have Answers inquiries concerning code requirements and assumes duties as a Code Enforcement Officer when assigned by the Building Official. Performs related work as required and as directed by the Building Official. MINIMUM QUALIFICATIONS Knowledge, L..Abi~lities Land Skills: Knowledge of all types of building construction materials and methods and of stages in construction when possible violations and defects may most easily be observed and corrected. Knowledge of building and zoning codes and related laws and ordinances. Ability to detect structural and other faults and to appraise for quality of construction and physical depreciation. Ability to read and interpret plans, specifications and blueprints quickly and accurately, and to compare them with construction in process. Ability to consult with building owners, contractors and the general public and ability to enforce regulations with firmness and tact. Ability to establish and maintain effective working relationships with contractors, the general public and other employees. Training and Experience: Graduation from high school or equivalent certification. A minimum of 5 years as an Inspector or Building/General Contractor with a considerable amount of experience in building construction work. Any equivalent combination of training and/or experience. Must obtain certification as a Building Inspector by S.B.C.C.I. within one year from date of hire.
