R-93-32 & RESOLUTION OF THE CITY OF SEBASTIi"~Iq, INDI]~N RIVER COUNTY, FLORIDA, ADOPTING A JOB DESCRIPTION FOR THE POSITION OF UTILITIES SERVICE WORKER I; PROVIDING FOR INCLUSION OF SUCH JOB DESCRIPTION IN THE CITY OF SEBASTIAN ST~Bd~'D]~RD OPERATING PROCEDURES; PROVZDING FOR REPEAL OF RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT HEREWITH; AHD PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Sebastian City Council has determined that the Utilities Department has need for a service worker. NOW THEREFORE, BE iT RESOLVED by the City Council of the City of Sebastian, Indian River County, Florida, as follows: SECTION 1. The job description for the classification of Utilities Service Worker I, attached hereto as Exhibit "A" is hereby adopted. SECTION Z. The City Clerk is hereby directed to supply a copy of this job description to the Mayor and members of the City Council and all department heads for inclusion in the Standard Operating Procedures for the City. The City Clerk shall note the number and date of this Resolution on said job description. SECTION 3. Ail Resolutions or parts of Resolutions in conflict herewith are hereby repealed. SECTION 4. O'H~lloran, CMC/AAE city Clerk Approved a~ Form and Content: Charl~s Ian Nash city Attorney EXHIBIT A UTILITIES SERVICE WORKER I MAJOR FUNCTION This is an entry level service maintenance position in water distribution and/or sewer collection and transmission systems. This is predominantly manual work associated with the construction, maintenance, and repair of the City's water and sewer infrastructure. At the present time, this position works directly under the Utilities Director. ILLUSTRATIVE DUTIES 1. Installs water meters. 2. Reads water meters. 3. Repairs leaks in water line service. 4. Maintains area surrounding meter box. 5. Opens or shuts off service at the curb for meter installations, disconnections, or reconnections. 6. Checks/cleans/maintains valves. 7. Maintains and repairs fire hydrants. 8. Sets up and follows a maintenance schedule for lift stations, hydrants, valves and blow offs. 9. Performs various chemical tests. 10. Perform other duties as required. MINIMUM QUALIFICATIONS Knowledge, Skills, Abilities 1. Knowledge of basic water and sewer materials and terms. 2. Ability to communicate, orally and in writing. 3. Ability to follow directions and work independently. 4. Ability to read maps and blueprints. 5. Ability to complete simple reports and forms. 6. Ability to work outside in all kinds of weather performing manual labor and to work in small spaces. Education and experience The minimum requirements for this position are a high school diploma or G.E.D. and limited work experience working with a water or wastewater system. License or certification Must possess a valid Florida driver's license and be able to obtain a Florida Chauffeur's license within six (6) months of request. Must be able to pass a respiratory physical for self-contained breathing apparatus within six (6) months from date of hire.
