R-95-05 A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, ENCOURAGING CONGRESS AND STATE LEGISLATORS TO ACT TO ABOLISH THE NATIONAL VOTER REGISTRATION ACT ("MOTOR-VOTER" BILL)~ PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Congress passed the National Voter Registration Act ("Act") in 1993, and the Act went into effect in the State of Florida on January 1, 1995; and WHEREAS, the Act is an unfunded federal mandate regarding states' voter registration; and WHEREAS, currently, in Florida, a valid voter registration may be obtained at motor vehicle, welfare, military recruitment, unemployment and other public service agencies, or by mail, without identification, proof of residence or proof of citizenship, requiring only an application with name, residence address, date of birth and signature; limits purging procedures; and allows name changes by mail without proof; and WHEREAS, the costs of setting up registration facilities at these various sites will not be funded by the federal government; and WHEREAS, the previous registration system, with safeguards in place to protect the elective process, has been severely undermined by this misguided legislation and opened the door to voter fraud; and WHEREAS, several states have either not enacted the National Voter Registration Act into law or have begun efforts to block the government from forcing compliance with the legislation. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, as follows: SECTION 1. ABOLISH NATIONAL VOTER REGISTRATION ACT. The City Council of the City of Sebastian, Indian River County, Florida, strongly urges Congress and State Legislators to act to abolish the National Motor Voter Registration Act. SECTION 2. EFFECTIVE DATE. This Resolution shall become effective upon passage. The foregoing Resolution was moved for adoption by Council member ~~ ~]~ The motion was seconded by Councilmember?~~. ~ v ~/%z~~ and, upon being put to a vote, the vote was as follows: Mayor Arthur L.
