A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN
RIVER COUNTY, FLORIDA, ADOPTING A JOB
DESCRIPTION FOR THE POSITION OF CONSTRUCTION
INSPECTOR; PROVIDING FOR INCLUSION OF SUCH JOB
DESCRIPTION IN THE CITY OF SEBASTIAN STANDARD
OPERATING PROCEDURES; PROVIDING FOR REPEAL OF
RESOLUTIONS OR PARTS OF RESOLUTIONS IN
CONFLICT HEREWITH; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Sebastian City Council has determined that the City has need for a
Construction Inspector.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Sebastian,
Indian River County, Florida, as follows:
SECTION 1. The job description for the classification of Construction Inspector as attached
hereto as Exhibit "A" is hereby adopted.
SECTION 2. The City Clerk is hereby directed to supply a copy of this job description to the
Mayor and members of the City Council, City Manager and all department heads for inclusion in the
Standard Operating Procedures for the City. The City Clerk shall note the number and date of this
Resolution on said job description.
SECTION 3. All Resolutions or parts of Resolutions in conflict herewith are hereby repealed.
SECTION 4. This Resolution shall take effect immediately upon its adoption.

GENERAL PURPOSE
Responsible technical and administrative work in the inspection
of engineering construction.
SUPERVISION RECEIVED
works under the general guidance and direction of the City
Engineer.
SUPERVISION EXERCISED
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Inspects all public works construction: paving, grading,
drainage, structures, water & sewer, plans review. Confers
with contractors to insure that City standards are being
adhered to. Makes written reports to supervisor as to progress
and percentage of completion.
Assists contractors and engineers in interpreting plans and
specifications let out on contract. Checks materials,
coordinates with testing lab and reviews lab test results if
required as job progresses. Makes progress reports.
Investigates complaints and requests relative to public works
facilities.
Verifies contractors' progress payments. Tracks payment and
progress schedules of projects. Initiates Change Order process
by determining appropriate field changes and associated costs;
also initiates administrative processes. Handles routine
written correspondence between contractor and City. Schedules
all preconstruction conferences, progress meetings and punch
list inspections. Performs related work as required.
PERIPHERAL DUTIES
Serves as a member of various employee committees.
Serves as a liaison to the Public Works employee's in regard to
special consultants, and/or City Engineer and Public Work's
Director.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
Education: Graduation from high school or possession of an
acceptable equivalency diploma.
Experience: Verifiable experience in road or public works
construction. Knowledge of computer applications preferred.
Good oral and written communications skills a must.
Necessary Knowledqe, Skills and Abilities:
Knowledeqg~: Knowledge of the basic principles, methods and
materials and equipment used in general public works
construction. Knowledge of Florida Department of
Transportation Standard Specifications for Road and Bridge
Construction.
Ability: Ability to read and interpret a variety of
construction plans and specifications which apply to public
works construction. Ability to make detailed technical
inspections. Ability to enforce regulations firmly, tactfully
and impartially. Ability to develop and maintain progress
records. Ability to initiate proper oral and written
correspondence.
SPECIAL REQUIREMF_A]TS
License= Certification or Registration: Valid Florida Driver's
License and a good driving record are required.
TOOLS A/~D EQUIPMENT USED
Personal computer, including word processing, spreadsheet, and
data base software; standard drafting tools; engineering
calculator; motor vehicle; phone; mobile radio, transit and
level.

PHYSICAL DEMANDS
Substantial standing and walking. Good equilibrium and
balance. Good communications skills orally and in writing.
Occasionally lift up to 50 pounds. Use of both hands and
fingers with dexterity. Good hand/eye coordination. Very
frequent use of good near vision, good hearing. Frequent
walking and standing.
WORK ENVIRONMENT
Constant field work in a standing posture. Safe driving
ability. Inspection of construction, road and utility
projects. Occasional work inside the office in a sedentary
position.
Traffic, heavy equipment and ongoing construction activities.
Constant field work requires mobility skills over variable
terrain. Possible vision disfunction due to heavy computer
work.
SELECTION GUIDELINES
Formal application, rating of education and experience; oral
interview and reference check; job related tests may be
required, including a demonstration of proficiency on related
tools and equipment.
The duties listed above are intended only as illustrations of
the various types of work that may be performed. The omission

position if the work is similar, related or a logical
assignment to the position.
