A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA AMENDING RESOLUTION R-96-62 TO DELETE
POOL MAINTENANCE AND FINAL GRADING FROM THE
ESTABLISHED LIST OF EXAMINATIONS REQUIRED FOR
CERTIFICATION AND ADD TO THE LiST OF NON-TESTED
CATEGORIES, BUT MUST RECEIVE CERTIFICATION FROM THE
CITY; PROVIDING FOR REPEAL OF RESOLUTIONS IN CONFLICT
HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Construction Licensing Board ("Board") of the City of Sebastian
("City") is responsibible for the certification of contractors and trades pursuant to Chapter 26 of
the Sebastian City Code of Ordinances; and
WHEREAS, the City Council of the City of Sebastian, Florida, "City Council" had
adopted Resolution R-96-62 on August 28, 1996 limiting the trades which are tested and/or
licensed or permitted, and
WHEREAS, the City Council wished to amend this procedure;
NOW, TI:IEREFORE, BE IT RESOLVED by the City Council of the City of Sebastian,
as follows:
Section I. That the Board of Construction Licensing shall establish that Pool Maintenance
will be separated from the tested trade of Swimming Pool Maintenance and Repair and will be
added to the list of non-tested trade categories with the following provisions and restrictions:
a. Pool Maintenance Contractor can vacuum pools; add chemicals (cholorine-acid,
stablilizers, etc.); Clean or Replace Filter Cartridges Only.
b. Pool Maintenance Contractor cannot repair or replace filter systems or pool pumps;
cannot repair or replace cement or tile work.
Section 2. That the Board of Construction Licensing shall establish that Final Grading will
be separated from the tested trade of Excavation and will be added to the list of non-tested trade
categories with the following provisions and restrictions:
a. Final Grading Contractor can eliminate excessive fill for pad area; grade property prior
to sodding; grade driveway area prior to forming.
b. Final Grading Contractor cannot haul fill; cannot grade fill prior to forming of pad; and
cannot clear land.
Section 3. The list of trades tested and/or licensed and approved which was approved by
the Construction Board on October 14, 1997, a copy of which is attached hereto and incoporated
herein by this reference is hereby approved.
Section 4. All resolutions or parts of resolutions in conflict herewith are hereby repealed.
Section 5. This Resolution shall go into effect immediately upon its passage and
adoption. The foregoing Kesolution was moved for adoption by Councilmember
