R-99-59 A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA, REQUESTING THA T FLORIDA DEPARTMENT OF TRANSPORTATION EXPEDITE WIDENING OF STATE ROAD 60; PROVIDING FOR CONFLICT; PROVIDING FOR EFFECTIVE DATE. WHEREAS, State Road 60 west oflnterstate 95 is a Florida Intrastate Highway System (FIHS) roadway planned for expansion from 2 lanes to 4 lanes; and WHEREAS, the Florida Department of Transportation (FDOT) is responsible for programming improvements to the FIHS; and WHEREAS, the entire SR 60 widening project will not be completed for at least twelve years under the FDOT's current project programming; and WHEREAS, SR 60 is a principal evacuation route for the east central Florida area; and WHEREAS, SR 60 suffered severe evacuation problems during Hurricane Floyd, including lines twelve miles long and four hour delays in the vicinity of the SR 60/Turnpike interchange; and WHEREAS, such delays could result in catastrophic loss of life during a serious storm event; and WHEREAS, for five years the Indian River County Metropolitan Planning Organization has identified the 4-laning of SR 60 west to the Turnpike as a top priority; NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SEBASTIAN, as follows: Section 1. REQUEST. The City Council of the City of Sebastian hereby requests that the Florida Department of Transportation to expedite the four-laning of SR 60 from 1-95 to the Florida Turnpike in order to improve evacuation time and enhance evacuation safety for the residents of east central Florida. Section 2. CONFLICTS. All resolutions or parts of resolutions in conflict herewith are hereby repealed. Section 3. EFFECTIVE DATE. This resolution shall take effect immediately upon its adoption. A motion to adopt the foregoing Resolution was made by Councilmember (}~ . The motion was seconded by Councilmember ~ and, upon being put to a vote, the vote was as follows: Mayor Chuck Neuberger Councilmember Joe Barczyk Councilmember Walter Barnes Councilmember Ben A. Bishop Councilmember Edward 1. Majcher, Jf. The Mayor thereupon declared this Resolution duly passed and adopted this 1 st day of December, 1999.
