CONSTRUCTION BOARD
MINUTES OF REGULAR MEETING
DECEMBER 10, 2002 - 7:00 P.M.
Chairwoman Fox called the meeting to order at 7:00 P.M.
The Pledge o£Allegiance was said.
All applicants were sworn in at the start of the meeting.

APPROVAL OF MINUTES: None
ANNOUNCEMENTS:
Chmn. Fox spoke of the letter of resignation from Mr. Allocco that had been given to the
Board.

EXPERIOR EXAM:
Spence, Patrick/Residential Contractor
MOTION by Taylor/Schmitz
I would like to make a motion that we approve Mr. Spence to take the Experior Exam to
do Residential Contracting.

The Board Secretary read a letter from Berry's Ornamental verifying Mr. Gay's proof of
supervisory experience.

I make a motion the Board approves Mr. Lester to take the Experior Exam for Hurricane
Shutters.

Spivey, James R./Stucco
Mr. Taylor noted that the proof of experience goes back to 1989. Mr. Jack Yates who
was verifying Mr. Spivey's experience was asked to come to the podium. Chmn. Fox
swore him in.
Mr. Yates explained that he closed his stucco business in 1989 and that Mr. Spivey had
worked for him back then.
Mr. Taylor asked Mr. Spivey what he had been doing since then. Mr. Spivey stated that
he has been working with other contractors in Sebastian doing stucco.

I make a motion that Mr. Spivey first provide the City of Sebastian with more current
verification of experience doing stucco for the past couple of years so that the minimum
experience requirements - two years with one year of supervisory in the 1990's decade
and then appear before the Board in January.

I make a motion that the Board approve Mr. Rafferty to take the Experior Exam for
Painting.

Daigle, Michael J./Residential Contractor
Mr. Taylor noted the verification of experience goes back almost a decade ago and none
of it was done in Florida.

I make a motion that the Board not approve Mr. Daigle to take the Residential Exam.

Mr. Nicolini asked what was going to be required of Mr. Daigle. Mr. Taylor said he felt
the Board could count some of the time in Massachusetts toward the qualifications but
would like to see at least a year in the local construction industry along with some school.
The Board was in agreement.
Boehl, Bruce F./Roofing
There was a brief discussion concerning the amount of experience being shown.

I make a motion that we approve Mr. BoehI contingent on showing more recent
experience within the last 2-3 years and bring in a W-2 with a letter matching.

It was noted that when the information was brought in a member of the Board would
come in to approve the paper work.

15 MINUTES TO PUBLIC:
Andy Webber, 2735 - 3ra Lane SW, Vero Beach asked the Board if they would except
education in lieu of experience? Although he had no experience at the time to be a
Residential Contractor he did have some schooling going through IRCC's Carpentry
Program. He did understand that he would have to have experience too.
Under the new application the Board has been working on, Mr. Webber was told that he
could use education towards his experience but that it could also be used now.
RECORD SCORES IN SCOREBOOK:
Scores were recorded in the scorebook by Mr. Wolfe and Mr. Schmitz.
