TREE AND LANDSCAPE ADVISORY BOARD~
MINUTES OF REGULAR MEETING
JUNE 3, 2002
Chairman Fulton called the meeting to order at 5:35 PM.
The Pledge of Allegiance was said.

APPROVAL OF MINUTES:

I make a motion the minutes of the regular meeting of April 1,2002 be approved as
submitted.
A voice vote was taken. 4 - 0, motion carried. *
· Anne Dann arrived at 5:40.
ANNOUNCEMENTS:
All members introduced and welcomed new member, William Creamer. Mr. Creamer
announced that he moved to Sebastian from Veto Beach five months ago and that he worked
at the Parks and Recreation Department for the State of New Jersey for 15 years. William
Creamer went on to say that his main concern is the overgrowing of vines on trees in the vacant
lots around the city.
OLD BUSINESS:
A. ARBOR DAY UPDATE
Chairman Fulton said that the event turned out well and that the recent rain helped the trees
they planted. She said she would like to look at the Arbor Day agenda for the last 2-3 years to
determine what the committee liked and disliked for future Arbor Days. She felt that there were
not enough kids involved this year for Arbor Day because of Earth Day.
The committee discussed a later date for Arbor Day 2003. VC Cardinale and Ann Dann
suggested January because the plants stay dormant during January. Ruth Davies and the
remaining members agreed on an April date as long as it doesn't interfere with Easter.
Advisor, John Almada, suggested a March date.
William Creamer agreed that having kids involved is a great idea. He further suggested getting
Scouts and industries involved in Arbor Day as well.
VC Cardinale confirmed that "as far as I know" ail Thank You's went out to the Garden Club
and everyone else.
B. STATUS OF MEETING DATE WITH CITY COUNCIL
Chairman Fulton reported that status was the same and that the City Clerk, Sally Maio, will let
the committee know when a sit down with the City Council will occur. Chairman Fulton said she
wanted to discuss concerns and Urban Forester. She further stated that she could not
download the Land Development Code from the Website so she could make changes to the
Code.
VC Cardinale suggested another meeting with the Committee to discuss what specific concerns
the committee wants discussed with the City Council.
C. EARTH DAYACTIVlTIES - DONATION OF SCRUB OAKS
VC Cadinaie reported that three scrub oaks where given to both Pelican Island Elementary and
Sebastian Elementary.
William Creamer suggested getting the 4H group involved for next year.
D. RESCHEDULE WORK DAYAT SHADEHOUSE 4127/02.
The committee discussed a new date to go to the SRHS shadehouse to pull weeds. They
agreed to go June 15 between 8-8:30 a.m.
VC Cardinale stated that he will contact and/or fax Mr. Anderson and let him know when the
committee is planning on going to SRHS.
NEW BUSINESS:
A. APPROVE REQUEST TO CITY MANAGER TO ADD "TREE CITY" INSIGNIA TO
CITY ACCESS CHANNEL 25.
Chairman Fulton stated that she will talk to Mr. Moore about a putting mission statement under
"Tree City" insignia on the website.
VC Cardinale thanked Ann Rousseau for all her work on the Arbor Day ad.
Chris McCarthy stated that he will talk with Mr. Moore about the insignia at his meeting with him
tomorrow.
B. LETTER OF RESIGNATION FROM BEVERLY T BELL.
Chairman Fulton accepted the letter of resignation.
Chairman Fulton further announced that Larry Birchmeyer has missed three meetings in a row
and that a letter needs to be drafted stating that Mr. Birchmeyer needs to put in writing his
resignation and that we will need to advertise again for a new alternate memeber.
Chris McCarthy' reported that he remembers seeing a letter of resignation from Larry
Birchmeyer; he will look into it.
C. MISSION STATEMENT FROM MEMBERS
Chairman Fulton suggested the following mission statement:
"To preserve, protect and promote the natural canopy landscape indigenous to the City of
Sebastian."
VC Cardinale suggested sharing the mission statement with City Manager, Terrence Moore. It
was decided to revisit this issue at the next meeting.
MEMBERS MATTERS:
A. CHARLES CARDINALE - CITY HALL, EAST SIDE PLANTING BY SRHS.
VC Cardinale reported that he talked with Terrence Moore about the condition of the gardens
outside of City Hall. The committee discussed what kind of improvements could be made and
that at the conclusion of tonight's meeting they will go outside and give a list of things to plant to
Chris McCarthy.

VC Cardinale further stated that he talked with Corey Barber (Eagle Scout) and that he is willing
to help out with inprovements.
Ruth Davies suggested pulling ail the dead weeds and plants, and replacing them and adding
mulch.
STAFF MATTERS:
A. CHRIS MCCARTHY
Chris stated that the Hardee Park tree had to be trimmed in half because it had been struck by
lightening.
B. JENNIFER MAXWELL
Jennifer Maxwell introduced herself as the new Board Secretary.
Chairman Fulton adjourned the meeting at 6:41 p.m.
