CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Chairperson Fulton called the meeting to order at 5:30 p.m. The Pledge of Allegiance was recited. ROLLCALL Members Present: Cathy Fulton - Chairperson Charles Cardinale - Vice Chairperson Ruth Davies Lynn Albury William Creamer Absent: Ann Dann (unexcused) Also Present: Chris McCarthy, Parks and Recreation Supervisor Janice Broda, Adviser John Almada, Advisor (arrived 5:45 p.m.) Sally Maio, City Clerk APPROVAL OF JUNE 3, 2002 MINUTES MOTION by Davis/Cardinale "1 make a motion to approve the minutes of June 3rd." VOICE VOTE on the motion carried 5-0 Tree and Landscape Advisory Board Meeting July 1,2002 Page Two ANNOUNCEMENTS Chairperson Fulton noted the resignation of Larry Birchmeyer and the City Clerk advised that the position had been advertised and applications have been submitted. OLD BUSINESS A. LAND DEVELOPMENT CODE WITH EDITS AND CHANGES The Board reviewed proposed changes to the Land Development Code as submitted by Chairperson Fulton, on behalf of the Board, to City Council at their June 26, 2002 Regular Meeting. It was noted that the root system of canopy trees such as live and laurel oaks must be protected, pines must be protected from over-fertilization, over-irrigation and pine bore beetles. Mr. Cardinale reported that City Council was conducting a workshop on Wednesday, June 17, 2002 at 6:00 p.m. to review the recommended changes. The following changes were made and/or suggested: · Correct all instances of "sabal" palm · Section 54-3-14.7 A.5. - noted that queen and coconut palms are two different species and suggested adding botanical names in this entire section (page XIV-4). It was decided to remove the word "coconut". Ms. Broda noted that "umbrella tree" probably refers to sheffelera and said it is prohibited in Palm Beach County. · Section 54-3-14.5 - Ms. Broda suggested adding "chinese tallow tree" which are prohibited by the State of Florida for production and sale · Ms. Broda noted that in all instances the genus is capitalized and species is lower case · Ms. Broda suggested adding a reference to state prohibition for numbers 3, 4, 5, 6 and 7 (if added) are prohibited by the State of Florida and 1 and 2 are invasive and weedy · Possibilty of discouraging the use of oleanders · Incorporating a mission statement into the last section The Chairperson said she would incorporate these changes into the recommendation prior to the City Council workshop and e-mail them to the City Clerks' Office. The City Clerk said those changes will be forwarded to the Council in their packets and that all Tree Board members would receive copies of the workshop agenda packet. 2 Tree and Landscape Advisory Board Meeting July 1, 2002 Page Three B. MISSION STATEMENTS I. TO PRESERVE, PROTECT AND PROMOTE THE NATURAL CANOPY LANDSCAPING INDIGENOUS TO THE CITY OF SEBASTIAN II. FACILITATE PLANS FOR THE DEVELOPMENT, CONSERVATION, ENHANCEMENT AND CARE OF THE URBAN FOREST AND RELATED RESOURCES AND THEIR RELATIONSHIP TO THE HUMAN AND PHYSICAL ENVIRONMENT TO THE CITY Discussion took place on the two proposed mission statements and the following mission statement was approved: MOTION by Davis/Fulton I make a motion we adopt the first mission statement as amended, "TO PRESERVE, PROTECT, PROMOTE AND INCREASE THE NATURAL CANOPY INDIGENOUS TO THE CITY OF SEBASTIAN' VOICE VOTE on the motion carried 5-0. C. SHADEHOUSE OPERATIONS - GEORGE ANDERSON - SRHS ENVIRONMENTAL SCIENCE CENTER Discussion took place on the loss of trees at the Sebastian River High School shadehouse due to overwatering, and possible solutions for regeneration including purchasing only Florida grown trees, maintaining diversity due to pestilence, and improved care and maintenance. Mr. Almada said he would keep his eyes open for possible seedling purchases and Mr. Creamer offered to maintain the shade house once re-established. Chairperson Fulton said she would contact Mr. Anderson to find out about future use of the shadehouse. NEW BUSINESS A. PURCHASE OF ADDITIONAL 1-GALLON TREES AT WHOLESALE This item was discussed during the previous item. Mr. Almada said he would look around for some native trees for purchase. MEMBERS MATTERS A. CHARLES CARDINALE - CHAMPION TREES AND URBAN FORESTER Discussion took place on inviting a speaker to address the Tree Board at a special call meeting to educate the Tree Board on champion trees. In response to Mr. Cardinale, the City Clerk said no Council action would be necessary as long as there were no fees for his services involved. Mr. Cardinale said he would contact him to see when he can appear and notify the Chairperson or secretary. Tree and Landscape Advisory Board Meeting July 1,2002 Page Four B. CATHY FULTON - ACCEPT LETTER OF RESIGNATION FROM L. BIRCHMEYER This item had already been addressed under Announcements and no action was required. UPDATED LIST OF REGULAR AND ALTERNATE MEMBERS POSITIONS AVAILABLE, TERMS EXPIRATIONS, ADDRESSES AND PHONE NUMBERS ( Wi//be provided when Mr. Birchmeyer's replacement is appointed) 9. STAFF MATTERS A. CHRIS MCCARTHY - STATUS OF CITY HALL EAST SIDE CUT BACK, PLANTINGS AND BENCH Mr. McCarthy updated the Board on improvements to the City Hall garden, stating he was having trouble finding certain of the exotic plants requested. 10. Being no further business, Chairperson Fulton adjourned the meeting at 6:30 p.m. B~ard Chairman Date of Approval
