CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA Chairman Fulton called the meeting to order at 5:40 p.m. The Pledge of Allegiance was recited. ROLL CALL Members Present: Cathy Fulton - Chairperson Charles Cardinale - Vice Chairperson Lynn Albury Ann Dann Henry Madsen (Alternate) William Creamer (Alternate) Absent: Ruth Davies (excused) Also Present: Jennifer Maxwell, Board Secretary APPROVAL OF JULY 1~ 2002 & AUGUST 5, 2002 MINUTES MOTION AIbury/Creamer "1 make a motion to approve the July 1, 2002 and August 5, 2002 Minutes." VOICE VOTE on the motion carried 5-0 Tree and Landscape Advisory Board September 9, 2002 Page 2 ANNOUNCEMENTS Vice Chairman Cardinale stated that Mr. Madsen has a background in plants and asked if Mr. Madsen would elaborate more on that. Mr. Madsen stated he has a background in horticulture and has been involved in nurseries and plant material. He went on to say he is a licensed, registered landscape architect and is semi- retired, but does some work over on the Barrier Island and some commemial properties. He noted that has some concerns on how the landscape code is being implemented particularly in the commemial area. He plans on pursuing his concerns through this committee or privately as a citizen of Sebastian to the city council, Growth Management department and the mayor. OLD BUSINESS A. Champion Tree Inventory Chairman Fulton questioned if there was a Champion Tree Inventory List. Ann Dann informed Chairman Fulton that there is only one historical tree in Sebastian and there are no Champion Trees within Sebastian. Ann Dann mentioned that a Champion Tree List was something that was "going to be." Chairman Fulton stated she was given a map of the entire city and a list of the city owned property. She suggested the committee go with the map and highlight the city owned properties that may have Champion Trees. Some of the committee members decided they would meet at Hardee Park on Saturday, September 21 at 9:30 a.m. Vice Chairman Cardinale suggested that once they get the their tree measuring sticks that the committee should practice with them on some of the trees within the city. He further stated that the whole idea of the Champion Trees is to get the community involved. Vice Chairman Cardinale asked Jennifer Maxwell to have Chris McCarthy order 4 tree sticks. William Creamer suggested putting an article in the local newspaper with a phone number for citizens to call who believe they have a Champion Tree. Chairman Fulton asked Jennifer Maxwell to gather a newer, revised city owned property list and a new city map. 2 Tree and Landscape Advisory Board September 9, 2002 Page 3 B. Shade House Status Vice Chairman Cardinale noted that along with him Lynn Albury and Ann Dann went out to the Shade House and looked at remaining trees. He further suggested that they may want to donate trees because they are very sick. Lynn Albury suggested that the trees need some TLC and they should be repotted. She also noted that the shade house was overgrown and that they cleaned out weeds. Charles Cardinale noted that the committee needs to start over with new stock. He further suggested donating the trees they currently have to the school and starting over again. Ann Dann stated possibly taking three or four of the trees home and nurse them back to health. Chairman Fulton asked about the status of the trees that were donated to the schools. Vice Chairman Cardinale was unsure of the status. William Creamer suggested to stay in contact with the principals of the schools on the status of the trees. It was the suggestion of the chairman that he put together some kind of outline to bring before the council at the next meeting. C. LAND DEVELOPMENT CODE Chairman Fulton stated there has been no movement on the ordinance. Further noted that there is a copy of the City Council workshop minutes in the agenda packet for everyone's review. D. INTRODUCTORY LETTER FOR HOMEOWNERS PACKET A first draft copy of Vice Chairman Cardinales' introductory letter was given to the members for their review and recommendations. Recommendations were made at this time. The members noted that an abbreviated tree list should be included with the letter. 3 Tree and Landscape Advisory Board September 9, 2002 Page 4 E. TREE PROTECTION ORDINANCE BROCHURE Chairman Fulton noted to Jennifer Maxwell that this item be put under old business for the October meeting. Mr. Madsen noted that two items in the brochure do not match up with the ordinance and until the final ordinance is approved he can not finish the brochure. Arbor Day Chairman & Vice Chairman Chairman Fulton noted that since they do not have all the Tree Board members present this item will be put on the October agenda. 8. MEMBER MATTERS None 9. STAFF MATTERS None Chairman Fulton adjourned the meeting at 7:00 p.m. 4
